Despite setting aside £7.6m in scheme’s original budget to protect the bypass from changing construction costs, the four years since funding was initially secured from Homes England have seen unprecedented price increases caused by the Covid-19 pandemic and the war in Ukraine. The agreed £11.9m funding, which comes from Community Infrastructure Levy, Section 106 monies and reallocated capital reserves, will help tackle these inflationary pressures and meet globally increased costs of fuel, construction material and labour. Councillor Mike Bell, Leader of North Somerset Council, said: “Banwell bypass is a landmark project for us, one that will cut congestion through Banwell, making it a safer, cleaner place, as well as delivering a range of other local improvements such as miles of new walking, cycling and horse-riding routes. “In agreeing additional funding, we are demonstrating our continued commitment to delivering the project and the benefits it is set to bring to North Somerset. For every pound we spend, the completed scheme is expected to return £2.27 in value, making it a vital component in unlocking regional growth for our communities. “We are also continuing positive conversations with Homes England and are seeking further financial contribution from them, as well as working with contractors to ensure we are getting the best value for money before we begin construction.” The additional £11.9m is subject the remainder of the additional costs being met by Homes England and the outcome of the public inquiry into Compulsory Purchase Orders (CPOs) needed to build the bypass. Property company British Land has unveiled plans to redevelop London’s Euston Tower into a life sciences and innovation hub. The company has entered into discussions with Camden Council about plans to transform the building into a net zero workspace, using a combination of retention, re-use and a new ultra-low carbon structure. The design work for the project is being led by Danish architects 3XN with support from the London-based architecture studio DSDHA. Both companies worked with British Land on Broadgate’s 2FA. The proposed design would retain a number of Euston Tower’s key features such as the foundations, basement and core. The scheme will aim to reduce its carbon emissions throughout construction by retaining, re-using and re-cycling existing material, utilising low-carbon and recycled materials where new material is required and only using certified carbon offsets as a last resort. Commenting on the project, David Lockyer, Head of Development, British Land, said: “This is a unique opportunity to transform a London landmark desperately in need of revival, ensuring it is fit for the future by adopting cutting-edge sustainability practices and attracting leading life sciences and innovation occupiers where it currently lies vacant. “We’re committed to a comprehensive and transparent approach to sustainability, working closely with the London Borough of Camden and other key stakeholders to reimagine this office tower. The building is valued at £2 million with the funds coming from local charity sources. During the work, Stepnell aimed to add social value to the project by investing in the local area. Three locals received jobs through the scheme with more than 100 hours of support going into employment training at Chesterfield College and Parkside Community School. The company also committed to a local supply chain by ordering building materials within a 30-mile radius of the project, which achieved a 50% local spend, including 36% spend with local SMEs. Commenting on the completed budget, Dr Hal Spencer, chief executive of CRH NHS Trust, said: “We want to be recommended as a place to come to work and for the clinical care we provide. The Health and Wellbeing Hub is pretty unique in allowing us to offer this kind of facility to colleagues. I am especially proud of us opening on the day of the celebrations for NHS75. Muse has been chosen by Oldham Council to develop a town centre regeneration. The partnership will involve the creation of 2,000 new homes, including a range of different types and sizes. The homes will be built on the site of the civil centre as well as at the sites of several former leisure centres. The scheme will also include the development of a new town centre park. The project is the latest phase of wider improvements to Oldham including the new Spindles shopping centre and offices; a new home for Tommyfield market, a new theatre, new space for businesses, and and a restored Old Library with cultural, civic and community spaces. The new partnership could last as long as 25 years. Muse were chosen after an in-depth procurement process. They have been responsible for developing similar projects such as the Stockport Exchange, Salford Central and Lewisham Gateway schemes. Commenting on the new partnership, Councillor Arooj Shah, Leader of Oldham Council, said: “This is absolutely fantastic news. Ashe Construction has been appointed by Milton Keynes Council to deliver £24 million in community projects. The contract covers the creation of a new primary school and community health hub off junction 14 of the M1. The scheme is part of the the Council’s MK East development, which will include the creation of 5,000 new homes. The MK East school project, located on the A509, is valued at around £14.5m, and will provide 39 nursery places and 630 primary places. The 3400sq m school will have 21 classrooms and two halls and will be of steel frame construction with brickwork and cladding. Plans for the development include provisions for the creation of a future secondary school further down the road. The sports facilities at the new school will be made available for use by the public. The community health hub is valued at around £9.5m, and will provide a range of primary care, community health and other community-based services. The 1900sq m building will accommodate a community use hall, offices, meeting rooms and children’s centre. Commenting on the plans, Cllr Zoe Nolan, Cabinet Member for Children and Families at MK Council said: “We’re excited to have taken the first major step in this process. The new school will be the first planned primary to be built in the area and we expect it to become an all-through school, providing 630 pupil places and 39 nursery places to an exciting new community. This means no stressful transitions for children as they remain there for both primary and secondary education. Construction works are well underway for a new £2million high-spec student accommodation scheme in Northampton town centre. Delivered by nationwide refurbishment contractor, Fortis Vision, Orient House – a purpose-built 41-bed student building on Kettering Road – will provide accommodation where there is a chronic shortage for Northampton University. Works will include the refurbishment of an existing building to provide six one-bedroom apartments, alongside the construction of an 11,500 sq. ft. new build comprising three floors of six cluster flats with a total of 35 individual en-suite bedrooms. The development will reinvigorate a previously derelict town centre building while addressing a need for purpose-built accommodation as identified by the university, and Orient House marks the beginning of Fortis Vision’s move into the new build main contractor marketplace following extensive experience in delivering multiple refurbishments for large purpose-built accommodation. The scheme commenced for client, Abington Park Investments, in December 2022 and works are due to be completed in September 2023, in time for the new university year start. The installation of the steel frame structure and roof structure finished at the end of May and brickwork, roof coverings and windows will now allow the interior fit out with drylining and mechanical and electrical works to move forward this summer. To incorporate an additional seven bedrooms, alterations were made to the initial foundation design to include over 60 piles with a steel reinforced ground beam. To overcome the challenges of the small island site, careful planning and unconventional reordering of works was necessary to operate in the location, which was limited on space for site access, material deliveries, storage and plant and crane usage. Seven disabled parking spaces within the development site will also each have an EV charging point. National youth charity, OnSide has received planning approval for a new Youth Zone in Preston. The state-of-the-art youth centre will provide young people with opportunities to engage in activities and access support from skilled youth workers, helping them to develop their skills and reach their full potential. Expected to open in 2025, the Youth Zone will be located in the town centre on the corner of Crooked Lane and Tithebarn Street. Preston Youth Zone will be open to young people aged 8-19, and up to 25 for those with additional needs, 7 days a week. For just £5 annual membership, plus 50p per visit, young people will have access to world class facilities including a four-court sports hall, rooftop 3G outdoor kick pitch, gym and boxing and martial arts room for sports, as well as a music room with a built-in recording studio, arts and crafts area, climbing wall, dance studio, sensory room, and mentoring kitchen. The Youth Zone will deliver skills and employability workshops in a dedicated enterprise and employability suite, as well as a wide range of programmes, services and activities. Hot, nutritious meals will be available for just £1 from the Youth Zone’s café. In addition to the incredible facilities, trained youth workers and dedicated volunteers will be available 7 days a week to offer guidance and support to help Preston’s young people to thrive. It will create a number of full and part-time jobs and many volunteering opportunities.
