Masterplan approval granted for Brabazon: the most exciting new city district in the South West

South Gloucestershire Council has passed a resolution to grant planning approval for the revised masterplan for Brabazon, the thriving new neighbourhood for South Gloucestershire and Bristol being built by YTL Developments on the historic former Filton Airfield. As the birthplace of Concorde and supersonic travel, home to over 100 years of aviation history, the former Filton Airfield is known worldwide for a community that changed the world. Under the plans, Brabazon will become a new urban destination that lives up to that legacy. This pioneering new place aims to provide every generation with the space, connectivity and opportunity to continue to shape the future of South Gloucestershire and North Bristol. It will provide new homes, new jobs and renew the fabric of the community, driving local prosperity for the next century. Once YTL Developments, South Gloucestershire Council and National Highways have signed the Section 106 Agreement, Brabazon is forecast to create over £5billion of added economic value for the local area. The approved plans should see Brabazon grow to over 6,000 new homes of every type and tenure and for every generation, from rental apartments to flats for first-time-buyers, open-market houses and properties for retirement living. There will be up to 2,000 beds for student accommodation, while high-quality affordable homes will make up 26.5% of properties, equating to over 1,700 architect-designed houses and apartments. Crucially, the plans are based on a flexible framework so that development is phased alongside improved transport links. Three reviews stages are built into the approval to ensure that the number of homes built at Brabazon can only increase in line with the additional transport connections and community facilities needed to support those homes. The plans – developed by a consortium of world-renowned architects and planners including  JRDV Urban International (US), alongside Bath-based Feilden Clegg Bradley Studios (UK), SWA Group(US), Grant Associates(UK) and YTL Construction Design Group (Mal)– also include up to 3 million sq ft of commercial space: enough to support 30,000 jobs. The local area is already home to Airbus, Rolls-Royce and GKN. The top 25 employers alone have over 45,000 staff working within a few miles of Brabazon, many in high-skilled engineering, aerospace and technology roles. Yet recently this world-leading commercial cluster has lacked the space to grow. With three new schools and plans for a higher education or research campus alongside creative office spaces, laboratories and advanced manufacturing facilities, Brabazon will meet this need. It will act as a centre of learning and a launchpad for every type of business, from leading global firms local start-ups shaping the latest technologies. Brabazon will also be a hub for culture, creativity and entertainment. You’ll be able to wander around independent stores, discover new cafes and restaurants or relax in over 86 acres of public space, from leafy squares to Brabazon Park: the largest new public park in the south west for 50 years. And at its heart will be the supersonic new YTL Arena Bristol, with a capacity of over 17,000. Finally, Brabazon will be connected to Bristol city centre and beyond: over £100m is already being invested in the local transport network. A new rail station will connect the neighbourhood to Bristol Temple Meads in less than 15 minutes. Three MetroBus stops will link Brabazon with Bristol Parkway mainline train terminus, with the shops and restaurants at the South West’s largest retail centre Cribbs Causeway, and with the University of the West of England. And we will be creating 3 Kms of new segregated walking routes and cycle paths. As well as delivering 6,500 high quality homes, 1,724 of these will be affordable homes for social rent and shared ownership, and there will be office and industrial floor space, which in conjunction with the construction work has the potential to create over 30,000 jobs.“The development will help reduce reliance on car travel with metrobus and local buses serving the area along with the train station which already has secured planning permission. Purpose-built student accommodation specialist Alumno and partners Hurlington Capital have recently gained approval for a new development on Marshgate Lane in Stratford, east London. The proposed site lies adjacent to the Queen Elizabeth Olympic Park, which hosted the UK capital’s highly successful 2012 Games.  Planning permission for the development was granted on 27 February 2024. The decision follows detailed consultation with the London Legacy Development Corporation (LLDC), the body set up post 2012 Olympics to develop a dynamic new heart for east London, tasked with creating opportunities for local people and driving innovation and growth.  The joint venture project between Alumno and Hurlington Capital will house 316 students and is designed by award-winning London architects Henley Halebrown.  Adjoining the future new Pudding Mill Lane Masterplan currently being developed by LLDC, the development will be built adjacent to the Docklands Light Railway station of the same name.  University College London (UCL) has expressed interest in a nominations agreement, with the site being just a 10-minute walk from its new East Campus. This would enable UCL to propose a minimum number of students for the new residence each year for an agreed period.  Residents of the new development will enjoy a range of amenities specifically designed to create the ideal environment for study and leisure. These include lounges, study spaces, cinema room, private dining area, gym, games room, external courtyard spaces and four individual roof terraces. Plus, 35% of rooms will be designated as affordable as defined through the London Plan.  In line with Alumno’s commitment to each of its projects benefitting the local community, the adjacent canal towpath will be upgraded and a number of affordable artist workspaces are proposed for the ground floor. This initiative will be run in partnership with SPACE Studios, London’s leading visual arts organisation, which supports artists by providing creative workspace, advocacy and professional development.  “We’re delighted to have gained approval for another new Alumno development, which will help close London’s student accommodation gap, free up local community housing and provide welcome rejuvenation and an economic boost to the area,” said Alumno Managing Director David Campbell.  Commenting on the project, Hurlington Capital Managing Director Harry de Lotbiniere said: “The successful outcome at Marshgate Lane marks the fourth PBSA scheme in Hurlington’s London pipeline demonstrating our continued commitment to investment in the sector. The ceremony which marked the start of construction was attended by representatives from Housing 21, Kirklees Council, Homes England and Robertson Group. The development located off Kenmore Drive will comprise of 80 homes: 61 one-bedroom and 19 two-bedroom apartments, all of which will be available for social rent. The £20 million Extra Care scheme is being delivered by Housing 21, a national leading provider of Retirement Living and Extra Care, in partnership with Kirklees Council.  Homes England are providing a grant of over £7 million, Robertson Group are the main contractors working with Brewster Bye Architects. Bridget Faughnan-Bing, Housing 21’s Development and Delivery Director said: “We are delighted to announce the start of construction on our first Extra Care scheme in Kirklees. The Extra Care scheme at Kenmore Drive will be a great addition to the housing choices for older people of modest means in the area.”  “This development will provide homes that will enable local older people to live independently for longer and still remain within the community that they know and love.” Councillor Moses Crook, Cabinet Member for Housing and Highways said: “I am really pleased to see that works are about to start on Kenmore Drive. Sefton Council’s Cabinet will meet on Thursday 7th March to discuss the appointment of a new contractor for Bootle Strand in the latest step towards its much-anticipated redevelopment. The decision to partner with Vinci Construction UK would be another significant milestone in a process that started seven years ago. Sefton Council purchased Bootle Strand in 2017 and laid out plans for a landmark redevelopment that would make it one of the Borough’s key attractions. In the years following, consultations with Sefton residents and work beginning on the Salt and Tar events space helped the redevelopment plan to build steam. The project accelerated in March 2023 with the award of £20 million as part of the government’s Levelling Up fund. With that significant cash injection, the redevelopment is all set to gear up in 2024. The Cabinet will now meet to discuss the exciting next steps on Bootle Strand’s journey. Vinci Construction UK will be proposed as the demolition contractor for the redevelopment after they were identified as the top choice in a rigorous tender process. Their plans include introducing 20 new jobs for local applicants during the demolition phase, plus the introduction of work placements for school leavers and care experienced young people. Vinci also aims to work alongside local groups including Sefton@Work, Hugh Baird College and YKids, in keeping with the Council’s inclusive and ambitious plans for the redevelopment, and making sure the local community are engaged in the demolition programme, particularly those residents most immediately affected by the works. Once completed, a revitalised Strand will re-emerge as the heart of Bootle town centre. It will host a vibrant mix of retail, leisure, education and health facilities, also providing new public spaces and enhanced access to the canalside. Cllr Christine Howard, Sefton Council’s Cabinet Member for Regeneration and Skills, said: “Vinci is a firm with considerable experience and a fantastic track record, and I believe that they are the right choice of contractor for the Strand project. “The interest we received was beyond our expectations and it is testament to Vinci’s qualities that they came through a highly competitive tender process. This shows that the Strand redevelopment is an ambitious and exciting project. “Vinci has strong ties to Sefton and is committed to working with the local community. They place importance on social value and have pledged to listen closely to the input of Bootle residents throughout. “I am excited to see how the work progresses in the coming months and how we follow last year’s successes.” The news comes amid a busy time in and around the Strand. Recent highlights include the unveiling of the Red Rum Club mural, plus announcements of Tom Jones and Status Quo gigs and a Bootle Comedy weekender, as well as collaborations with both Red Rum Club and the Wombles as Music and Environmental Ambassadors respectively to Salt & Tar. Furthermore, planning permission for demolition of parts of the shopping centre has been granted in order to facilitate the early phases of redevelopment and repurposing. Westminster City Council holds topping out ceremony for new 52-home affordable housing scheme overlooking Battersea Power Station

Local residents in the heart of Westminster are set to benefit from 52 new affordable homes overlooking the newly regenerated Battersea Power Station. Residents from the Churchill Gardens Estate in Pimlico were invited to a ‘topping out’ ceremony earlier this month for Phase One of the scheme, which will provide 34 modern supported housing units for older residents. In all, the development will provide a net uplift of 21 new units of accommodation within Westminster’s Churchill Gardens Conservation Area, on the banks of the River Thames, overlooking the iconic Battersea Power Station. The development is on the site of the former Balmoral Castle Pub and the existing Darwin House building. The new units are self-contained flats for residents aged over 60 and will be twice the size of the accommodation at the existing Darwin House. They include communal facilities, offer social activities and have guest rooms for visitors. The new homes meet Westminster’s Housing our Ageing Population Panel for Innovation (HAPPI) standard, which helps architects design homes to meet the individual needs of residents in this type of housing. The new buildings have been also designed with the council’s net zero targets in mind and include triple glazing, air source heat pumps, in-built shading and solar panels. Phase Two will see the construction of Block B which will provide 18 general needs affordable housing units for London Living Rent. Both blocks will benefit from access to landscaped green space in the Churchill Gardens Estate. The scheme delivers on Westminster’s commitment to delivering truly affordable housing, which forms part of the ‘Fairer Westminster’ strategy – the council’s vision for building a city that supports and celebrates all of its communities. The council is currently embarking on a major affordable housebuilding drive and this year expects to complete 418 homes, of which 340 will be affordable – largely for social rent. Phase One of the Darwin House development was delivered in partnership with Wates Residential, who took possession of the site in June 2022. Electrical industry celebrates green skills ahead of Scottish Apprenticeship Week – and says others must show a similar commitment to net zero

Scotland’s leading electrical bodies say the industry is leading the way with skills and training to help power the technology of tomorrow – and are urging others to follow in its footsteps to ensure Scotland makes a successful transition to net zero. SELECT, the Scottish Joint Industry Board (SJIB) and the Scottish Electrical Charitable Training Trust (SECTT) have released a new video ahead of Scottish Apprenticeship Week that reinforces the range of renewable training currently being undertaken by apprentices. The film shows how young electricians are receiving a thorough grounding in a wide range of green skills to enable them to cater for our future heat and power needs, including working with electric vehicles, battery storage, solar panels, air source heat pumps and more. But the bodies also insist that the government, homeowners and wider construction sector must also embrace the opportunities offered by renewables and work together to ensure that the transition to net zero becomes a reality. Alan Wilson, Managing Director of SELECT, said: “This video aims not only to inspire young learners to become electrical apprentices but also to show that the electrical industry is at the heart of the move to the electrification of society. “However, we also need to persuade those outwith our industry to be equally committed to the adoption and uptake of green technology to ensure that this training is not in vain and that the electricians of tomorrow emerge into a country that is willing to embrace renewables.” Fiona Harper, Director of Employment and Skills at SELECT and The Secretary of the SJIB, added: “To ensure that there is a sustainable and healthy pipeline of work for this next generation of electricians, we need the government, the Scottish people and the construction industry to use renewable technology and join us on the transition to net zero. “Such a transition needs to happen now and we all need to face the reality that we must do it sooner rather than later if we are to secure an energy-efficient future for our children and our children’s children. “More incentives for the adoption and installation of green technology and clearer advice and information on funding and grants would be a big help in encouraging take-up and ensuring the renewables skills currently being taught are successfully utilised by electrical professionals in the years to come.” Running from March 4 to 8, this year’s Scottish Apprenticeship Week will again celebrate the value and importance of apprenticeships, with this year’s event focusing on skills generation. McAvoy Continues Rental Fleet Expansion in the UK and Ireland

In response to growing demand across the healthcare, pharma, education and commercial sectors, NI-based offsite manufacturer McAvoy continues to invest strongly in the growth of its SmartSpace temporary building fleet.  It recently launched additional new innovative space solutions via its QSpace and ESpace single modular buildings. The business continues to experience high demand for rental projects in both the healthcare and education sectors, including a second, significant 10-year rental contract for University Hospitals Birmingham NHS Foundation Trust. Investment in manufacturing capability has continued with the acquisition of a custom-built mobile gantry, increasing efficiency, and improving workplace safety. This commitment to investment in the business also includes ESG, digital technologies, recruitment, and people development. Looking ahead we are on track to deliver a significant increase in performance in 2024.” During the past year, the business has delivered a number of key projects across the country, including a new Collaborative Research & Innovation Centre in Wiltshire, the pioneering “Low Carbon Pathfinder” 900 pupil school at Redhill in Surrey for the Department for Education and two 24-bed ward buildings at Antrim Area Hospital. The company has also been chosen by the Department for Education to design and build a £37.5m, 1,200-place Academy in Essex. Furthermore, several of the company’s projects and innovations have been recognised by independent peer group awards, including Healthcare Project of the Year at the recent Offsite Awards. McAvoy is a leading provider of high-quality temporary and permanent modular buildings across the UK and Ireland. Its adaptable and sustainable space solutions are sought after in both public and private sectors including healthcare, pharma, education and commercial. For the period ended 31 May 2023 McAvoy reports a strong performance within its rental division with revenues of £12m and EBITDA growing to £3.8m primarily due to rental fleet expansion in the health and education sectors in the UK. The business also reports a steady performance in its permanent offsite division. In its latest set of consolidated accounts McAvoy’s revenues were c.£60m and also generating c.£5m EBITDA. For the period ending FY24 the business is on track to achieve revenues in excess of £70m, primarily driven by investment in the fleet and further success in the temporary segment.
