TATE CONSULTING ENGINEERS BELFAST EXPANSION

One of the UK’s leading building services engineering practices, Tate Consulting, has expanded into Belfast, initially creating five jobs in the city. The firm now plans to continue growing the team following a string of high-profile contract wins. Yorkshire headquartered Tate Consulting’s recently opened new Belfast office is located close to Belfast City Airport in the Belmont Office Park on Belmont Road. Belfast born Jim Lee, who has been a director at Tate Consulting for the past nine years, will continue to split his time between Belfast and Harrogate. Aaron Stevenson and Kevin Gallagher have also joined the team as associate director and mechanical associate respectively, with Aaron overseeing the running of the new Belfast office. Aaron has worked for several well-known engineering firms in Northern Ireland for the past 25 years and Kevin brings more than 10 years’ worth of experience to the role working in both Belfast and London. Tate Consulting provides a full range of commercial engineering solutions from MEP concept design to project handover and post-occupancy evaluation, as well as fire engineering services, sustainability and building performance assessments and master planning. Initial contract wins for the company include Belfast Waterside, a development of 500 homes by MODA Living in collaboration with Osborne + Co and focused on the build to rent market, as well as a 450,000 sq ft logistics facility in Dublin for an international retailer. Tate Consulting’s managing director, Shane Tate, said: “Over the past 20 years we have established a nationwide portfolio of clients in both the public and private sectors and a reputation for always adding significant value to projects. Belfast is currently benefitting from substantial amounts of investment and is now home to some of the UK’s most exciting construction projects, so expanding into the city was a natural move andmakes it a very exciting time for us.” Tate Consulting director, Jim Lee said: “This expansion will give us a valuable foothold and added resource in Belfast as well as facilitating further expansion into the Dublin market. We’re already working on several high-profile projects and part of this success is due to us being able to attract a highly skilled team, who want to work on career defining projects. Tate Consulting recognised for excellence in this year’s Parliamentary Review

Tate Consulting building services engineering company was selected to be part of this year’s Parliamentary Review which demonstrates how organisations have become outstanding leaders in their field and aims to raise industry standards. The Parliamentary Review is an indispensable guide to best practice showcasing examples from across a variety of sectors with the aim of raising industry standards by producing a template for future reform. The September release of the publication is also widely acknowledged for its importance in the political calendar. Writing in The Review, The Chancellor of the Duchy of Lancaster, Michael Gove said “this year’s Parliamentary review comes at a momentous time for parliament as we collectively determine the destiny of the United Kingdom.” Lord Pickles praised the Review published this month as one of the most comprehensive yet. Developments in Technology Whilst new digital technology like BIM is changing the way we operate, the speed of innovation and implementation can be slow within teams that aren’t used to the idiosyncrasies of drawing in 3D compared with traditional 2D methods. And as the industry makes greater use of offsite construction methods such as pod bathrooms, offsite manufactured services cupboards and whole building offsite methods, there can be difficulties in front loading design processes to accommodate these techniques at an early stage. The use of smart technology is constantly evolving and therefore our knowledge and implementation needs to keep up. Smart Buildings can present real opportunities for the client to optimise the planning, usage and help them to manage the building more intelligently in order to make it more efficient, better maintained, improve living, working and leisure environments and to create a unique building experience tailored to individual needs. But technology developments within our sector are still largely a new and unfamiliar inclusion to the majority of contractors, so there is a requirement for educating contractors and clients of the benefits, disadvantages and realistic limitations of smart technology systems. Also, managing expectations is still difficult as some clients are generally unaware of exactly what they want to achieve and require detailed guidance on the best use of available technology. The key to successfully implementing smart technology is to discuss and understand the client’s needs and help to educate them on how this can be achieved. It’s important to remember that innovation and technology won’t succeed if they don’t fulfil the clients’ needs, smart technology is only a means to an end and while initial interest in a new product may initially peek the client’s interest, it will soon become a fad if they are stuck with a white elephant which offers little in the way of return. Offsite Construction There are often difficulties in adopting offsite construction methods although they are shown to be quicker for the contractor with less waste and associated carbon emissions compared with traditional building techniques. However, for the greatest value and cost efficiency to be achieved, buildings need to be designed from an early stage for offsite construction rather than late in the process after main contractor appointment.   Payment Terms Another on-going problem within our industry is payment in terms of subcontractors. Most people will have seen the recent news headlines and social media posts that went viral after a mini-digger operator was filmed destroying the entrance to a new hotel in Liverpool – on the day it was due to be completed – allegedly because he had not been paid. This is not a scenario anyone within the industry wants to see but also not really a surprising one as it’s often the smaller firms and individuals who suffer. A good example of this was the demise of Carillion last year. Lessons need to be learnt from these mistakes by enforcing fair payment policy and legislation.    Regulatory Changes The new revisions to The BS 7671 wiring regulations and the new BREEAM standards are now in effect, and whilst the changes are generally not too dramatic at these early stages there is still a lot of grey areas around their interpretation which will need clarifying and amending over the coming years. With the restructure of the BREEAM New Construction in particular we are now having to target a number of key criteria earlier in the project, which puts more onus on the client to involve a BREEAM advisor/consultant at the early stages of development. This is to prevent credits being missed and the need to then chase more difficult/costly credits later in the project. Also, as these amendments are new it is yet to be seen how the audit process will interpret the changes in evidence requirements. Therefore, assessors will have to be stricter whilst they get used to what will and won’t be accepted.   Staff retention and shortage One of the major challenges within engineering is staff shortage and disappointingly it’s still much more a male-orientated role with just 12% of engineers being women, something the industry needs to actively help change. More needs to be done to educate young people on the marketability and benefits of a career in engineering, but for real change to happen this problem needs to be tackled within early education to push science, technology, engineering and mathematics (STEM) industries. Retaining staff within construction and engineering is a constant headache and as a younger new breed enters our industry we need to acknowledge that we need to adapt a new approach in welcoming them and offering the same benefits and perks they’d receive within other industry sectors. This is an area we at Tate Consulting want to improve on in 2019 and are actively looking to recruit new people to join our team in Leeds and expand our London office by offering substantial career incentives as well as a very competitive salary package. Innovative Build To Rent Energy Scheme

Tate Consulting partnered with amber energy and MODA to provide an innovative energy and utility management solution for the fast-growing Build to Rent market. The COMM:UNITY scheme designed by amber energy will provide residents at MODA’s Angel Gardens 466 apartments in Manchester with the unique ability to pay one fee for all utility bills. This unique approach to the BTR market provides several benefits, mainly a cost saving for residents, with just a single bill for electricity gas and water with no need to switch tariffs each year, or having to provide regular manual meter readings. Solar panels specified by Tate Consulting were also fitted to the roof of the apartment building alongside a combined heat and power unit, both of which provide electricity that can be used within the building, further reducing energy costs. Daniel Clegg, Managing Director of COMM:UNITY, said: “What we’re doing is unique. There are lots of advantages to this scheme which means one bill for all utilities so people aren’t dealing with lots of different energy providers. “People get their utilities at a better price because we look after the building as a whole and can pass on cost efficiencies and provide a bespoke ‘concierge’ level of customer service. 60% of households in the UK are on standard variable tariffs which cost about £200-£300 more a year. We also save money because we don’t have to pay for marketing or switching fees to people like Compare the Market.” To deliver the quality and cost advantages outlined above, Tate Consulting developed a bespoke Private Wire Electrical Distribution Network (BNO) to maximise the efficient delivery of the utility services at the lowest cost to customers. Jim Lee, Director at Tate Consulting based in Leeds and London said: “These private networks are designed to allow the infrastructures to adapt to changing trends and be sustainable for the BNO and management team throughout the life of the building. Tate Consulting worked with MODA from early concept into design development, partnering with amber energy to enable their COMM:UNITY scheme to be rolled out across MODA’s portfolio, including 515 New York Square apartments, which is part of MODA’s SoYo development in Leeds, and Lexington Liverpool a 34-storey tower with 304 apartments. This included (a) conventional metering with a district network operator (DNO), where the metering is centrally located, and the utility company supplies and installs the electrical infrastructure to the apartments; (b) an independent network operator (IDNO) who installs, owns and maintains the electrical infrastructure and (c) a building network operator (BNO) who installs and maintains the electrical infrastructure on behalf of the building owner. With the first two, the apartment users have their own individual meters whilst for the latter, the building owner meters and bills the individual tenants. The metering strategy uses “bulk” metered utility supplies for Electricity, Water and Gas, with MID compliant sub-meters being provided to the apartments for billing.
