Construction needs to rethink how it attracts its workforce as war for talent hots up

Construction employers are being encouraged to rethink how they attract their workforce as competition for skilled workers gets more intense.  The industry faces a tough challenge to meet its recruitment needs in a labour market that is running hot and with new CITB research showing that just two per cent of those outside construction see it as their preferred industry to work in. Yet the research also shows that construction could be more successful if it aligned its recruitment approach to values where it scores highly. These include stability & security, the variety of work, the opportunity to have a positive impact and the chance to specialise and become an expert             The industry also needs to widen its net to recruit the tens of thousands of new workers it needs. Currently, women only make up 14% of the workforce and workers from ethnic minorities just 6%. Fixing this isn’t just about changing the culture, it’s about making the opportunities much more visible and accessible.      The Rethinking Recruitment research shows that people outside or who have little contact with the industry often have limited knowledge of what construction can offer, while negative perceptions and misconceptions surrounding culture and behaviours persist. The report also found only three-in-ten (30%) outsiders feel construction is ‘for someone like them’.  However, the Rethinking Recruitment research shows construction has the chance to address these perceptions and appeal to a much wider group.    The industry is described by those inside as somewhere that offers generous pay, opportunities for progression and a varied working environment.   “‘There will always be opportunities in construction, and that is quite a reassuring thing to have” Female, 22, white, Professional  Insiders also report it to be diverse, flexible and aligned to their values, but many outside industry are unaware that construction can offer them this.  Steve Radley, CITB’s Strategy and Policy Director said: “This report is aimed at helping the industry take a fresh look at how it attracts its future workforce. Construction has massive strengths such as the ability to make a positive impact, including its contribution to Net Zero. And it scores highly on the variety of work and the opportunity to specialise, become an expert and progress your career.           “Construction’s challenge is to bring the knowledge and understanding of insiders to those outside of the industry and to celebrate what is good about it. We need to fire up their enthusiasm and make it the career of choice for thousands more potential new workers. “  Informal and word-of-mouth recruitment used by the bulk of construction employers is affecting the industry’s opportunity for creating a more diverse workplace  If workers without the right personal contacts don’t get a chance to apply, industry misses their talent.  The research pointed to the benefit from employers highlighting, in recruitment advertising, the values important to them to help candidates identify common ground.    Other points include using key strengths as identified by insiders in recruitment material, such as the stability of the job and job satisfaction from creating something – making a difference to other people’s lives by building homes – and career progression through training.   Steve added: “There are some useful conclusions in the report and we hope with the widening skills gap that employers will benefit from these suggestions.   “Construction has a lot to offer but the message isn’t as yet getting out to those who are looking for a career change or where to start with their career and that needs to change.”   Other suggestions to improve recruitment outcomes and fix incorrect stereotypes include companies making more of ambassadors – presenting role models from their own workforce and offering site taster days and easier to access work experience.   Firms are encouraged to link up with CITB’s onsite training hubs and to get in touch with their regional engagement office to take up training opportunities for staff.    You can read the Rethinking Recruitment report here.

LCR AND NETWORK RAIL BRING £150M MIXED-USE SITE IN HEMEL HEMPSTEAD TO MARKET

In a move that will enable the delivery of c.450 new homes, 40,000 sq ft of commercial space and enhanced passenger facilities, LCR and Network Rail have commenced on the sale of a 7.4-acre site adjacent to Hemel Hempstead railway station. The two organisations will work alongside landowners to pool or acquire the critical mass of land required for new development at every station, before securing planning and bringing opportunities to market alongside other key government agencies, including Homes England. The partnership recognises the importance of a collaborative process in creating new, market-ready opportunities. Bringing together the unique and complementary skillsets of the public, private, rail and real estate sectors is key to unlocking development across these often-complex brownfield sites.

Prime Secure’s Fire Safety division, the Waking Watch Initiative, has launched the UK’s first affordable, wireless common fire alarm system, V-Fire*, which removes the need for expensive waking watch fire marshals in high-rise buildings with flammable cladding. In the wake of the Grenfell disaster, thousands of leaseholders across the UK have shouldered the financial burden of either a wired alarm solution, or a waking watch fire marshal, which could cost more than £340,000** a year for a medium-sized 6-storey block of 34 flats. With experience across construction, corporate and property sectors, Prime Secure has utilised its wireless technology expertise from its CCTV systems, to develop the solution – a fully compliant common fire alarm system – costing just over £61,000 a year for a same sized property. Currently, waking watch fire marshals maintain a presence on each floor of buildings identified as having dangerous cladding; continually patrolling the interior and exterior 24/7, in order to detect a fire, raise the alarm, and carry out the role of evacuation management. Rented rather than bought outright, the alarm system negates the need for these expensive marshals, a requirement for more than 460 buildings across the UK, which the company estimates will constitute an average leaseholder saving of 82%. The announcement follows the closing of the Government’s Waking Watch Relief Fund, a £30 million fund for the costs of installing an alarm system in buildings in England with unsafe cladding, with only a third (179) of the 460 buildings identified as at risk were successful in applications. The Government’s own findings suggest the interim measure of waking watch fire marshals can cost between £12,000 and £45,000 per week per building, depending on the number of individuals and hours covered. As the financial burden will now be shouldered by residents, Prime Secure says a cost-saving tech solution is now more important than ever. According to the company, the pre-configured V-Fire solution is quick and easy to install, without any impact on existing fire compartmentalisation, with its high-tech nerve centre capable of monitoring and controlling any number of BS EN54 certified heat detectors. On every deployment, Prime Secure provides each high-rise development with a personal client liaison manager. Prime Secure’s Duncan Cromb said: “The updated guidance, in the event of fire in buildings with flammable cladding, is to simultaneously evacuate all residents. In buildings with unsafe cladding, thousands of residents across the UK have had to pay for the deployment of cost-prohibitive waking watch marshals to adhere to this. “However, common fire alarm systems can do the same job a lot quicker and more cost-effectively. Our solution is specifically designed for this use and can be cheaply and easily converted to a permanent simultaneous evacuation alert system for exclusive use by the fire brigade, and in line with a stay-put evacuation policy, if and when the flammable cladding has been replaced. “Wireless technology has helped to revolutionise security in the construction industry – with CCTV towers replacing security guards, delivering massive cost savings, and increasing effectiveness – and now it is the waking watch market’s turn. The V-Fire common fire alarm system is rented at an affordable monthly cost per apartment, with the option to either remove or convert the system to a common fire alarm in the future, should building regulations change, as is widely expected. “We actively engage with the site and with teams to give property owners and residents the peace of mind they deserve. Currently, no other system offers this range of features, which makes the launch an industry first and a really exciting venture for Prime Secure.” The National Fire Chiefs Council (NFCC), in conjunction with ARMA; Fire Protection Association; Fire Industry Association; OPTIVO; and Institution of Fire Engineers, recently stated: “Building owners should move to install common fire alarms as quickly as possible to reduce or remove the dependence on waking watches. “This is the clear expectation for buildings where remediation cannot be undertaken in the ‘short term’. GMI appoints Andrew Hurcomb as Divisional Managing Director in Yorkshire

GMI Construction Group PLC has announced the key appointment of Andrew Hurcomb as Divisional Managing Director (DMD) for Yorkshire. He succeeds Lee Powell, recently promoted to the newly created position of Chief Executive Officer, who is tasked with delivering sustained growth across its four core regions of Yorkshire, the North West, Midlands and North East. Hurcomb’s arrival represents a real coup for GMI, given his outstanding track record at Willmott Dixon where he spent five years as Operations Director. There he oversaw the company’s growth across Yorkshire and the North and was responsible for delivering several high-profile projects. With more than 30 years’ experience within the construction industry, he has gained skills and practical experience at every level. Originally from Dewsbury, he studied at Huddersfield Technical College, Leeds College of Building, and Leeds Becket University. He began his career in 1984 with M.Harrison & Co before moving to  Miller Construction in Yorkshire in 1989, gaining experience in a variety of roles from Site Engineer to Senior Project Manager before progressing to Regional Technical Director for the North of England. When Galliford Try acquired Miller in 2014 Andrew took up the position of Operations Director for Yorkshire, before moving to Willmott Dixon in 2017. Red Wall backs hydrogen heating saving the UK £35 billion

Exclusive opinion poll finds key political background seats backing hydrogen heating as a means of hitting Net Zero targets, avoiding unaffordable, upfront costs of the alternatives, saving the UK £35 billion. The YouGov poll was commissioned by not-for-profit trade body Energy and Utilities Alliance (EUA), to examine a range of questions about the UK’s energy future. Excluding ‘Don’t Knows’, 85 per cent of the 1600 residents across 18 Red Wall seats in the north of England back Government plans to allow hydrogen to be blended with natural gas to reduce carbon emissions in the home, from 2023. This figure rises to 92 per cent of Labour voters. These findings support the recent publication by the Energy Networks Association of their “Hydrogen Blending Delivery Plan” launched last week. Hydrogen can be safely blended into the natural gas network at levels up to 20 per cent without any changes required to gas boilers, cookers or fires, meaning consumers can reduce their carbon footprint automatically. Across the UK, this offers the potential of a 6 million tonnes a year carbon saving. Commenting on these findings, Mike Foster, CEO of EUA said: “We have always believed the great British public want to do their bit on reducing carbon but are worried about the costs and don’t trust some new technologies. Blending hydrogen into the gas network has been given a huge thumbs up from voters.” “They can continue to use their gas boilers, cookers and fires as they do now, and their carbon emissions will be cut, with them doing nothing. It’s a real win-win situation that is recognised by voters, already struggling with energy bills and having no spare cash for expensive alternatives to gas boilers.” “And the impact is huge. Across the UK’s 23 million homes, it amounts to 6 million tonnes a year saved – the same as taking 2.5 million cars off our roads. BCEGI appointed to build Phase three at Middlewood Locks

BCEGI has been appointed as preferred construction partner to deliver phase three of Scarborough Group International’s £1 billion mixed-use development Middlewood Locks, in Salford at the gateway to Manchester City Centre. BCEGI has already completed phases one and two at the award-winning scheme which is one of the largest regeneration projects in the North-West and the UK. The first phase of 571 homes completed in September 2018 and phase two of 546 homes completed in November 2021. Phase two was purchased by award-winning PRS operator Get Living for its first PRS venture outside of London. Both phases are sold out and a new community of over 1,000 residents now live at Middlewood Locks where iconic brewery brand Seven Bro7hers has opened its first beer house alongside Co-op Food and 92 Degrees coffee shop. Phase three which has been named ‘Railings’ features 189 new homes which includes 176 one to three -bedroom apartments in two blocks, one of 10 storeys and the other 12 storeys, on the northern side of the canal opposite Phase 1. Regeneration specialists Peel L&P has launched a 30-year strategy which will see the site become the largest regeneration project in the UK, creating up to 20,000 permanent jobs. Wirral Waters is supported by central Government as a key part of its levelling up strategy.   Working in close partnership with Peel L&P and Wirral Metropolitan Borough Council (“WMBC”), PIC is the sole investor for the development of a Build-to-Rent scheme, comprising 500 one- and two-bedroom apartments, with an affordable housing component of 100 homes. Rents on the affordable units will be a maximum of 80% of open market value, delivering significant social impact.    The project will transform the brownfield site into a sustainable location for local and international businesses, creating more than 20,000 permanent jobs for the Liverpool City region, as well as offering a breadth of new housing opportunities. Wirral Waters was designated Enterprise Zone status in 2011 and has been supported by Homes England.  The Build-to-Rent development will use a long-term, regeneration lease structure, providing funding for WMBC which would not have been available from traditional structures, whilst generating the secure long-term cashflows which allow PIC to match its pension payments decades into the future.   WWO brings together an ideal partnership of a long-term investor, a highly experienced developer, and a forward-thinking local authority to generate considerable social value, including:   One in five apartments to be designated as affordable housing units, with rents set at a maximum of 80% of open market value.  All buildings across the Wirral Waters regeneration project are targeting BREEAM Excellent, including WWO, as well as significant bio-diversity improvements with the planting of more than 1,600 trees so far.   WWO will use a range of energy efficiency and low carbon technologies to reduce carbon emissions, including solar power systems, air source heat pumps, and electric vehicle charging points.  The Peel L&P delivery team will continue to engage with the Wirral Met College’s construction students for site visits, seminars, work experience and apprenticeships, enabling the students to benefit from experience on the project as we seek to create the construction workforce of the future.   Sustainable Urban Drainage to manage surface water from the site into the Docks through the provision of rain gardens, climate tolerant planting and tree pits designed to accommodate a 1 in 100-year storm.   James Whitaker, Executive Director of Development at Peel L&P, said: “This project is a great example of partnership working that will not only deliver this development but will act as a model for other schemes in the future. Green light for first phase of Begbroke Science Park expansion

New research buildings will meet innovation needs of the future Oxford University Development (OUD) today confirms reserved matters planning consent has been granted for the first phase of its Begbroke Science Park expansion, which comprises two new state-of-the-art research buildings. This first phase of the scheme will bring forward new research facilities for the University’s Mathematical, Physical and Life Sciences departments and associated groups, as well as providing space to incubate spin-out companies. The two buildings, totalling 12,500 sq. m., will house both academic and commercial research at the Science Park, north of Oxford. The development will also deliver improvements to sustainable transport infrastructure, as well as soft and hard landscaping and public art integrated into the landscape.   Anna Strongman, CEO, Oxford University Development, said: “This first phase of our vision to progress the design and development standards of Begbroke Science Park is one step closer to realisation thanks to the consent granted today.
