Parents were refused the use of a highchair for their daughter in a coffee shop as there was no harness in it.

Panel opinion

The coffee shop was right to advise the customer that the high chair should not be used without the harness in place. It would have been a good idea to remove the chair from the café until such time as the harness had been replaced or a replacement chair with harness obtained.
