Pagabo appoints G F Tomlinson for £1billion national framework

Midlands-based contractor, G F Tomlinson, has been announced as a successful partner for the Pagabo National Framework for Medium Works, which launched this month. Running from January 2023 until January 2027, the next-generation framework is one of Pagabo’s most popular and active construction procurement routes for clients, with 148 projects having completed to date. As part of the partnership, G F Tomlinson has been appointed to deliver projects from £500,000 up to £10million, throughout Yorkshire, and the East and West Midlands. G F Tomlinson will deliver public sector projects across the education, healthcare, civic, leisure, housing, blue light, highways and infrastructure sectors. In order to be successful, G F Tomlinson’s bid demonstrated relevant experience, financial stability and a strong commitment to social value and the carbon reduction agenda. As well as providing value for money for clients, delivering quality builds on time and on budget, and managing supply chain to a high standard. “We are delighted to have been appointed to the National Framework for Medium Works, which is our fifth framework agreement with Pagabo. G F Tomlinson has delivered in excess of £500 million projects through public sector frameworks to date and with our expertise, commitment to delivering high-quality projects and our passion to enhance social value for local communities, we are best placed to serve public sector clients on all their project requirements,” said Chris Flint, Managing Director at G F Tomlinson. “We look forward to constructing and delivering significant developments through this framework, that will support the regeneration of local communities across the Midlands and North, over the next threeto four years.” Since 2020, G F Tomlinson has partnered with Pagabo on several frameworks including the Major Works Framework, the Framework for Refit and Refurbishment Solutions, and the previous Medium Works Framework, which the new iteration now supersedes. Under these frameworks, the contractor recently delivered the £3.7m extension and remodelling of Cardinal Newman Catholic School to provide an additional 200 school placements, alongside a £2.4m urgent treatment centre at Lincoln Hospital, which expanded the facility’s existing accident and emergency department. “Congratulations to G F Tomlinson on securing their place on the second iteration of our Medium Works Framework. Pagabo have formed a close working relationship with them over the years, delivering 14 projects worth a combined value of £45m across our various construction frameworks, and so we’re excited to be continuing this through the duration of the framework,” added Tom Retallick, Framework Manager at Pagabo. They are currently on site constructing the £15.4m new Air and Space Institute (ASI) at Newark for the Lincoln College Group, which will provide a unique opportunity for school leavers 16 -18 to train for pilot, engineers and ground-crew roles in airlines, the military, airports and logistics companies in a state-of-the-art college facility. SEGRO Logistics Park Northampton leads the way on net-zero development

SEGRO Logistics Park Northampton (SLPN) will be the company’s first UK big-box logistics park to achieve net-zero carbon in the construction of all the units and delivery of the supporting infrastructure as a result of a pioneering partnership with primary contractor Winvic Construction Ltd. SLPN will deliver up to 5 million sq ft of modern distribution space and a new 35-acre rail freight terminal, and is adjacent to Junction 15 of the M1, close to Northampton. The development, which is expected to support over 7,000 jobs, also includes significant infrastructure improvement works, including a bypass of Roade village, improvements to the A45 and M1 Junction 15 and extensive landscaping including new cycle routes and footpaths. SEGRO and Winvic will deliver the entire project, including all infrastructure and enabling works, at net-zero carbon. This will be achieved through a number of innovations in the construction and procurement processes to reduce the amount of embodied carbon in the base build by approximately 40%, with any outstanding carbon being offset. Initiatives include:  Use of recycled and low-carbon materials Shift to green and renewable power Reduction of on-site waste In line with the company’s Responsible SEGRO commitment to be net-zero carbon by 2030, the scheme has been designed to reduce the amount of embodied carbon as far as practically possible. The carbon that can’t be removed will be offset through a variety of initiatives that will be focused around social value, ecology and renewable energy. These include peat bog restoration in the North East of the UK, a carbon farming project in Somerset and several tree planting schemes. An initial 165,000 Verified Carbon Standard carbon credits have been purchased. SEGRO’s current priority is to reduce carbon emissions, however the company is simultaneously developing its carbon offsetting strategy. The learnings from SEGRO Logistics Park Northampton will inform this strategy. Plans to create a version of New York’s High Line park as part of an ambitious regeneration project in a North London borough have been given the green light. Camden council’s planning committee has unanimously approved the first phase of the ‘Camden Highline’ scheme in a move that’s set to transform a 260m section of viaduct between Camden Gardens and the crossroad between Royal College Street and Camden Road into a public park. The ‘Camden Highline’ route will run eight metres above the ground, providing a biodiversity boost for one of London’s most popular tourism centres as it weaves its way through local communities and housing estates, connecting 20,000 people to new green space. Gardens and walkways, seating areas, cafes, arts and crafts stalls, children’s play areas and space for charitable activities are all set to feature in a ground-breaking design, which is inspired by woodlands, meadows, hedgerows and gardens to ‘celebrate and amplify the unique characteristics of the railway viaduct’. Alongside delivering health and social benefits, the developers and architects vPPR are working with urban space reimaginers Street Space to ensure the local community plays a central role in project design and has a voice in decision-making. The mayor of London Sadiq Khan has previously backed the scheme, which he says epitomises London’s creativity and ingenuity. An expected two million people a year could visit and use the Highline, pumping an additional £16m in tourism revenue into the local economy annually. Upwards of 200 jobs could also be delivered during construction operations, while land and property values will see a strong uplift with almost £100m worth of existing and future development anticipated. Planning approval for Phase 1 has been secured by planning and development consultancy Lichfields. Senior director Michael Lowndes and planner Sophie Bisby said the project will revitalise a vitally important part of London. Michael Lowndes added: “Planning approval is great news and will bring benefits to local people  and the thousands of visitors who come to the area every year. It reflects a fresh approach to rejuvenating urban public spaces that deliver long term, impactful and sustainable benefits for local communities. We have drawn extensively on our experience and expertise to deliver a solution to secure planning permission. “Camden Highline will undoubtedly have a big impact and contribute to a positive change to this part of North London. Funding has been secured through the Levelling Up fund for eco-friendly projects in Oldham; including a learning centre at Northern Roots; a new “Green Shoots” business centre, and an “Oldham Greenway” to link areas together by bike or on foot. The bid, for £20m in funding, was one of only three successful bids from across Greater Manchester. The aim of the funding is to boost opportunities for residents and businesses through better connectivity, sustainability, culture, innovation and job opportunities. Oldham Council Leader Amanda Chadderton said: “Oldham has so much potential and as a Council we continue to do everything in our power to help our communities and our borough thrive. “We welcome the £20 million we’ve secured for our Greener Oldham projects in the borough. This proves Government has confidence in our regeneration plans and the work we are doing throughout our Creating a Better Place programme – creating an town where people want to live, work and visit. “Towns like ours have been hit hardest by austerity, the pandemic and the cost-of-living crisis. But despite this we remain one of the most entrepreneurial towns in the UK. “We have a clear direction for Oldham and have worked with partners to identify exciting projects as part of our Levelling Up bids, which will help us to build a better borough and future. So much work has gone into this successful bid, and it’s great to see that our ambition has been recognised and invested in.” The successful bid was for the Oldham East and Saddleworth constituency and includes three key project areas to help us build back greener.
