Shopping bag charge results in 650 million fewer bags in Scotland

The Scottish Government has confirmed that retailers across Scotland have witnessed a massive reduction in the number of single use carrier bags handed out since the five pence charge came into effect a year ago. Data from major grocery retailers indicate a reduction in plastic bag use of around 80 per cent since 20 October 2014 – equivalent to at least 650 million fewer bags being handed out annually compared to ‘business as usual’ in previous year. It has resulted in funds of around £6.7 million being donated to good causes. Boots, one of Scotland’s Carrier Bag Commitment signatories, has reported an estimated 80 per cent reduction in carrier bag use in Scotland. Scotland’s Environment Secretary Richard Lochhead was at its store in Aberdeen to speak to shoppers about their experiences of the change so far. He said: “The five pence charge has been a major success with the number of single use bags down by a staggering 650 million, and with nearly £7 million raised for good causes. “Previously statistics showed that people in Scotland used more than 800 million new single-use carrier bags every single year – more per head than anywhere else in the UK. “I thank Scotland for embracing this policy and showing we’re serious about tackling litter, reducing waste and creating a cleaner, greener environment for everyone to enjoy. “It’s now becoming second nature to shoppers to reuse their carrier bags and hopefully to think more about our impact on the environment. I am confident that Scotland is going to go from strength to strength in its bid to tidy up our streets and beaches, where litter has been a highly visible problem in the past.” Iain Gulland, chief executive, Zero Waste Scotland, said: “With retailers in Scotland reporting a reduction of 80 per cent in the use of single use carrier bags, it’s evident that Scottish shoppers have embraced a new shopping habit. It’s not always easy to change our habits, but Scotland is proving it has this in the bag. “Many organisations have already agreed to donate money raised by the 5p charge to good causes, by signing up to Scotland’s Carrier Bag Commitment. Other retailers across the country are now being urged to follow suit.” Nationwide retailers that signed up to Scotland’s Carrier Bag Commitment – an agreement to disclose information on the charge, and donations made, to a central publicly available portal – are reporting that various charities up and down the country have also benefited from funds raised by the charge, with at least £6.7 million being donated to good causes. Morrisons, the Co-operative and Waitrose have indicated a reduction of 80 per cent, with Asda reporting a drop of 90 per cent, while Sainsburys have witnessed 100 per cent reduction of single use carrier bags as they no longer offer them to shoppers. Stephen Watkins, head of customer experience North & East Scotland at Boots UK, added: “We want to help our customers care for the environment while making a difference in their local communities. We’ve seen a really positive effect in our stores in Scotland since the introduction of the charge in 2014, with an estimated reduction of around 80 per cent in carrier bag usage. We’ve also been able to offer significant support to Macmillan Cancer Support and the important work that they do for those affected by cancer in Scotland. “From October 5 2015 we are donating the net proceeds of the sale of these bags to BBC Children In Need. Together with our customers we can help make a difference to our environment and support community projects across Scotland the rest of the UK.” Like this story? Turnaround restores underlying profit at Balfour Beatty

Balfour Beatty’s latest half-year results show an underlying profit of £7m compared to last year’s equivalent figure of a £130m loss. Above: Notable recent wins include work at RAF Marham The overall total pre-tax figure for the group is still a loss, but the figure of £21m is a substantial improvement on the £150m loss for the same period last year. The UK construction business made an underlying loss of £66m – also an improvement on last year’s figure for the same period, which saw a loss of £145m. Stripping out the impact of additional losses on historical projects, the business would have been close to break-even, said the company. It reported that good progress is being made on closing out the 89 problem contracts identified in 2015, with 81% of them at practical or financial completion as at June 2016. Underlying revenue for the group was £4.024bn, down 6% from last year. The order book rose 7% to £12.4bn and the company said that disciplined bidding practices had been maintained. The order book in the UK grew to £2.1bn from £1.9bn at the year end – the first growth in the UK order book since 2013. Notable wins in the period include a £170m contract to upgrade baggage screening and handling systems for Heathrow Airport; a contract for Highways England for the construction of a proposed lorry area near the M20, worth up to £130m; and an £82m contract to build engineering and training facilities at RAF Marham in Norfolk, in readiness for the arrival of the UK’s first F-35 Lightning II aircraft in 2018. As a result of the focus on bidding for contracts with increased bid margins and more favourable contract terms, the regional business is now focused on fewer, larger contracts and is reducing its exposure to contracts under £5m.  The group launched its ‘Build to Last’ transformation programme in early 2015. Action was taken to remove management layers and upgrade leadership and governance through a simplified group structure. Group chief executive Leo Quinn said: “We are now starting to see tangible benefits from the transformation of Balfour Beatty. “Eighteen months into the first phase of Build to Last we have delivered our second successive half of underlying profitability and remain on track to achieve our initial targets of £200m cash in: £100m cost out. By concentrating on our selected markets, we are growing our order book within a control environment which ensures that our business decisions lead to sustainable profit and cash growth. “We have maintained a strong balance sheet and expect Balfour Beatty to make further solid and measurable progress. As a result we are able to reinstate the dividend as planned. “By the end of 2016 we will have successfully completed Phase One. Design contest launched for Ipswich bridges

Suffolk County Council is holding a design competition for two new bridges over the River Orwell in Ipswich. Above: The Orwell Crossings Project is expected to lead to wider regeneration of Ipswich’s waterfront The £77m Orwell Crossings Project will see the proposed construction of two new crossings near the town’s waterfront area, together with the refurbishment of an existing swing bridge across the lock that provides access to the Wet Dock and its marina facilities. The aim is to ease traffic congestion in Ipswich and improve connections between the waterfront and the town centre. The project is also expected to act as a catalyst for further regeneration of the wider waterfront area. The county council is seeking to appoint an architectural team and has engaged the services of the Royal Institute of British Architects’ (RIBA) Competitions to find one. The appointed architectural team will join an existing project team led by WSP Parsons Brinckerhoff, which will be responsible for providing structural and civil engineering input to the project. It is envisaged that the project will also seek to use early contractor involvement to aid development of the design concepts. Suffolk county councillor Guy McGregor said: “We want to open up the design competition to find the most suitable architectural expert team to work with Suffolk County Council in the crucial design of this major project for the county town of Ipswich and Suffolk.
