Think Tank: Is mental health the 'forgotten' health and safety issue?

11 July 2016 | Herpreet Kaur Grewal Four organisations – The Building Engineering Services Association (BESA), Electrical Contractors’ Association (ECA), CIBSE Patrons and The Samaritans – are campaigning to address mental health and workplace stress in the building engineering services industry.   It follows a joint BESA / ECA survey that suggests 31 per cent of building engineering services firms find on-site mental health issues “hard to manage”. Four in five of the firms surveyed also believe workplace mental health issues “will have a serious impact on their businesses over the next five to ten years”.   “As an industry, we have made impressive progress on workplace safety in the past 20 years, but on health – and mental health in particular – we still have a long way to go,” says BESA chief executive Paul McLaughlin. “Mental health is the forgotten health and safety issue.”   It’s a good initiative aimed at an important demographic – but what about the bigger picture? To what extent is the mental health of your team – and the end-user clients you provide for – a big issue in your organisation?   That’s the theme for this month’s Think Tank discussion. Are workplace stress and other mental health concerns a “forgotten health and safety” issue? Are links between stress and mental health being made? What initiatives have you been involved with? RIBA responds to Government's Productivity Plan

    The Royal Institute of British Architects (RIBA) has today (10 July 2015) responded to the Government’s Productivity Plan, ‘Fixing the Foundations: Creating a More Prosperous Nation’. RIBA President Stephen Hodder said: “If fully implemented, these reforms represent a significant step forward in tackling the economic damage to the UK’s competitiveness created by the housing crisis.” “The Government must use this opportunity to deliver on their commitment and set out aspirational and rigorous standards for all new housing developments. National space standards and a broad mix of housing types and tenures are vital components of the standards needed to deliver high-quality, sustainable homes and strong communities.”   RIBA comments on specific measures within the Productivity Plan: On the introduction of a ‘zonal system’: “Initiatives that help speed up the development of brownfield sites are welcome. However, we need to make sure that this move doesn’t have a negative impact on design and build quality. The Government should look at how design codes have helped drive high standards under lighter-touch regulatory systems and make sure that robust safeguards are in place to ensure that new developments are accompanied by the right economic and social infrastructure.” On powers to allow Government to intervene and draft local plans: “It is right that the Government pushes for faster adoption of local plans which promote sustainable development. We hope that this has an impact on current negotiations on local plans.” “Too many of the current local plans being proposed are failing to identify enough land for new housing. This is placing an unnecessary block on economic growth.” On penalties for local authorities: “Procedural delays in local authority planning departments, particularly the validation of planning applications, are holding up schemes across England and are a growing source of frustration for many architects and their clients. Actions that address these blocks would be very welcome.” “However, with planning appeals already taking up to 18 months to reach a resolution, the Government needs to ensure that this doesn’t lead to delays elsewhere in the planning system.” On support package for SME house builders: “The decline of SME house builders has played a key part in driving the housing crisis in rural communities.” “If these measures are successful, we hope that they will promote an increase in the number of small in-fill schemes in our towns and villages. These schemes can add housing capacity, without fundamentally altering the nature of rural communities. “Small-scale developments can be integrated into existing communities more easily and place less strain on infrastructure. We know from experience that they can also lead to excellent design quality as developers recognise the benefits this delivers in securing support from existing residents.” On the Nationally Significant Infrastructure Regime (NSIP): “The RIBA is very pleased that the Government has recognised that housing is a key infrastructure issue. “We hope that the Department for Communities and Local Government (DCLG) will use its new role, as the department for architecture, to promote good design in the housing schemes bought forward under these proposals.” On stronger compulsory purchase powers to bring forward more brownfield land, and devolution of planning powers to the Mayors of London and Manchester: “Devolving planning powers to local authorities offers the opportunity to tailor developments and standards to local needs. We hope that other areas of the UK will be able to benefit in future.” On reducing net regulation on house builders: “The RIBA is hugely disappointed by the Government’s decision to scrap both the Allowable Solutions carbon offsetting scheme and the proposed 2016 increase in on-site energy efficiency standards. Go Ahead For a Gulliver’s Family Theme Park

Rotherham Council has given the go ahead for a Gulliver’s family theme park. It is thought that the development in South Yorkshire has been given planning permission by the council last month. Apparently the councilors on the Planning Board were unanimous in the decision to grant planning permission for the park. The theme park is expected to be built on a 250-acre site that was formerly the location for the Pithouse West colliery. This development in the Rother Valley is expected to boost the local economy and should also provide jobs. The planning permission was granted to the theme park company after a 21-day period which allowed time for the Secretary of State for Communities & Local Government, Sajid Javid MP to call-in the decision. The multi-million pound project will develop their fourth Gulliver’s theme park in the UK in Rotherham and this development is expected to create hundreds of jobs. It is thought that the new Gulliver’s theme park will combine the best aspects of the other three sites at Warrington, Matlock Bath and Milton Keynes. The company has worked closely with the council as well as Highways England and other parties for the past two years in order to make sure they had the best chance of getting planning approval for their new park while making sure that the development will not negatively impact the local access routes. Work has also gone into making sure there is a reduced visual impact from some of the park’s larger attractions. The council first agreed to sell the land to Gulliver’s in 2015. It is thought that Gulliver’s Valley will be a great facility for families in the local area as well as providing a boost to the local economy by attracting visitors from further afield. The new theme park is expected to be developed in a way that will complement the activities that already exit at the Rother Valley Country Park.

The development is being carried out as a joint project between Lendlease and LCR, both of whom are joint partners of International Quarter London. The building has been designed by Rogers Stirk Harbour + Partners, architects that are acclaimed around the world. The building is expected to create 280,000 sq. ft. of new workspace spread out over 10 storeys. The plans are a development on the work already being carried out in the International Quarter London. The Quarter will welcome Transport for London, the first commercial tenant of the new construction. Transport for London will move in to the new major office in September. The International Quarter London is a development that is being carried out by Lendlease and LCR. The Quarter has been developed in Stratford, and is at the heart of the largest urban regeneration in Europe. The project is expected to create four million sq. ft. of A Grade office space as well as 333 new homes and other community facilities all inside a 22-acre site. It is thought that the new development will become the new location for progressive business. It is thought that the site will attract a lot of attention because of the plentiful amount of green space as well as the connection to some of the most forward-thinking institutions in the world as well as excellent transport connections. The first two residential towers are expected to be finished for May 2017 and one million sq. ft. of the office space has already been pre-let. The International Quarter London will act as a gateway to Queen Elizabeth Olympic Park and will be able to aces a high standard of infrastructure such as transport links. It is thought that once completed the International Quarter will be occupied by more than 25,000 employees every day.
