Government Signs Contracts for Hinkley Point C

The government has now formally signed contracts with Électricité de France (EDF) and China General Nuclear Power Group (CGN) for the £18 billion Hinkley Point C nuclear power station. At a ceremony in London last week, documents were signed by UK secretary of state for business, energy & industrial strategy Greg Clark, EDF chairman & chief executive Jean-Bernard Levy and CGN chairman He Yu. They signed the contract for difference, which will guarantee the above-market rate at which the UK government will buy electricity generated by the plant, and the secretary of state investor agreement, which will give the UK government control over future ownership transactions. The contracts will also allow for the development of new nuclear power stations at Sizewell B in Suffolk and Bradwell B in Essex. EDF said that the event marked the end of the development phase of the scheme after years of preparing and planning. Chairman Jean-Bernard Levy commented: “Contracts signed today with the British government and with our historic partner CGN are the result of years of hard work of the teams which have brought us to this point. “The project is of strategic importance for EDF Group and the nuclear industry. All of the employees of EDF Group around the world can be proud of the progress we have made. Now the next phase is underway. Balfour Beatty said that the acquisition will enhance its position in the rail market of the UK and will expand the global reach of Omnicom Engineering’s asset monitoring systems. Omnicom Engineering, founded in 1995, is a UK firm that specialises in developing vehicle borne software and hardware platforms for asset survey, inspection and monitoring. The business is based in York and Derby, with clients including Network Rail in the UK and Australia’s largest rail freight operator, Aurizon. Omnicom Engineering specialises in video and laser surveys, as well as high-speed video inspection, such as OmniVision which allows clients to replace manual track inspection with automated machine vision from a high speed vehicle. Eight hours of data can be captured at speeds over 160km/h and processed within 48 hours. Among Balfour Beatty’s existing systems are high -speed laser and inertial measurement of track geometry, infrastructure gauge, points condition monitoring and software solutions to visualise condition and support asset management decisions. Smart Meter Rollout Suffers Further Delay

The full smart meter rollout has been hit with a further delay, as the smart meter network operator missed its deadline for go-live. The Data and Communications Company (DCC) was due to go live on September 30, after a number of delays since its initial date in December 2015. The Department for Business, Energy and Industrial Strategy (BEIS) have not yet confirmed a new date but the infrastructure is crucial to connect smart meters to business systems of energy suppliers, network operators and other authorised service users of the network. A spokesperson for the DCC commented: “The national data and communications infrastructure is in the final stages of testing and is making good progress. We are working hard to deliver the network at the earliest possible opportunity to the energy industry.” The government has set out deadlines for the use of the DCC and meter installation as part of its plans to ensure a “timely” rollout, and ensure both energy suppliers and distribution network operators are ready to commence the rollout from the DCC go-live date. All domestic suppliers are required to be using the DCC by August 1, 2017, while major suppliers will also have to install 1,500 SMETS2 meters by February 1, 2017. A BEIS spokesperson said: “Smart meters will enable suppliers to deliver innovative products and services and help consumers to bring down their energy bills. This new infrastructure will make it easier for consumers to switch and is in the final stages of testing.” The industry is already concerned about meeting the target of offering a smart meter to all UK householders by 2020. Consultancy business KPMG has warned that the current installation rate would have to rise five-fold in order to meet the target. As previously advertised, the Government has confirmed that the Help to Buy mortgage guarantee scheme will close to new loans on December 31, 2016. The programme was introduced three years ago to raise the availability of high loan to value mortgages. According to the Government, confidence has now come back to the market with a rising number of lenders offering 90-95% loans away from the scheme. The government will continue to offer the very popular Help to Buy equity loan and ISA schemes. In a letter to the Bank of England on September 29,  the Chancellor Philip Hammond confirmed that the scheme would not be extended. Paul Smee, Council of Mortgage Lenders Director General, commented: “Help to Buy continues to give a welcome leg-up to many creditworthy buyers who may not otherwise have been able to get a foothold on the property ladder. The scheme has helped buyers right across the country, including a high proportion of younger borrowers and first-time buyers. Stewart Baseley, executive chairman of the Home Builders Federation, added: “Help to Buy continues to drive demand for new build homes by making home ownership more affordable and realistic. Its success is directly leading to more homes being built as it provides the confidence developers need to invest in the land and people required to increase their output.” Meanwhile, Richard Sexton, Director at e.surv, said that to date, the government has shown enthusiasm supporting the housing market, however this U-turn by the Chancellor begs the question of whether a change of emphasis is in the offing. The scheme’s early success resulted in a number of high street lenders including higher LTV products in their offerings. With this in mind, the withdrawal of Help to Buy may not have a dramatic an impact on the market.  However, lenders who made plans to include the scheme as part of their product range may now have to revise their strategies.
