RIBA responds to Government's Productivity Plan

    The Royal Institute of British Architects (RIBA) has today (10 July 2015) responded to the Government’s Productivity Plan, ‘Fixing the Foundations: Creating a More Prosperous Nation’. RIBA President Stephen Hodder said: “If fully implemented, these reforms represent a significant step forward in tackling the economic damage to the UK’s competitiveness created by the housing crisis.” “The Government must use this opportunity to deliver on their commitment and set out aspirational and rigorous standards for all new housing developments. National space standards and a broad mix of housing types and tenures are vital components of the standards needed to deliver high-quality, sustainable homes and strong communities.”   RIBA comments on specific measures within the Productivity Plan: On the introduction of a ‘zonal system’: “Initiatives that help speed up the development of brownfield sites are welcome. However, we need to make sure that this move doesn’t have a negative impact on design and build quality. The Government should look at how design codes have helped drive high standards under lighter-touch regulatory systems and make sure that robust safeguards are in place to ensure that new developments are accompanied by the right economic and social infrastructure.” On powers to allow Government to intervene and draft local plans: “It is right that the Government pushes for faster adoption of local plans which promote sustainable development. We hope that this has an impact on current negotiations on local plans.” “Too many of the current local plans being proposed are failing to identify enough land for new housing. This is placing an unnecessary block on economic growth.” On penalties for local authorities: “Procedural delays in local authority planning departments, particularly the validation of planning applications, are holding up schemes across England and are a growing source of frustration for many architects and their clients. Actions that address these blocks would be very welcome.” “However, with planning appeals already taking up to 18 months to reach a resolution, the Government needs to ensure that this doesn’t lead to delays elsewhere in the planning system.” On support package for SME house builders: “The decline of SME house builders has played a key part in driving the housing crisis in rural communities.” “If these measures are successful, we hope that they will promote an increase in the number of small in-fill schemes in our towns and villages. These schemes can add housing capacity, without fundamentally altering the nature of rural communities. “Small-scale developments can be integrated into existing communities more easily and place less strain on infrastructure. We know from experience that they can also lead to excellent design quality as developers recognise the benefits this delivers in securing support from existing residents.” On the Nationally Significant Infrastructure Regime (NSIP): “The RIBA is very pleased that the Government has recognised that housing is a key infrastructure issue. “We hope that the Department for Communities and Local Government (DCLG) will use its new role, as the department for architecture, to promote good design in the housing schemes bought forward under these proposals.” On stronger compulsory purchase powers to bring forward more brownfield land, and devolution of planning powers to the Mayors of London and Manchester: “Devolving planning powers to local authorities offers the opportunity to tailor developments and standards to local needs. We hope that other areas of the UK will be able to benefit in future.” On reducing net regulation on house builders: “The RIBA is hugely disappointed by the Government’s decision to scrap both the Allowable Solutions carbon offsetting scheme and the proposed 2016 increase in on-site energy efficiency standards. More and More Housing Developments Are Being Announced

In order to meet the housing demand around the UK there seems to be more and more housing developments being announced. A few weeks ago it was revealed that Finchatton is launching two new developments to suit the high end of the property market. The luxurious residential development company have revealed that their new developments, Hans Place and Yeoman’s Row have been designed with the signature style of Finchatton running through both projects. Kingwood is set to be located on Hans Place and will involve the redevelopment of four 19th century houses. The apartments will be newly built and are all set to include bespoke furniture and fittings. Some of these luxurious finishes include fireplaces made from Italian Marble and Waterworks taps in the bathrooms. The apartments will be finished to the highest standard in reflection of the luxury property development company and will have Atelier light fittings as well as Bone ochre handles. It’s not just the fixtures and fittings that are of a high standard on this development, the facilities that will be built alongside the apartments include a 200 bottle per family allocation in the wine cellar, a spa and gym, as well as a media room, private car park and a 24-hour concierge. All this luxury comes at a price however, and the apartments in this development will start selling from £21 million. The Knighton Place development will be located on Yeoman’s Row and will stand out as a rare and contemporary new build space that will contain 6,000 sq. ft. and seven storey “mansion houses”. These new developments will become a part of one of London’s most exclusive residential areas. Aspect Business Centre Expanded Due to Increased Demand From Occupiers

Aspect Business Centre is a popular Nottinghamshire centre that has been expanded due to increased demand from occupiers. The Business Centre is located at Aspect Business Park which is near Bulwell and will be expanded in order to create 10,400 sq. ft. of space. The site will consist of flexible-term serviced offices that will sit in a secure and landscaped environment on the Nottingham business park. This expansion will mean that the business centre will have over 27,000 sq. ft. of office space in a great location. The Aspect Business Park is situated next to Junction 26 of the M1 and the A610. This means the site has efficient access to the outer ring road and city center of Nottingham. Its location is also good for connection to the rest of the country, as it sits so close to the motorway. The Aspect Business Centre was working well before but it was oversubscribed. Therefore, the decision to create extra office space will meet this demand and will also be providing the same standard of space. The extra office space has been made within the building and will include similar high quality features including suspended ceilings, top quality lighting and carpeted raised access floors that will allow for power and data as well as high speed internet access. Go Ahead For a Gulliver’s Family Theme Park

Rotherham Council has given the go ahead for a Gulliver’s family theme park. It is thought that the development in South Yorkshire has been given planning permission by the council last month. Apparently the councilors on the Planning Board were unanimous in the decision to grant planning permission for the park. The theme park is expected to be built on a 250-acre site that was formerly the location for the Pithouse West colliery. This development in the Rother Valley is expected to boost the local economy and should also provide jobs. The planning permission was granted to the theme park company after a 21-day period which allowed time for the Secretary of State for Communities & Local Government, Sajid Javid MP to call-in the decision. The multi-million pound project will develop their fourth Gulliver’s theme park in the UK in Rotherham and this development is expected to create hundreds of jobs. It is thought that the new Gulliver’s theme park will combine the best aspects of the other three sites at Warrington, Matlock Bath and Milton Keynes. The company has worked closely with the council as well as Highways England and other parties for the past two years in order to make sure they had the best chance of getting planning approval for their new park while making sure that the development will not negatively impact the local access routes. Work has also gone into making sure there is a reduced visual impact from some of the park’s larger attractions. The council first agreed to sell the land to Gulliver’s in 2015. It is thought that Gulliver’s Valley will be a great facility for families in the local area as well as providing a boost to the local economy by attracting visitors from further afield. The new theme park is expected to be developed in a way that will complement the activities that already exit at the Rother Valley Country Park.

Lendlease and LCR Have Received Planning Approval

The fourth office building for one of Europe’s largest commercial developments has received planning approval. The development is being carried out as a joint project between Lendlease and LCR, both of whom are joint partners of International Quarter London. The building has been designed by Rogers Stirk Harbour + Partners, architects that are acclaimed around the world. The building is expected to create 280,000 sq. ft. of new workspace spread out over 10 storeys. The plans are a development on the work already being carried out in the International Quarter London. The Quarter will welcome Transport for London, the first commercial tenant of the new construction. Transport for London will move in to the new major office in September. The International Quarter London is a development that is being carried out by Lendlease and LCR. The Quarter has been developed in Stratford, and is at the heart of the largest urban regeneration in Europe. The project is expected to create four million sq. ft. of A Grade office space as well as 333 new homes and other community facilities all inside a 22-acre site. It is thought that the new development will become the new location for progressive business. It is thought that the site will attract a lot of attention because of the plentiful amount of green space as well as the connection to some of the most forward-thinking institutions in the world as well as excellent transport connections. The first two residential towers are expected to be finished for May 2017 and one million sq. ft. of the office space has already been pre-let. The International Quarter London will act as a gateway to Queen Elizabeth Olympic Park and will be able to aces a high standard of infrastructure such as transport links. It is thought that once completed the International Quarter will be occupied by more than 25,000 employees every day.

However, chief executive Stephen Martin described them as “a strong set of results” given market conditions. The Construction division turned over £126.6m and made a profit of £2.0m. Projects included the Leeds Recycling & Energy Recovery Facility, projects with Siemens at Green Port Hull as part of the offshore wind manufacturing centre, two schemes for The University of Sunderland, a new exhibition Hall at the Yorkshire Showground in Harrogate and two new care homes. Clugston’s logistics division grew turnover by 5% to £16.1m and turned 2015’s loss into a £400,000 profit. Chief executive Stephen Martin said: “Whilst we continue to face challenging conditions, Clugston Group has achieved another strong set of results with solid profitability, substantial cash balances of £19.7m and no bank borrowings. We appreciate that the economic outlook is now more uncertain following the Brexit decision. However, we already have a substantial forward order book in place for the next two years and remain confident that we can continue to deliver acceptable levels of profitability. 85% would use an online estate agent as marketplace grows 85% of homeowners are willing to consider using an online estate agent, according to research by netanagent.com With the increased competition in the marketplace from online agents, the survey reveals that a staggering 96% of homeowners would compare estate agents’ fees and services online if they could, to help decide which agent to use when selling a property.   Despite this trend, there is still a clear appreciation for the services offered by traditional agents, with reasons to not use an online agent including a desire to ‘speak to people face to face when dealing with big decisions’ and for ‘local people to sell my house in the local area’. The survey findings also reveal the challenge that estate agents face when convincing UK homeowners of their value. Only 18% of homeowners view estate agents as ‘helpful’ and 20% view them as ‘knowledgeable’, with nearly a fifth (35%) thinking estate agents are ‘pushy’ and 30% perceiving them as ‘poor value for money’. When choosing an agent, fee is the most important deciding factor (56%), with personal recommendation a close second and local knowledge and responsiveness also ranking highly. Crucially, however, findings show that homeowners expect a lot for their money with a quarter (25%) expecting to pay as little as 0.5 – 1.0% fee to cover all estate agency services, in comparison to the national average of 1.1%. As part of the fee, consumers expect services such as photography (52%) and the listing of their property on property portals such as Rightmove (49%) to be covered, with 10% even expecting the running of open days, 6% video marketing services and 10% virtual tours to all be included as standard. Interestingly, despite wanting to pay a low fee, 38% of consumers expect estate agents to provide support and guidance from valuation to completion as part of their service. netanagent.com managing director, Alex Thorpe, commented: “Estate agents have often come under the cosh in the past and are an easy target for consumers who think they aren’t getting value for money as part of one of the biggest sales or purchasing decisions they will ever make. With more savvy consumers who are willing to shop around and the rise of online and hybrid estate agents enabling sellers to do more themselves, the pressure is really on to show people that they are getting value for money. “What’s clear from our research is that homeowners don’t necessarily understand the sheer amount of work that goes into selling a property. From local knowledge and an understanding of the marketplace, to an awareness of what a target audience is looking for and an understanding of how best to promote property, estate agents work very hard for their fee to deliver the best price for a homeowner. We continue to support the work of the CAS Committee and are currently working together on a joint project to improve the end point recognition through celebration of achievement for employers and our apprentices.
