A £15 million Capital Grant Fund has been allocated to develop an additional 21 community hubs and learning centres throughout Wales, confirmed Education Minister Kirsty Williams. Part of the 21st Century Schools and Education Programme, the fund is a small part of the total of £3.7 billion that aims to replace and refurbish education buildings throughout Wales. “Our 21st Century Schools and Education programme is already making a huge difference to pupils, teachers and local communities throughout Wales; giving them access to state of the art educational facilities. Schools play a vital role within a community, and I’m fully aware of the importance of ensuring that our schools are not only fit for purpose, but are able to cater to the needs of local communities,” said Kirsty Williams. “That’s why we’ve committed to introducing more community learning centres, and plan to make community focused projects a key aspect of the second wave of the programme,” she added. The £15 million fund will be primarily used for projects that cater for the local community. This could be through adapting existing buildings for wider use, such as increasing the size of a school hall, by providing specialist facilities that widen use or enhanced sporting facilities, which can be used by local people. In addition, funding will also be used to create spaces that meet a specific need within the local community, such as learning new languages or vocational skills.

Built by Willmott Dixon, the Centre for Advanced Low-Carbon Propulsion Systems (C-ALPS) houses some of the most advanced test facilities currently in the UK and is available to car makers, airplane manufacturers, small and medium-sized companies to accelerate the creation of new powertrain solutions for use across automotive, aerospace, marine and rail sectors. “It is a pleasure to be working with Coventry University and FEV to create this cutting-edge facility. Research into low carbon technologies is incredibly important and, as a carbon neutral business, it is something close to the heart of all of us at Willmott Dixon. It was a challenging build, but thanks to strong relationships and communication between all partners, C-ALPS has been a great success,” said Peter Owen, managing director of Willmott Dixon in the Midlands. “Similarly, the constrained location came with its challenges due to being surrounded by businesses, a church, a university and residential areas – it’s very different to most of other FEV sites around the world which are normally located miles away from other buildings. Because of this, our design partner Broadway Malyan designed its cladding to blend in with the environment and complement the site’s location,” Peter added. The hub will allow experts from across the world to conduct research into vehicle hybridisation, electrification, plus enhancement of conventional and alternative fuel-based powertrains to meet the requirements of future transportation and future cities. It is part of a long-term collaboration between Coventry University and FEV, the international leader in design and development of advanced gasoline, diesel and hybrid powertrains and vehicle systems. The development has created five testing cells, offices, a workshop, car parking and soft landscaping. It has created strong links into the engineering industry for Coventry University and in turn, will create fantastic opportunities for students and Coventry itself.

The new facilities will provide an improved passenger experience for users of the Interchange,” said John Gittins, Divisional Director at Interserve Construction. “As part of this project we are proud to have supported the training and development of 60 students from Rotherham Construction College. We look forward to continuing our relationship with SYPTE and Rotherham Council as it continues to invest in the town’s regeneration programme,” John added. The project was delivered over a 10-month period, during which 10,000 litres of paint were used, and 11,000 floor tiles, 10km of electric cables, 3,800m2 of insulation, 350 sheets of glass and solar panels were installed; all in order to provide the building’s sustainable energy needs. Interserve delivered the project on behalf of the South Yorkshire Passenger Transport Executive (SYPTE) “The improved Rotherham Interchange will provide a better, brighter place for public transport users as well as those visiting, living and working in the town. Seventeen million people travelling through the Interchange each year, using 1,299 buses a day, will now benefit from new seating, lighting, information displays, electrics and flooring, CCTV and free public wi-fi,” commented SYPTE Executive Director, Stephen Edwards.

Delivered by contractor Galliford Try, the project will involve building a new state-of-the-art Carnegie Teaching and Research Building, which will house the Carnegie School of Sport, located at the Headingley campus. SES will design and install a full range of building services on the development, which will include a hypoxic laboratory, a health and wellbeing studio, an indoor 60m sprint track for performance training and analysis, a roof walker track and terrace, and an enhanced strength and conditioning space as well as changing and recovery facilities. “Having recently had the privilege of working with Galliford Try on a number of complex higher education facilities, such as the award-winning refurbishment of the University of Leeds’ world-class School of Chemical and Process Engineering, we have amassed a great deal of knowledge and experience of the sector,” said SES business director North and Scotland, Steve Joyce. “To be involved with such an innovative building as the Carnegie Teaching and Research Building further cements our excellent working relationship with the contractor. It also presents a further opportunity for SES to demonstrate its BIM Level 2 experience to great effect,” added Steve. The Carnegie Teaching and Research Building is scheduled for completion in Autumn 2019.

The university has a long and proud tradition of delivering first-class education and experiences to its students and local community, and we are happy to play a small part in helping them in uplifting their service to the students and the wider academic community,” said Phil Jones, Executive Director – Operations at Western Thermal about the prestigious project. Thermal insulation will be provided to the pipework and ductwork services from Western Thermal under a £180,000 contract. “Western Thermal Limited is a leader in the sector and continues to find ways to emphasise its expertise and experience through a number of exciting, high quality projects. It is our specialism which has enabled this company to deliver successful results on a consistent basis and has made us out a stand our performer in the market,” said Phil. “The project is certainly an exciting one and we are confident that it will prove to be a success. We are aware of the expectations placed on us and are know that our thermal insulation and pipework will contribute to providing the new campus with high quality heating and ventilation,” he added. The scheme will be delivered by Wilmott Dixon, which will work alongside NG Bailey to complete the work. Building work is expected to be complete in February 2019, with the facility opening the following month.
