Enfield Council: Meridian Water development unlocks funds for local Edmonton community groups

Community groups can apply for funding from the new Meridian Water Community Chest, funded by contributions from Meridian Water developers, contractors and consultants to deliver projects benefitting local residents. A new rolling grant scheme, the Meridian Water Community Chest will be used to help Edmonton communities around the £6bn Meridian Water development get involved in the future development of their neighbourhood and introduce projects that will improve the day-to-day life of the area’s residents. The funding will help to improve the neighbourhoods in the three Edmonton wards (Upper, Lower & Edmonton Green) which are amongst the most deprived in the UK and is available to not-for profit organisations. The vast majority of the fund will be allocated to ‘large’ grants from £10,000 to £60,000 and the remainder will be allocated through smaller grants of up to £2,500 for more informal local based groups.  Cash for the scheme will be raised from developers, contractors and consultants and be used to benefit local people. Meridian Water is Enfield Council’s flagship development that will provide 10,000 homes, 6,000 jobs and a wide range of community, leisure and commercial uses over the years to come. Enfield Council Leader, Cllr Nesil Caliskan, said: “The private sector has a social and moral responsibility to the communities in which they are working within to make a difference in terms of social value to ensure the continuing wellbeing of those areas.  “So far our developers, contractors and consultants have stepped up to offer finances, skills training and apprenticeships, as we work with more partners we will continue to deliver social value.  “Here in Enfield we are taking that principle one step further by ensuring that local people will help to choose where the money is spent to provide the greatest benefit. “Our Community Chest will enable us to transform the lives of Edmonton’s residents and deliver real benefits to those most in need. Ever since Enfield Council took over control of the delivery of Meridian Water we have said local people would be the primary beneficiaries of this project, this initiative is merely the latest manifestation of that commitment and I am delighted that once again we can demonstrate the value this transformational development will have on the lives of thousands of people in our borough.” The projects funded from the Community Chest will help achieve the aims of the Council’s A Lifetime of Opportunities and deliver the 27 recommendations contained in the Enfield Poverty and Inequality Commission Report. Enfield Council’s Cabinet agreed to set up the fund last in July. Enfield council has entered a framework agreement with Vinci Taylor Woodrow, BamNuttall and VolkerFitzpatrick to deliver the £90m works. Council leader Cllr Nesil Caliskan said: “Successfully delivering the infrastructure on the site will be a major step forward in what will be a transformational plan for the area, providing homes, jobs and parkland for the lasting benefit of our borough’s residents.” The work is expected to generate 150 jobs supporting ten skilled apprenticeships with at least £4m of contracts going to local construction companies. So far, the council has won £170m in infrastructure funding from the government. Vistry Partnerships is overseeing phase one of the project which includes 950 new homes of which half will be affordable. Work on the first 300 homes will start later this year with the first completions due in 2022. Creative hub ambitions underway The former Vehicle and Operator Services Agency building is already being converted to create workspace for thousands of freelance designers, artisans and small businesses. The workshops will provide 30,000sq ft of workspace for up to 1,000 makers and creators across engineering, wood, metal, digital and additive technology plus a fashion studio.  A new station was built last year to service the 210-acre site next to the Ikea store and close to Lea Valley Park.  Hank Zarihs Associates said the 25-year regeneration scheme was just the type of innovative property development finance lenders were keen to support. In January, the council struck a deal with Troubadour Theatres to build film and television studios at the development which are expected to open this spring. It’s hoped they will enhance Meridian Water’s ambitions to be a creative hub offering jobs and cultural activities. Meridian Water has suffered a series of setbacks since the council unveiled the masterplan in 2013. Talks with master developer Barratt Homes collapsed in 2017 with the council claiming the firm’s plans offered a ‘poor deal’ for locals. After discussions with the reserve bidder, Pacific Century Premium Developments fell through the council decided to work with several smaller developers to deliver the scheme.

Low-Carbon Future of Enfield Moves A Step Closer

60MW energy centre & district heating network receives planning permission Waste heat from the nearby North London Waste Authority (NLWA) Energy Recovery Facility is set to be used to heat homes and businesses in the London Borough of Enfield after Enfield Council approved planning permission for a new 60MW low-carbon energy centre and district heating network.  Energetik employed Vital Energi to submit the planning permission for the Energy Centre, which is located at Advent Way. Customers of the new very low carbon energy scheme will include the 82-hectare Meridian Water development which will include 10,000 homes, a new train station, workplaces and open spaces.  The energy centre will connect to the NLWA Energy Recovery Facility once complete in 2026, taking waste heat and distributing it to customers through a highly insulated network of underground district heating pipes. The proposed development is located within the Eco Park operated by London Energy Limited (LEL), and in addition to assisting with the planning process, Vital Energi will build the energy centre and heat network. Vital Energi will then provide operation and maintenance on the network and energy centre for a 10-year period. Rob Callaghan, Regional Director for Vital Energi commented, “The scale of this project makes it a hugely important opportunity for Enfield to lower their CO2 emissions.  By harnessing waste heat from the nearby waste to energy plant, thousands of homes and businesses will be heated in a sustainable and environmentally friendly way.” “This is an innovative scheme and we are delighted to have the opportunity to help Energetik with their planning application and look forward to the construction and operation phases of the project.” In addition to the heat taken from the NLWA, the energy centre will include two 25m high thermal stores, each holding 1,693,000 litres of hot water plus, for resilience and back up, six 10MW boilers installed across three phases. This will provide a highly resilient heating network, ensuring reliable heat and hot water at all times to Energetik’s customers. Vital Energi submitted the planning application on behalf of Energetik and employed Stewart Stephenson Architects and structural engineers Buro Happold as part of the professional team. Work is scheduled to begin in January 2021 with completion expected in November 2022.

London’s newest station opens as part of major railway upgrade to tackle congestion and boost regeneration

London’s newest station Meridian Water in Enfield, was opened today by Rt Honourable Chris Grayling MP Secretary of State for Transport and Heidi Alexander, Deputy Mayor of London for Transport. Representatives from Network Rail, Enfield and Haringey councils and Greater Anglia, who will manage the new station, also joined the official opening. Meridian Water is at the heart of a £6bn development of the area being led by Enfield Council which will see 10,000 new homes and the creation of thousands of jobs. It replaces the existing Angel Road station providing improved accessibility for passengers with stairs and lifts providing step-free access across the railway and to the enclosed concourse that features a bespoke golden panel design. The station is part of the Lee Valley Rail Programme and has been delivered by Network Rail and its principal contractor, VolkerFitzpatrick. A package of upgrades to this part of the West Anglia line that runs from Stratford to Meridian Water, include: • 5.5km of new track to enable two more trains per hour to run between Stratford and Meridian Water from this September. • Improvements at Tottenham Hale station including a new platform and a new accessible footbridge with lifts and an escalator, reducing congestion around the station. • Upgrades at Northumberland Park station, including building an additional platform and new step-free footbridge across the railway for passengers and the community. •Refurbishing or replacing several rail bridges, upgrading signals, installing power cables and additional overhead power lines. Chris Grayling, Secretary of State for Transport, said: “As part of our commitment to modernise the rail network, I am delighted to announce the opening of the new, state of the art Meridian Water station.  “By working closely with Enfield Council and Network Rail, we have provided significant investment to improve this vital rail link, which will allow more people access to the railway and facilitate the council’s plans to increase housing in the area.” Heidi Alexander, Deputy Mayor of London for Transport, said: “The Lee Valley Rail Programme is an excellent example of how investing in transport directly supports regeneration and growth. “I’m delighted that the GLA and TfL have worked alongside Network Rail and other organisations to fund this important improvement to the West Anglia line, including the new Meridian Water station. These improvements to the transport network will make this part of London an even more appealing place to live, work and visit.” Meliha Duymaz, Network Rail’s route managing director for Anglia, said: “The delivery of the Lee Valley Rail Programme is the culmination of years of hard work. Reducing congestion at busy stations and building a brand new one for the people of Enfield will transform journeys as our network gets busier. “This collaborative programme shows how the rail industry can work together with external partners to fund and deliver rail upgrades that will not only benefit passengers by improving their travelling experience but also benefit the communities where they live through regeneration.” Cllr Nesil Caliskan, The Leader of Enfield Council, said: “Over the last year Meridian Water project has gathered real pace and many of the elements of this £6bn project have coming together. “With the station now open and service improvements to follow we are forging ahead with this scheme, to deliver thousands of new homes and jobs for local people. “We have also selected a developer to deliver the first phase of homes and workspaces with the first completions due in 2022 and we have already started work on the second phase of the development which will be 100 per cent affordable housing. “There will also be fantastic opportunities for local people and businesses to locate their enterprises on excellent sites within Meridian Water which are not due to be developed as part of the wider scheme for a number of years. “The opening of the station – which has been project managed and funded by Enfield Council underpins the whole development and we are very pleased that it will act as a springboard to allow the whole of the project to thrive as well as massively benefiting the existing population of Angel Edmonton.” Martin Moran, Greater Anglia’s Commercial and Customer Service Director, said: “We are very pleased to welcome passengers to Meridian Water station. North London is a region full of potential. It’s an area deserving of investment and improved transport connectivity for the people who live and work there. “The station provides the area with better rail options, initially with weekday peak time direct trains running south to Stratford, enabling connections to London Liverpool Street, and north to Bishops Stortford, for connections to Stansted Airport and Cambridge.  “From September 2019 there will be a much better service, including at weekends, as the third track provides the additional capacity that enables us to operate two trains per hour throughout the day between Meridian Water and Stratford.  “We are committed to improving rail travel for all customers.  By continuing to work in partnership with local authorities, the London Local Enterprise Partnership and Network Rail and other key stakeholders, we believe Meridian Water will have a positive impact. Further benefits will also follow with the introduction of our entire fleet of new trains, which are due to be rolled out across our network, including on Meridian Water services, by the end of 2020.” Northumberland Park has a new platform served by the third track. An accessible footbridge with ramps has also been constructed and opened to facilitate a safe place for passengers to wait for their trains particularly during event days at the nearby stadium on White Hart Lane. The ramps provide an accessible route across the railway for wheelchair users, bicycles and buggies while a lift will be available to serve the new island platform. Tottenham Hale station is a busy interchange between the main line services and the Victoria Line. After a robust evaluation of four very strong bids, Enfield Council’s Cabinet decided that developer Galliford Try Partnerships is best placed to deliver on value, quality, design and financial robustness. “This is the start of a bright new era for Meridian Water and we welcome Galliford Try Partnerships to the team. We are extremely excited to be working with Galliford Try as they have demonstrated that they will be able to deliver quality, well-designed homes in a timely manner and social infrastructure that reflects the Meridian Water vision,” said Enfield Council’s Leader, Cllr Nesil Caliskan. The first homes will be built by 2022 and will include a significant number of affordable units, as well as new public squares, shops and leisure facilities. The new homes will be delivered around the new Meridian Water train station, which is due to open next month and serve up to four million rail passengers a year. Outline planning permission is already in place for the new homes, with construction enabling work having started in January 2017. The first phase forms part of the £6 billion Meridian Water development, which will deliver 10,000 homes and 6,000 jobs, alongside world-class public spaces, community facilities and road and rail networks. “We are delighted to have been selected to work in close partnership with Enfield Council and the local communities on the delivery of Meridian One as a new vibrant mixed-use, mixed-tenure neighbourhood. We will create an environment for local people to thrive – providing quality affordable homes, opportunities for local start-up businesses to flourish, great public spaces and a design which celebrates the parkland character of the Lea Valley.
