Costain to support leading water company on its environmental goals

Leading infrastructure solutions company, Costain, has been awarded three assurance frameworks worth up to £7.15m by Yorkshire Water (YW). The contract is for an initial two-years, with the option to extend for a further two years. Costain, in joint venture with Arup, has successfully supported YW’s health and safety (H&S) assurance needs through a consultancy framework since 2019. From July 2023, the new award will see environmental and technical assurance frameworks added to the H&S remit. The frameworks, which run from 2023 to 2025, will see the JV provide project and programme management services, end to end quality and risk services, process safety management and environmental, sustainability and ecology services. The assurance frameworks will be implemented across YW’s catchment area and will cover Technical, Health & Safety and Environmental works, building on the service already delivered in AMP7. Gerard Shore, water sector director at Costain commented, “We successfully delivered vital health and safety assurance work for Yorkshire Water across 23 capital delivery partners last year, and we’re delighted by the vote of confidence shown by Yorkshire Water in extending our remit. We’ll use our in-depth knowledge and expertise to help Yorkshire Water meet its needs and continue to deliver exceptional service to its customers.” Richard Jelfs, contractor HSE manager at Yorkshire Water, said, “We are delighted to continue to work closely with Costain-Arup as we assure against our existing and develop new health, safety and environmental standards and controls within Capital Delivery.” Catherine Wenger, UKIMEA Water Business Leader, Arup added, “We are pleased to be able to continue our longstanding assurance partnership with Costain and Yorkshire Water into Amp8 sharing national and global best practice.” Yorkshire Water manages the collection, treatment, distribution and disposal of water in Yorkshire. It supplies around 1.24 billion litres of drinking water each day as well as disposing of approximately one billion litres of wastewater safely back into the environment.

Yorkshire Water has joined Project 13, an industry initiative to improve the way high-performing infrastructure is delivered and managed, to achieve its AMP7 capital programme. The Project 13 framework, led by the Infrastructure Client Group (ICG), and partnered with the Institution of Civil Engineers, is based on collaboration and shared success underpinned by a best for role approach and digital transformation, led by a strong capable owner.  Yorkshire Water has joined the Project 13 Adopters group to enable the business to share ideas and learning with other organisations as it delivers key operational assets. Mark Baker, head of programme delivery at Yorkshire Water, said: “Joining the Project 13 Adopters Group alongside other UK and globally leading infrastructure organisations will support our continued journey towards becoming a high-performing enterprise. The framework focuses on a more collaborative approach. “We’ve seen great progress so far in how we’re adopting the principles to organise ourselves and begin to establish the programme into an enterprise approach. This will underpin Yorkshire Water’s ambitions. “It’s an exciting journey and we’re looking forward to seeing the benefits Project 13 will bring to Yorkshire Water, our partners and the efficient outcomes it will deliver for our customers.” Dale Evans, chair of the ICG, said: “Project 13 is a now a global industry change movement about building a sustainable future for the construction industry, creating a more highly skilled workforce and creating infrastructure that represents better value for all. “I’m delighted to see Yorkshire Water embed Project 13 principles into the AMP7 capital programme and help the delivery of infrastructure move from a transactional business model to a more collaborative and sustainable one. “The momentum demonstrated by more and more projects and programmes adopting Project 13 illustrates that the principles clearly resonate across infrastructure and I look forward to Yorkshire Water being an integral part of the P13 Adopter community.”

YORKSHIRE WATER SUBMITS PLANNING FOR EXEMPLAR SUSTAINABLE DEVELOPMENT Esholt Plans Submitted

Yorkshire Water and sister company Keyland Developments Ltd have submitted a planning application to Bradford City Council to transform redundant land around the Esholt waste water treatment works in Bradford into one of the country’s leading sustainable industrial and residential developments. The 32 acre Esholt Waste Water Treatment Works site sits close to both Leeds and Bradford and as a result of advances in technology, the operational footprint of the site has reduced significantly over recent years, leaving large areas of formerly operational land redundant and unused. The project team has undertaken extensive public consultation  on the future of the site to ensure the views of local people have been taken into account alongside the vision to create a masterplan for an exceptional and nationally recognised development, which will repurpose the largely brownfield site to deliver a host of economic, social and environmental benefits through homes, employment and open space. The masterplan focuses on ensuring the development fits with the existing landscape and includes innovative ideas relating to Health & Wellbeing, Environment, Social Value, Long-Term Value, Sustainable Transport, Positive Resource Use and Water & Energy. The three broad categories of innovative employment, sustainable housing and community enhancements have been devised based on the economic and social needs of the locality. The innovative employment element of the masterplan details the creation of 100,000m2 of quality, sustainable work spaces to accommodate a mix of industry, with a particular focus on bio-tech businesses and other industries that can make the most of heat, power and water generated by the treatment works to maximise sustainabilty. This element of the masterplan is key to addressing the shortage of employment space in the surrounding area for growing Bradford businesses or relocating companies, with neighbouring business parks operating at full or close to capacity. The sustainable housing element of the masterplan has been led by the drive to create an exemplar residential development which will be one of the most sustainable in the UK. The masterplan outlines 150 homes, covering a wide spectrum from 1 bedroom maisonettes to 5 bedroom detached houses to allow for a diverse community. The sensitive use of local materials along with an innovative blend of technologies and intelligent energy use, landscaping, living with nature through visible water management and shared recreation spaces will result in a community that can sit seamlessly with the nearby Esholt Village. A key focus is on showing how homes and businesses can reduce their water consumption through innovative design, in a move that Yorkshire Water hopes will influence how developments in future can contribute to meeting the challenge of supplying a growing region with the water it needs, without impacting the environment. The masterplan also showcases a number of community enhancements designed to create a new community connected to nature and with a real and visible relationship with water, with shared recreation spaces as well as sustainable transport routes to encourage walking and cycling through the site. Yorkshire Water Granted Permission for New £72m Facility

Permission has been granted for Yorkshire Water’s proposed £72 million new state of the art sludge treatment and anaerobic digestion facility at its Knostrop works in the heart of Leeds. Leeds City Council’s planning committee approved the firm’s planning proposal for the bio-energy facility. The contract has been awarded to Black & Veatch, with Clugston Construction to deliver the civil engineering element. Knostrop wastewater treatment works has been treating sewage from domestic properties and industry for around 100 years. The existing sludge and bio-solid incinerator, which was constructed in 1993, will be replaced by the new facility to enable the more effective and efficient treatment of sewage combined with the added benefit of renewable power production from the wastewater effluent. Director of Asset Management at Yorkshire Water, Nevil Muncaster, commented: “This is the single biggest investment of our current investment period (2015-2020) and will not only provide increased treatment capacity for our sludges but will also deliver significant operational cost savings enabling us to keep customer bills as low as possible. “Knostrop is designated as a strategic waste site so by increasing the future sludge and bio-solid treatment capacity of the works the project will support also growth in the Leeds sub-regions.” The facility is planned to be complete in 2019 and will have the capability to process 131 tonnes of dry sludge daily, and will generate enough renewable energy, using power and heat engines, to provide 55% of Knostrop’s energy needs. Among the benefits of the new facility are: 15 per cent reduction in carbon emissions across the company Provide 55 per cent of the site’s energy needs Contribute to achieving 94 per cent recycling of the region’s sludge by 2020. The project is Yorkshire Water’s latest step in committing to invest in renewable energy to benefit the environment and keep customer bills low.
