Integra Buildings named on £10bn Government framework to drive modular construction growth

Modular specialist Integra Buildings has been appointed onto a £10bn Government framework to drive investment in the offsite construction sector. Integra has been named as a supplier on the newly-launched Offsite Construction Solutions framework, which spans a variety of sectors including health, housing, education and defence. The framework, delivered by the Crown Commercial Service (CCS), will replace the existing £500m Modular Buildings Solutions framework in April. A total of 29 suppliers have been named on the new framework, which runs for four years, with the possibility of a three-year extension. It means Integra will be able to tender for major contracts with public sector clients across the UK. Gary Parker, Managing Director at Integra Buildings, said: “To be named on the new Offsite Construction Solutions framework is a huge vote of confidence in Integra and our proven capability to deliver major public sector projects to the very highest standards. “Since being appointed onto the old framework four years ago, we’ve delivered some of the biggest projects in our 25-year history. Integra continues to grow and evolve, with clients right across the UK. “The offsite and modular construction sector continues to expand at pace and being named on this framework ensures we’ll remain right at the forefront of that exciting journey.” The new Offsite Construction Solutions framework has an estimated total value of £10bn over at least the next four years. It is split up into six lots, each representing a different sector. Integra has been named in three lots – Built Estate Including Education, Justice and Defence – enabling the company to tender for major projects in these fields nationwide. Since joining the Modular Buildings Solutions framework in 2019, Integra has delivered a series of key projects for clients including Network Rail, the Environment Agency and the Department for Work and Pensions. Contracts completed under the previous framework include the construction of temporary housing for Reading Borough Council, a new job centre in Birmingham and modular units which were shipped to Cyprus for use by the Ministry of Defence. Integra designs and constructs buildings off-site in controlled conditions at its purpose-built factories in Paull, East Yorkshire, before delivering and installing them in situ, a process that reduces project timescales and minimises disruption to customers, with no compromise on quality. Integra is joined on the new framework by major suppliers including Portakabin, Wernick and Reds10. The Offsite Construction Solutions framework is delivered by the CCS, which supports the public sector to achieve maximum commercial value when procuring technology solutions. In 2021/22, the CCS helped the public sector achieve commercial benefits equal to £2.8 billion – supporting world-class public services that offer best value for taxpayers. ENERGY CRISIS EXPERT COMMENT – Mike Foster CEO of Energy Utilities Alliance

Mike Foster, CEO of the Energy and Utilities Alliance, says: “The current energy crisis around gas supply and demand was entirely avoidable but that doesn’t help solve the problem now. In the short term, the tools available to help are limited and expensive but may be necessary to keep fuel poverty levels in check; to keep the lights on whilst still keeping an eye on our emissions. “In the longer term much more can be done and should be. This crisis should act as a wake-up call to get on with improving the energy efficiency of buildings; of ramping up of zero carbon power generation, that’s nuclear, wind as well as gas with CCS; but most of all seizing the opportunity to massively invest in hydrogen production, so we are no longer dependent of geology for our energy. “Above all, this crisis should put pay to the notion that we should electrify all domestic heating in the UK. We simply cannot load high seasonal heating demand onto a system that cannot cope. It would be reckless and irresponsible to do so.”

Being the highest level of attainment in consideration and best practice, they are the pinnacle of excellence across the construction industry. The Scheme presented only 764 National Site Awards from a total of over 6700 eligible sites. In addition to the six Most Considerate Site Award winners, there were 336 Bronze, 252 Silver and 152 Gold, as well as 18 Most Considerate Site Runners-Up. For the second year running, Ultra Sites, the Scheme’s highest attainment of registration, were also recognised for their outstanding commitment in collaborating with their supply chains, during the awards ceremonies. The highest performing Ultra Sites and their supply chain partners will receive recognition and a separate awards ceremony held in July. Considerate Constructors Scheme lays out new blueprint for delivering value to communities and customers

The Considerate Constructors Scheme – the not for profit organisation that works with contractors, clients, the construction supply chain and communities to enhance the image of the construction industry – is introducing a series of steps that will develop the Scheme for the next decade. The Scheme, which brings value and benefits to thousands of communities and partner contractors, clients and suppliers across the UK and Ireland, will work with the industry to create a new focus on Social Value.  It will also focus on driving deeper community and public engagement, a more focused strategy on consumer facing marketing and PR, a comprehensive programme of listening and partnership and an assessment of new technology initiatives that can develop the core benefits of the Scheme. To develop the Scheme further it will be searching for a new Chief Executive, while it has confirmed the securing of a new service agreement with the Scheme’s operational delivery partner from 1 January 2020. ”This announcement sets the Considerate Constructors Scheme on a path for the next 10 years,” said the Scheme’s Executive Chairman, Isabel Martinson MBE.  “Our new strategy and structure will mean that the Scheme will be well equipped for the next phase of its journey. “The appointment of a new Chief Executive is part of this development.  They will report directly to the Executive Chairman and the Board.  They will support our networks, work with senior decision makers and creatively invigorate community engagement, business development and marketing, ensuring value for communities, contractors, clients, the supply chain, local authorities and the public.  They will bring insights and perspectives that refresh our strategies and our approach to all stakeholders.” Edward Hardy, who has been the Chief Executive of the Considerate Constructors Scheme for the past 10 years, will step down at the end of 2019 when the new Chief Executive takes up the role. The Considerate Constructors Scheme has a third party delivery partner that manages the day to day operations and implementation of the Scheme.  The signing of a new delivery and service agreement underscores the successful partnership that has been created by the Considerate Constructors Scheme alongside the Scheme’s owners, the Construction Industry Council (CIC) and the Construction Products Association (CPA). “The Scheme’s wide adoption, support and partnership across the UK and Irish construction industries are testament to the hard work, vision and innovation the Scheme has brought to the construction industry.  The Considerate Constructors Scheme has measurably improved the image of construction,” said Mrs Martinson. CCS Project Has Been Awarded a Significant Amount of Funding

In North East Scotland, an industrial carbon capture and storage, or CCS project has been awarded a significant amount of funding in order to carry out feasibility studies over the course of the next 18 months. The project will be carried out by Acorn and will involve capturing the emissions from the St Fergus gas terminal that is situated near Peterhead and then transport and store them beneath the North Sea within the redundant oil and gas infrastructure that is there. The CCS process works by capturing waste carbon dioxide from areas that it is released in high quantities and taking it to a storage site where it is unable to enter the atmosphere, for example underground in a geological formation. This process will stop large quantities of carbon dioxide getting in to the atmosphere from sites like fossil fuels power plants. The amount of the grant that has been awarded as part of the Advancing CCS Technologies round of the EU’s ERA-NET programme has not been confirmed yet, but it is thought that the funding amounts to millions of pounds. The studies for this project will be carried out by a consortium which has been formed by the project developer CO2DeepStore; the consultancy firm Pale Blue Dot Energy; Scottish Carbon Capture and Storage, the research group; Bellona the Norwegian climate change foundation; Liverpool University and Radboud University which is located in the Netherlands. The lead partners for this research is Pale Blue Dot Energy. This consultancy company is an established affiliate of the project developers CO2DeepStore. The funding announcement is thought to allow the consortium to progress with their Acorn project for the next 18 months and will hopefully also create a more widespread awareness of the different benefits gained from CCS. The project will make sure that CO2 that is captures and stored in the North Sea will be kept separate from the gas that is feeding in to the St Fergus terminal. The project, Acorn, has been in development for a while however their progress has been hindered due to the UK’s concentration on other clean power schemes.

Featuring McAleer and Rushe: Interview with Conor Feeney, Senior Site Manager

The image of the construction industry has long been challenged by unsightly, ungainly or noisy site works – often, presenting inconveniences to those living and working nearby. With a radically different approach that places due consideration at its centre, McAleer and Rushe continues to maximise property assets with minimal disruption. With almost 50 years’ experience in all aspects of property, McAleer and Rushe has established itself as a leader in design-and-build construction, quickly picking up awards in anything from design excellence, to NHBC’s much-revered Pride in the Job accolade. Working across the student, residential, office and hotel sectors, the company has offices in London, Belfast, Dublin and Cookstown, and has been part of some of the largest, and most well-known development projects of the new millennia. What’s most notable about McAleer and Rushe however, is neither its size nor its scope but the reputation it has built as a considerate constructor. Since becoming a member of the Considerate Constructors Scheme (CCS), the company has incorporated the body’s ethics of responsible, attentive site works wholeheartedly. Indeed, at the end of last year, McAleer and Rushe earned a Considerate Contractor Scheme Gold Award for the London-based development for a leading German hotel chain. The construction of a 291-bedroom, to be owned by Motel One, was not without challenge – not least in view of its busy, central location. “From a site point of view, the biggest issue was our proximity to live roads and live traffic,” explains Conor Feeney, Site Manager at McAleer and Rushe. “That presents difficulties to both carrying out structural works in general, and maintaining considerate practice. Whilst such problems are fairly standard in the sector, the lengths we go to, as a company, in order to combat those potential issues is where standard practice becomes exceptional.” By opening up dialogue with neighbouring properties, businesses and facilities during the early stages of development, the company streamlined the build considerably – posing little to no impact on either private or public services. And it was no mean feat when one takes into account the major gas works replacement taking place at the same time. In fact, what began as a one-way street at the commencement of the contract was, part-way through the hotel construction, restored to a two-way through-road following work on the gas mains. The facilities maintenance, carried out by the City of London was nevertheless uninterrupted by McAleer and Rushe’s project thanks to intelligent planning and a proactive approach. Putting in place a dedicated environmental officer as well as a health and safety officer at each active site, McAleer and Rushe has a clear vision from the outset and one by which subcontractors and suppliers have to abide. “All our partners have to buy into our ethos as a Considerate Constructor,” insists Feeney. “At the bottom line, it’s about good communication. Motel One was situated on a busy street local to Liverpool Street where London’s commercial district is. Most of our deliveries were arriving at peak commuting time, and adequate signage and diversions were really important. We see sub-contracting as an ongoing process that has to be negotiated and re-negotiated as a project develops. It might take time and effort but, once the considerate practice system is in place and working properly, they appreciate why it’s needed.” Of course, before inspiring best practice from sub-contractors and suppliers, operatives have to be on side. Acknowledging that a positive culture is best fostered from the bottom up, McAleer and Rushe has invested heavily in education and training for its staff so as to inspire pride and confidence in the job. And, in what Feeney describes as the biggest change to the company’s outlook, McAleer and Rushe now holds regular toolbox talks across sites up and down the country, many led by its newly-appointed environmental manager. Amongst covering environmental aspects with a Considerate Constructor crossover (such as waste management and transport), the company has also strived to give voice to the concerns of civil, electrical and construction specialists, inviting a host of different speakers to deliver its talks. McAleer and Rushe is therefore at the forefront of developing best practice models that are not only more in-tune with each other, but are most closely aligned with the needs of the modern construction industry. What boils down to an ethic of communication and responsibility has also given a competitive edge to the well-accomplished company. As Feeney explains, “Membership with the Considerate Constructors Scheme is increasingly something that clients look for during procurement. Alongside price and specification, it’s one of the leading ways to establish yourself above others. The Gold Award is the pinnacle of all that the organisation stands for and, for that, our team’s hard work and dedication has to be applauded.” With sights set on further accolades this year, and highly complimentary feedback thus far, McAleer and Rushe is set to remain the people’s contractor.
