First residents receive keys to council homes at £6 Billion regeneration project Meridian Water

The first residents have received their keys for new council homes at the transformational Meridian Water project in Edmonton, delivered by Enfield Council and developers Countryside Partnerships. Enfield Council tenants in Edmonton were the first people to be offered housing in the high-quality homes at the development. Enfield Council and Countryside Partnerships have delivered a range of family-sized homes, including accessible homes for disabled tenants as well as some one-bedroom residences. The homes, Brambling House and Greatcrest House are named after native birds that can be found in the area. The 20 completed homes are part of the 50 per cent affordable housing offer being built in the first phase of Meridian One. Three hundred homes will be delivered in this phase by the end of 2024. Residents met with The Leader of Enfield Council, Cllr Nesil Caliskan, Deputy Mayor of London for Housing and Residential Development, Tom Copley and Countryside London Divisional Chair, Mike Woolliscroft.The Leader of Enfield Council, Cllr Nesil Caliskan, who met the first Council tenants at Meridian Water on 4 September, said: “This is a momentous occasion for the Meridian Water project and our plan to build decent, affordable homes in Enfield. Alongside new homes, Meridian Water will invest in Edmonton residents with new leisure facilities, training and job opportunities. “Seeing the first residents receive their keys for their new homes is a testament to the ambitions and hard work of the people of Edmonton, and this is only the start.” The Deputy Mayor for Housing and Residential Development, Tom Copley, said: “I’m delighted to welcome the first tenants to these new, high-quality council homes at Meridian Water. This impressive development, which is set to deliver three hundred homes by the end of next year, will ensure that more Londoners can benefit from the record-levels of council homes we’re building in the capital. Enfield Council: Meridian Water development unlocks funds for local Edmonton community groups

Community groups can apply for funding from the new Meridian Water Community Chest, funded by contributions from Meridian Water developers, contractors and consultants to deliver projects benefitting local residents. A new rolling grant scheme, the Meridian Water Community Chest will be used to help Edmonton communities around the £6bn Meridian Water development get involved in the future development of their neighbourhood and introduce projects that will improve the day-to-day life of the area’s residents. The funding will help to improve the neighbourhoods in the three Edmonton wards (Upper, Lower & Edmonton Green) which are amongst the most deprived in the UK and is available to not-for profit organisations. The vast majority of the fund will be allocated to ‘large’ grants from £10,000 to £60,000 and the remainder will be allocated through smaller grants of up to £2,500 for more informal local based groups.  Cash for the scheme will be raised from developers, contractors and consultants and be used to benefit local people. Meridian Water is Enfield Council’s flagship development that will provide 10,000 homes, 6,000 jobs and a wide range of community, leisure and commercial uses over the years to come. Enfield Council Leader, Cllr Nesil Caliskan, said: “The private sector has a social and moral responsibility to the communities in which they are working within to make a difference in terms of social value to ensure the continuing wellbeing of those areas.  “So far our developers, contractors and consultants have stepped up to offer finances, skills training and apprenticeships, as we work with more partners we will continue to deliver social value.  “Here in Enfield we are taking that principle one step further by ensuring that local people will help to choose where the money is spent to provide the greatest benefit. “Our Community Chest will enable us to transform the lives of Edmonton’s residents and deliver real benefits to those most in need. Ever since Enfield Council took over control of the delivery of Meridian Water we have said local people would be the primary beneficiaries of this project, this initiative is merely the latest manifestation of that commitment and I am delighted that once again we can demonstrate the value this transformational development will have on the lives of thousands of people in our borough.” The projects funded from the Community Chest will help achieve the aims of the Council’s A Lifetime of Opportunities and deliver the 27 recommendations contained in the Enfield Poverty and Inequality Commission Report. Development agreement signed to bring forward affordable homes on Meridian Water

Enfield Council and Vistry Partnerships have completed a development agreement which will see at least 250 affordable homes built on the next phase of the borough’s transformational Meridian Water programme. The development agreement which was signed on Wednesday 20th October will mean all the homes on the site of the development – known as Meridian Two,  will be affordable with half offered at London Affordable Rent and the other half offering shared ownership and homes at London Living Rent levels. The scheme will also provide 3,000 square metres of commercial space which the Council hopes will become a hub for creative industries. An operator will be appointed to manage the space in the near future. The Leader of Enfield Council, Cllr Nesil Caliskan, said: “This is great news for Enfield and its residents, we are forging ahead with Meridian Water and making rapid progress to provide a range of housing for local residents. “Meridian Two is important because every home will be genuinely affordable homes for Edmonton residents and those across the borough. “The site is adjacent to the area that is intended to become a new park at Meridian Water. This will be a fantastic feature alongside the new homes. I am looking forward to seeing the construction progress quickly and to residents moving in.” Meridian Two is on Leeside Road, next to Pymmes Brook and adjacent to the next phases of Meridian Water, which includes up to 2,300 homes and extensive parkland. With this being the second Development Agreement entered into on Meridian Water, the project now has 1,200 homes under contract to be delivered. Vistry Partnerships were selected as the preferred bidder last year following a competitive process through the Greater London Authority’s London Development Panel 2. The GLA is also providing grant funding to enable the scheme to be taken forward. On completion of the homes by Vistry Partnerships, the properties will be acquired by Metropolitan Thames Valley Housing, a Registered Provider who will own and manage them. Subject to a detailed Reserved Matters Application being approved, work on building the first homes is expected to start in the middle of 2022 with the first dwellings and workspace expected to be completed in 2024.

The company is using geodesign technology to make the development sustainable and ensure there is good access to parks, transport links, schools, healthcare, food and jobs ensuring Meridian Water is a truly transformational scheme for the people of Enfield. London’s newest station opens as part of major railway upgrade to tackle congestion and boost regeneration

London’s newest station Meridian Water in Enfield, was opened today by Rt Honourable Chris Grayling MP Secretary of State for Transport and Heidi Alexander, Deputy Mayor of London for Transport. Representatives from Network Rail, Enfield and Haringey councils and Greater Anglia, who will manage the new station, also joined the official opening. Meridian Water is at the heart of a £6bn development of the area being led by Enfield Council which will see 10,000 new homes and the creation of thousands of jobs. It replaces the existing Angel Road station providing improved accessibility for passengers with stairs and lifts providing step-free access across the railway and to the enclosed concourse that features a bespoke golden panel design. The station is part of the Lee Valley Rail Programme and has been delivered by Network Rail and its principal contractor, VolkerFitzpatrick. A package of upgrades to this part of the West Anglia line that runs from Stratford to Meridian Water, include: • 5.5km of new track to enable two more trains per hour to run between Stratford and Meridian Water from this September. • Improvements at Tottenham Hale station including a new platform and a new accessible footbridge with lifts and an escalator, reducing congestion around the station. • Upgrades at Northumberland Park station, including building an additional platform and new step-free footbridge across the railway for passengers and the community. •Refurbishing or replacing several rail bridges, upgrading signals, installing power cables and additional overhead power lines. Chris Grayling, Secretary of State for Transport, said: “As part of our commitment to modernise the rail network, I am delighted to announce the opening of the new, state of the art Meridian Water station.  “By working closely with Enfield Council and Network Rail, we have provided significant investment to improve this vital rail link, which will allow more people access to the railway and facilitate the council’s plans to increase housing in the area.” Heidi Alexander, Deputy Mayor of London for Transport, said: “The Lee Valley Rail Programme is an excellent example of how investing in transport directly supports regeneration and growth. “I’m delighted that the GLA and TfL have worked alongside Network Rail and other organisations to fund this important improvement to the West Anglia line, including the new Meridian Water station. These improvements to the transport network will make this part of London an even more appealing place to live, work and visit.” Meliha Duymaz, Network Rail’s route managing director for Anglia, said: “The delivery of the Lee Valley Rail Programme is the culmination of years of hard work. Reducing congestion at busy stations and building a brand new one for the people of Enfield will transform journeys as our network gets busier. “This collaborative programme shows how the rail industry can work together with external partners to fund and deliver rail upgrades that will not only benefit passengers by improving their travelling experience but also benefit the communities where they live through regeneration.” Cllr Nesil Caliskan, The Leader of Enfield Council, said: “Over the last year Meridian Water project has gathered real pace and many of the elements of this £6bn project have coming together. “With the station now open and service improvements to follow we are forging ahead with this scheme, to deliver thousands of new homes and jobs for local people. “We have also selected a developer to deliver the first phase of homes and workspaces with the first completions due in 2022 and we have already started work on the second phase of the development which will be 100 per cent affordable housing. “There will also be fantastic opportunities for local people and businesses to locate their enterprises on excellent sites within Meridian Water which are not due to be developed as part of the wider scheme for a number of years. “The opening of the station – which has been project managed and funded by Enfield Council underpins the whole development and we are very pleased that it will act as a springboard to allow the whole of the project to thrive as well as massively benefiting the existing population of Angel Edmonton.” Martin Moran, Greater Anglia’s Commercial and Customer Service Director, said: “We are very pleased to welcome passengers to Meridian Water station. North London is a region full of potential. It’s an area deserving of investment and improved transport connectivity for the people who live and work there. “The station provides the area with better rail options, initially with weekday peak time direct trains running south to Stratford, enabling connections to London Liverpool Street, and north to Bishops Stortford, for connections to Stansted Airport and Cambridge.  “From September 2019 there will be a much better service, including at weekends, as the third track provides the additional capacity that enables us to operate two trains per hour throughout the day between Meridian Water and Stratford.  “We are committed to improving rail travel for all customers.  By continuing to work in partnership with local authorities, the London Local Enterprise Partnership and Network Rail and other key stakeholders, we believe Meridian Water will have a positive impact. Further benefits will also follow with the introduction of our entire fleet of new trains, which are due to be rolled out across our network, including on Meridian Water services, by the end of 2020.” Northumberland Park has a new platform served by the third track. An accessible footbridge with ramps has also been constructed and opened to facilitate a safe place for passengers to wait for their trains particularly during event days at the nearby stadium on White Hart Lane. The ramps provide an accessible route across the railway for wheelchair users, bicycles and buggies while a lift will be available to serve the new island platform. Tottenham Hale station is a busy interchange between the main line services and the Victoria Line. Construction Students Build up Skills Working on Major Enfield Housing Scheme

Construction students have been gaining a solid foundation in the skills needed to work in the industry on a major housing project in Enfield. Groups of learners from The College of Haringey, Enfield and North East London (CONEL) have been undertaking work experience at the Dujardin Mews site since June 2016. CONEL offers a wide range of construction apprenticeships and courses from Level 1 to Level 3 in areas including bricklaying, carpentry and joinery, dry lining, electrical installation and plumbing. Dujardin Mews is the first phase of the Ponders End Regeneration programme and is the first social housing to be built in the London borough for 40 years. The development includes a mixture of town houses, flats and maisonettes and is due to be completed in February 2017. The latest work placement saw seven students from the College work on all aspects of construction at the site, including plumbing, electrical installation and painting and decorating. The work placements were arranged in partnership with construction firm Durkan, Joe Brennan Training (JBT), property developer Countryside and Enfield Council. “Growing up I was surrounded by family who worked in construction, and I thought I might have a natural talent for it,” said Level 1 Carpentry student Ben Newton,19. “I’ve learnt a lot at the College and on work placement from learning how to work better as a team to situational awareness and other skills you need on site.” Level 2 Plumbing student Anthony Tsangaris, 20, said: “I’ve always wanted to be a plumber. I am very practical and like using my hands, and I now have a much better knowledge of the job and the tools you need to use. The teaching at the College has been very good and the tutors are very supportive. I’ve enjoyed my time at CONEL” A number of students who have worked on the Dujardin Mews site are expected to be chosen for trainee positions or apprenticeships with JBT and Countryside on a much larger project to build nearly 1,000 new homes on the Alma Estate. “Dujardin Mews has not only provided a platform for training in construction, it has also presented a clear progression for CONEL students to move on to accredited apprenticeships on the Alma Estate over the next three years,” said Kevin O’Connor, Head of Social Responsibility and Inclusion at Durkan. “The quality of students from the College has been excellent, and we were delighted to offer the opportunity for them to gain experience on a working construction site.” The Construction Skills Network’s Industrial Insights 2016-2020 report expects the industry to grow by 2.5% each year – 3.5% in Greater London. Cllr Alan Sitkin, Cabinet Member for Economic Regeneration and Business at Enfield Council, said: “The large number of massive development schemes planned in Enfield means it is a hugely exciting time for the construction industry in this borough.
