NEW APPRENTICESHIP PAY LEGISLATION SET TO IMPACT THE CONSTRUCTION SECTOR

One in four construction firms unaware of new national living wage legislation 30% of construction firms less likely to employ an apprentice aged 25 and over Full survey and report findings available at http://www.hudsoncontract.co.uk/resource-centre/new-apprenticeship-pay-legislation/   Almost half (46%) of firms in the construction industry are set to feel the financial impact of new pay legislation affecting apprentices aged 25 years and over.   The survey* was conducted by the UK’s leading construction payroll provider Hudson Contract, which polled companies on the new legislation which will see the wages of apprentices aged over 25 increase from £6.70 to the national living wage of £7.20 in April 2016.   The research discovered that 24 percent of firms in the construction sector don’t know about the impending legislation change, whilst 30 percent of those surveyed will worryingly be less likely to employ an apprentice who is aged 25+ due to the financial pressure brought on by the wage rise. This is despite 24 percent of construction employers stating that they see apprentices aged 25+ as being more experienced, whilst a quarter consider them to be more reliable than younger apprentices.   When it comes to the age debate, 81 percent of firms said that they employ apprentices under the age of 25, with 47 percent claiming their apprentice stays with the business for up to three years after completing their apprenticeship. This compared to 34 percent who stay with the company for up to five years and 14 percent who last up to 10 years – proving that apprentices are still seen as a long-term investment and vital to bolstering a talented workforce.   Ian Anfield, managing director of Hudson Contract, commented: “With the construction industry one of the biggest apprenticeship employers, we wanted to gauge the opinions of our building clients across the UK who will ultimately be impacted by the new legislation.   “Despite the findings indicating that nearly half of firms will be hit financially by the legislation and around a third may potentially be deterred from employing an apprentice aged 25 and over, it was reassuring that 42 percent of firms will employ an apprentice based on ability, rather than age.”   Businesses looking to see the full results of the survey can view them at http://www.hudsoncontract.co.uk/resource-centre/new-apprenticeship-pay-legislation/

Caterpillar sales fall 15%

Caterpillar has reported a 15% decline in global revenues for 2015 and a 40% fall in profits. Caterpillar Inc made revenues of US$47.0bn (£32bn) in 2015, down from $55.2bn the previous year. Profit per share fell from $5.88 in 2014 to $3.50 for 2015. Total profits fell from $3.7bn for 2014 to $2.1bn for 2015. The two most significant reasons for the decline were weakening economic growth and substantially lower commodity prices. Caterpillar was particularly hit by the slowdown in previously booming Brazil and China. Faced with the fall in sales, Caterpillar spent $908m on restructuring the business in 2015, which was a major cause of the hit on profits. Chairman and chief executive Doug Oberhelman said: “Cost management, restructuring actions and operational execution are helping the company while sales and revenues remain under pressure from weak commodity prices and slowing economic growth in developing countries.  We took tough but necessary restructuring actions in 2015 – and they were significant.  I am proud that our team stayed focused on our customers in this difficult environment.  Our balance sheet is strong; our product quality remained at high levels; we gained market position for machines for the fifth year in a row; inventory levels have declined and are well positioned as we look forward to 2016; and our safety levels are world class.  We are benefiting now and expect to even more in the future when markets rebound.” No improvement is expected in 2016.  The company expects its sales and revenues to be in a range of $40bn to $44bn. Sales in construction industries are expected to decline about 5 to 10 percent from 2015.  In the United States, improving labour market conditions and relatively stable economic growth should continue to support the wider economy and construction, Caterpillar said.  However, it expects continuing weakness in developing countries and lower activity in oil-producing regions. Mr Oberhelman concluded: “Our outlook reflects struggling oil and other commodity markets, and continued economic weakness in developing countries.  While the U.S. and European economies are showing signs of stability, the global economy remains under pressure.  While we manage through these difficult economic times with substantial restructuring actions to lower costs, we are also preparing for the long term.  We are continuing substantial investments in R&D and our digital capabilities.  These investments will be positive for Caterpillar and our customers through connected fleets and jobsites and access to data and predictive analytics.  Investing in the future is important to improving productivity and the bottom line – for Caterpillar and our customers over the long term.  While it is tough to predict when an economic recovery will happen, the investments we are making and the actions we are taking to lower our cost structure and improve quality and our market position will help deliver better results when a recovery comes.”

Balfour Beatty fined £1m for loader crane fatality

Balfour Beatty has been fined £1m after a worker was killed by a crane while repairing a central reservation barrier. A team from Balfour Beatty Civil Engineering set out on 1st October 2012 to install temporary traffic management on a stretch of the A2 near Barham in Kent to repair barriers after a road accident had left them damaged. A truck-mounted loader crane was used in an improvised attempt to remove the footings of a post that had snapped off. There was no method statement. The crane slipped from the concrete footing, and swung back towards the barrier, hitting 37-year-old Larry Newman on the head. He was pronounced dead at the scene. Balfour Beatty Civil Engineering Limited, of Churchill Place, Canary Wharf, London, was fined a total of £1m at Canterbury Crown Court, and ordered to pay £14,977 in costs after pleading guilty to offences under Section 2(1) and Section 3(1) of the Health and Safety at Work etc. Act 1974. After the hearing, HSE inspector Andrew Cousins said: “This was an entirely preventable incident that could have been averted by simply creating and implementing a safe system of work. If a suitably sized excavator had been used to remove the footing mechanically it would have prevented this tragic loss of life completely. “Employers have a responsibility to create safe systems of work for hazardous activities that their workers may be undertaking. The workers should be trained in safe systems of working and adequately supervised. Safety needs to be proactively managed and not just left to chance.” Balfour Beatty has since been working with the Association of Lorry Loader Manufacturers & Importers (ALLMI) on loader crane safety issues. ALLMI represents the entire loader crane sector, including users, and works to promote their safe use.

In a trading update the company said that the underlying trading performance had “remained in line with management’s expectations”. Pallet Truck Safety Tips – Loading and Unloading

It is important when using pallet trucks that you keep everyone safe through out the operation which is why at SHS Handling we have come up with these simple to follow tips and advice. Dock and Lorry Height One of the first things to check when you are loading or unloading a lorry is to make sure that the difference between the the loading dock and lorry is at a minimum – this will mean that you can move the pallet truck in and out quicker, helping to cut down the time of the task. Top Tip: If you can then get a dock leveller to help with the job; a good cog wheel will also prevent the pallet truck from unintentionally moving away. Suspended Castors Moving a pallet truck can be a difficult task with uneven ground and carrying heavy weights, so make sure you get one with suspended castors as these will help absorb shocks and vibrations. Drive wheels work just as effectively and also provide a valuable safety feature ensuring that you can move around more freely. Top Tip: Make sure the suspended castor wheels are linked as this will add further stability. Work With The Space When loading or unloading a lorry then space can be very limited so it’s important that you operate your pallet truck effectively. Manoeuvrability and handling are two key aspects that you will want to test to ensure that you can get in and out of tight spaces easily. Top Tip: There are many different types of pallet truck such as long reach or high lift – make sure you choose the one that will suit your needs Traffic Light System Using a traffic light system can help avoid any nasty incidents and can be used both inside and outside of the truck. Just as it does when driving on the roads, a green light signifies it’s safe to enter the truck whilst a red light means stop. A system such as this can work wonders if you have multiple pallet trucks loading and unloading the same lorry. Common Sense Ultimately it is the operator of a pallet truck who has a large influence on whether on the safety during use. Reckless or negligent operator can lead to accidents which is why it is important to ensure that thorough training is carried out for all uses of, and people who work around, pallet trucks. Through training and educating the people you work with you will not only cut down on accidents but also boost your productivity. Top Tip: Make sure that you have procedures in place to run training sessions for new members of the team and update existing employees every year.
