A £102 million contract has been sealed by Balfour Beatty for the delivery of 302 Zero Carbon Homes near the Queen Elizabeth Olympic Park. The firm will build phase one of the East Wick and Sweetwater development, which involves four mixed use buildings, including 302 apartments, townhouses and duplex residencies and a number of associated commercial facilities including retail and leisure amenities. The new homes will contribute to the transformation of the Queen Elizabeth Olympic Park, providing a new, diverse and vibrant part of East London, as well as 1,500 new homes for the community. Around 500 people are expected to be employed at construction peak, with 7% of the workforce made of up apprentices. “This contract award builds on Balfour Beatty’s strong relationship with the Queen Elizabeth Olympic Park and the London Legacy Development Corporation, having constructed the London 2012 Aquatics Centre and delivered transformative engineering works to the London Olympic Stadium. We look forward to providing East London with a lasting legacy by creating a range of employment opportunities for local people and businesses through the development of this new and exciting neighborhood,” said Graham Hill, Balfour Beatty’s Managing Director for its London Regional construction business. This work is the first of seven construction phases for the development and is being supported by equity from Balfour Beatty Investments in joint venture with Places for People and borrowed funding provided by Homes England. McLaren Builds Leicester City Training Centre

A new state of the art training centre will be built by McLaren Construction for Leicester City as part of a major deal between the two. “We are very excited to work on this prestigious project. It’s a wonderful opportunity to partner with Leicester City to create a facility that will help to shape the next generation of top sportsmen and women – for the club and for the sport. We bring our considerable experience in sports and leisure facilities to the project, as well as our reputation for quality and timely delivery,” said Kevin Taylor, Chairman of McLaren Group. The training centre will host new facilities for the Premier League football team, including 11 full-size outdoor pitches, eight smaller pitches, five training grids and two goalkeeping areas. The indoor facilities include 35 bedrooms, a hydrotherapy pool, rehabilitation facilities and dining areas for the club’s academy and first team, as well as administration offices and a media centre. A full-size indoor artificial pitch will also be located next to the main building. Furtmermore, the development contains a sports turf academy which will be used to train the next generation of grounds-people, and a 499-seat mini-venue show pitch, so that the under-23 and under-18 teams can experience a match environment. Principal contractor McLaren will complete the project, which is scheduled for completion in mid 2020, on the grounds of the former Park Hill Golf and Fishing Centre at Charnwood, supporting biodiversity with the delivery of 17 new ponds and 38,000 new trees.

The content of the Chancellor’s Spring Statement washed over many in the property profession as the Brexit storm continued. But the decision by Philip Hammond to allow upwards extensions through Permitted Development (PD) Rights is significant news. The announcement, which forms part of a package of initiatives to breathe life into the ailing high street, is set to go ahead via regulations due this autumn and followed an extremely contentious consultation earlier this year. In the absence of a planning process to scrutinise projects that will add to building heights, the issue of Rights of Light (ROL) becomes a very serious consideration, and one with significant consequences. ROL is a form of easement in Common Law which entitles property owners to benefit from a certain level of light, which can be measured (before and after construction) by technical ROL assessments. A ROL may be acquired by an aperture that has enjoyed a level of light uninterrupted for 20 years. There many other ways apertures can also enjoy this right. Because Daylight and Sunlight assessments are usually a component of a planning application, they are currently required at an early stage in the process. The planning system also necessitates that local residents are consulted on a planning application, allowing those with legitimate concerns to assert their point of view. With this step removed, developers could potentially proceed unaware of any objections – resulting in building works then being halted through an injunction either during the process or post-completion. So while developers might look set to gain from the opportunity to create additional storeys and in doing so, increase the net lettable areas of commercial properties, in reality the situation is precarious. Without the stringent procedures and ultimately the reassurance that the planning system offers, developers could potentially embark on building works and only on completion suffer significant consequences. This could be anything up to a year post development and in extreme cases up to 6 years. In fact, there is already precedent ordering new construction to be torn down in such circumstances. In 2010 the courts ordered the demolition of the top storeys of a building in the centre of Leeds because it obstructed a neighbour’s natural light. Needless to say, following this case there has been a significant increase in the public’s awareness of their rights. The likely result of this change in policy is that we will see an increase in the number of both investigations and claims. Although we anticipate that the permitted development rights will take into account issues including overlooking and overshadowing, it is unclear how this would be implemented. Strategically-minded developers may seek to prevent or extinguish Rights of Light from being acquired by issuing a Light Obstruction Notice (LON) for a period of 12 months prior to construction – after which, nullifies a claim for light if left unchallenged, thereby resetting the prescriptive 20 year clock. It is unsurprising that the number of professionals offering expertise in this area has grown considerably in the past years. Having worked for an ROL specialist for many years, I saw considerable benefit in joining Trident, which, as a multidisciplinary building consultancy, has the ability to advise both (would-be) developers and neighbours in the context of the bigger picture. As land values increase and buildings grow taller, ROL has become increasingly important. Combining PropTech, extensive theoretical and practical knowledge, and the support of its national network, Trident’s growing ROL team has the capacity and resources to meet the demands of all project sizes, in all locations. While permitted development rights offer some freedom, too much freedom can be dangerous: pushing risk further down the line only increases risk. The Marq project has been completed by Skanska for its client The Crown Estate. “Handing this project over on time, within budget and to such a high standard is a fantastic achievement. Working together with all of our stakeholders has created a strong working ethic that has delivered our customer’s requirements and it’s a building that they can be proud of,” said Richard Kirkpatrick, Project Director. The development features three pieces of bespoke artwork by Jacqueline Poncelet, with two external elements – splay corner and gates – being complemented by an interior wall-based artwork. Moreover, the building is on target to achieve a BREEAM ‘Outstanding’ rating for the office space and a WELL Building Core and Shell Gold certification. On this project Skanska was also supported by Rolfe Judd (architects), Waterman Group (structural engineers) and Watkins Payne Partnership (services engineers). “This has been a complex project at a busy location with several constraints on the site. It has been an exciting project for us, involving creative engineering in close proximity to nearby buildings and busy streets. The structural works have gone very smoothly thanks to close collaboration between all parties. The project is a great credit to all involved,” commented Richard Whitehead, Board Director of Structures at Waterman.

Built by Willmott Dixon, the Centre for Advanced Low-Carbon Propulsion Systems (C-ALPS) houses some of the most advanced test facilities currently in the UK and is available to car makers, airplane manufacturers, small and medium-sized companies to accelerate the creation of new powertrain solutions for use across automotive, aerospace, marine and rail sectors. “It is a pleasure to be working with Coventry University and FEV to create this cutting-edge facility. Research into low carbon technologies is incredibly important and, as a carbon neutral business, it is something close to the heart of all of us at Willmott Dixon. It was a challenging build, but thanks to strong relationships and communication between all partners, C-ALPS has been a great success,” said Peter Owen, managing director of Willmott Dixon in the Midlands. “Similarly, the constrained location came with its challenges due to being surrounded by businesses, a church, a university and residential areas – it’s very different to most of other FEV sites around the world which are normally located miles away from other buildings. Because of this, our design partner Broadway Malyan designed its cladding to blend in with the environment and complement the site’s location,” Peter added. The hub will allow experts from across the world to conduct research into vehicle hybridisation, electrification, plus enhancement of conventional and alternative fuel-based powertrains to meet the requirements of future transportation and future cities. It is part of a long-term collaboration between Coventry University and FEV, the international leader in design and development of advanced gasoline, diesel and hybrid powertrains and vehicle systems. The development has created five testing cells, offices, a workshop, car parking and soft landscaping. Bristol Airport Fire Station Has Been Handed Over

Power Investment Boosts London Electricity Developments

UK Power Network has invested £600 million to boost London’s electricity network. The company’s major works have enabled the redevelopment of the Greenwich Peninsula, Nine Elms, Kidbrooke and White City, plus flagship projects such as Crossrail, the Thames Tideway tunnel and HS2. This annual investment is part of the company’s commitment to invest £1.6 billion in London from 2015 to 2023. Since the beginning of its investment, UK Power Networks has developed a number of new electricity sub stations. “We work with developers, land owners and local authorities to ensure they have the power they need to progress their plans, which ultimately delivers economic growth for all,” said Director of Connections Mark Adolphus. “In the first six months of 2018 we commissioned five main substations to boost the capacity of the London network – that’s the most investment we’ve seen since the 1960s. That includes three main electricity substations within three kilometres of each other; Black Wall Way and Greenwich are catering for infrastructure developments. The third is Crossrail Limmo which is fully funded by our customer. This new infrastructure is the result of a lot of hard work from employees across our business and it represents a huge growth in our network capacity,” Mark added. The total power capacity being installed in London is around 540 MW- which is equivalent to powering 270,000 new homes. New substations providing extra power capacity and built since 2017 include Greenwich Peninsula, Camden and Whitechapel. Other projects under construction to power further development in areas of London and facilitate more infrastructure projects, include new substations at Nine Elms, White City, Willesden and Silvertown. UK Power Networks adds tens of thousands of new connections to its networks every year, runs 30,000 kilometres of high voltage cables under the streets of London, and is developing a smart grid to support changing energy needs.

Teeside University New Building Has Been Completed

Teeside University has welcomed its latest flagship building, which has been completed as part of a new UK centre of excellence for biosciences set to open later this year. The new National Horizons Centre, the University’s research, teaching and training facility, was delivered by Wates Construction over a year-long build programme. The £22.3 million building will sit at the heart of a cluster of excellence on Darlington’s Central Park alongside the National Biologics Manufacturing Centre and the University’s Centre for Professional and Executive Development. At peak construction periods, Wates’ team stood at 125 site operatives with extensive opportunities for training and employment for local people also created. On-site training has also included the contractor’s industry leading Building Futures course, which is designed to introduce local jobseekers to careers in construction. The course at the National Horizons Centre led to long-term employment for 50% of candidates with Wates and its supply chain. “The new National Horizons Centre is one of the biggest investments we have made so far. Our rich history of innovation, research and development is set to continue thanks to this state-of-the-art facility in Darlington. Just a year ago, I was stood in an empty field and we were breaking ground on this world-class biosciences research facility – and now we’re seeing the results. I’m also delighted to see that local businesses and local apprentices have benefited from the construction phase,” said Tees Valley Mayor Ben Houchen. “The new economy will be built on biologics and digital – key sectors we need to support. This massive £17.5million commitment of ours is testament to the importance we have placed on securing jobs for the future,” he added. UNNIN Parkside Development has been working with Winvic Construction, who completed this recent milestone, to refine the design and solve engineering challenges for the last six months. “Winvic has been making excellent progress on Parkside and their knowledge of city-centre, high-rise developments is evident.
