CNM Estates, the community focused property investment and development firm, has been granted planning permission for its refurbishment and development of Tolworth Tower, the iconic modernist tower located in a key area of investment and future growth within the Royal Borough of Kingston Upon Thames. The £300m project will transform the existing, largely vacant, office tower block and its surrounding complex, creating a total of 308 new homes as part of a mixed-use redevelopment, in addition to 78 apartments which are being converted through Permitted Development Rights within the North Tower. The 22-storey Tolworth Tower, designed by Richard Seifert and originally constructed in 1964, will be partly converted from office space to offer 108 new homes plus 68 serviced apartments. A further 200 homes will be constructed to the front of the site in four new buildings that range from five to 19 storeys. The Tower’s remaining office accommodation (a total of 4,920 sq m / 52,959 sq ft) will be upgraded, and 1,000 sq m (10,764 sq ft) of new high quality retail space will be created along Tolworth Broadway. The existing Marks & Spencer Food Hall and Travelodge hotel on site will be retained and upgraded. There will be a £3m capital contribution to offsite affordable housing as well as ten Starter Homes built, in addition to £425,000 to extend the 281 bus route. A total community investment package including affordable housing and public realm works of approximately £15m has been agreed. The comprehensive redevelopment will also include the creation of a new public realm, including an urban park and improved pedestrian and cycle zones, to help better integrate the site to its surrounding areas, in line with the Council’s aspirations.
