Slight drop in value of contract awards in October but activity remains strong

The total value of construction contract awards in October 2020 was £4.9 billion based on a three-month rolling average. This is a decrease of 9.4% on September and follows three consecutive months of good growth. Annual comparisons show it as 1.1% lower than for October 2019. In the three months to October 2020, total contract awards were valued at £14.7 billion which is 75.7% higher than for the previous quarter and is also 1.3% higher than for the comparable quarter ending October 2019. There was an increase of 8.7% for contract award numbers this month at 871 compared to September. Annual comparisons show marginal (0.8%) improvement. The latest edition of the Economic & Construction Market Review from industry analysts Barbour ABI, highlights levels of construction contract values awarded across Great Britain. The North West was the leading region in October with 19.8% of awards and a total of 120 projects. The second largest region was London with value share of 13.8%, whilst tying for third place was the East of England and Scotland both with 11.1% of awards. Analysis by sector indicates that residential maintained lead status in October accounting for 36.8% of awards. Underpinned by some major civils awards, infrastructure was the second largest region this month with 22.2% of awards and 131 projects. Commenting on the figures, Tom Hall, Chief Economist at  Barbour ABI and AMA Research said, “The value of contract awards decreased from £5.4 billion in September to £4.9 billion in October but the number of awards continued to increase month on month. It is encouraging that since coming out of the first UK-wide lockdown, contract awards remain at long-term average levels. While there remain many downside risks, more positive news has emerged over the last month, not least construction sites staying open over the second lockdown plus positive vaccine trials. PICK EVERARD APPOINTED TO DESIGN NEW PRISONS FOR THE MINISTRY OF JUSTICE

LEADING independent property, construction and infrastructure consultancy Pick Everard will play an integral role in the design of four new prisons – to be built in Yorkshire and in the North West and South East of England – following its appointment by the Ministry of Justice (MoJ) to its New Prisons Programme (NPP). The MoJ and HM Prisons and Probation Service (HMPPS) aims to deliver a decent, safe and secure estate that supports offender rehabilitation. These four new prisons will be designed with this in mind and provide prison staff the necessary tools to prevent offenders from being drawn into further criminal activity whilst serving their sentence in custody and turn their lives around. Pick Everard – operating under Perfect Circle’s unique collaboration – has been appointed as client designer for the project, with procurement and delivery being accelerated through SCAPE, the UK’s leading public sector procurement authority. SCAPE’s direct award and fully performance managed framework will also help drive collaboration, efficiency, time and cost savings across the four sites. We are confident that Pick Everard will help us to meet these aims.” The NPP will initially develop the design for four new prisons – the first of which will be located in Full Sutton, Yorkshire, with a further three locations to be confirmed. The Pick Everard team has commenced a baseline design review, which began last month (October). This will be followed by the development of a suite of reference designs, which will be used to deliver the four new prisons together with potential expansions of existing sites.   Pick Everard will work closely with the MoJ to develop its existing ‘baseline design’ for prisons and deliver site specific designs for each of the new prisons. There are currently two prisons under construction to a ‘common’ design – one in Wellingborough (named HMP Five Wells) and the other in Glen Parva – which will form the basis for the new reference prison designs. The designs will introduce further opportunities to implement modern methods of construction and adapting current designs to meet ambitious new sustainability targets in support of achieving a net zero carbon estate. IOM’s clients are benefiting from 50-years’ experience of keeping workers healthy and businesses compliant.  The Institute of Occupational Medicine (IOM) has been at the forefront of scientific research to understand and mitigate a range of occupational and environmental health risks for over 50 years.  “IOM understands the risks affecting human health in the workplace and the wider environment,” says Managing Director Nathan Baker. “Through scientific research and workplace protection services, we support companies to understand and mitigate a range of health risks, keeping their workplaces safe, healthy and compliant.   “Our work started in coal-dust and asbestos and has evolved to include modern-day risks such as carbon nanotubes, occupational diseases, air pollution and coronavirus.” Key capabilities include air monitoring for hazardous substances (such as dust, silica and chemicals), noise and vibration measurements, face fit testing, design and review of ventilation systems along with final testing, and BREEAM certification. Successful collaboration was fundamental. Nathan says he was “so proud that our team’s efforts were a major contributing factor to the hospital opening on time and safely for the patients using it.” 2020 has been challenging for all and IOM, like many other businesses, had to evolve. “We have actually adapted and improved how we work based on our experiences this year. We have adopted virtual first, travel last principals, which has made us much more efficient and more accessible. “We have adapted to the changing needs of clients as they return to work or continue to work under the restrictions in place. We have taken a much more agile approach to meet client needs. We are constantly innovating – whether that be changing how we work or finding new solutions to client issues. The team at IOM are leveraging the last 50 years of solution finding experience and applying it to the modern world. Additional Contract Win for ENGIE Fabricom

One of the UK’s leading engineering and construction companies – ENGIE Fabricom – has secured an additional contract as part of a major framework agreement with owners and operators of strategic gas assets across Europe. The new contract will see ENGIE Fabricom manage and coordinate the full implementation and commissioning of two upgraded pairs of Uninterruptable Power Supply (UPS) systems, which play an integral role in maintaining critical emergency power should there be a failure with the input power source or mains power. The win comes on the back of ENGIE Fabricom delivering the following for its client over the last two years: A resilience study on the UPS’s assessing all critical loads on the site; Provision of detailed documentation outlining the full capability and resilience of the systems, including a series of recommendations to reduce the risk of equipment failure; Delivery of a FEED study and detailed design of the upgrade, including specifications for the new equipment; Additional support in suitable vendor selection of the new equipment. In the next phase of the project ENGIE Fabricom will manage and commission the upgrade of the UPS systems during a shutdown period in 2021. As part of this, the company’s responsibilities include: Shutdown planning and site coordination of the project; Engagement with the site incumbent installation contractors and systems integrators; Taking on the role of ‘Technical Authority’ on behalf of our client in relation to the main equipment supplier. This project is another great example demonstrating the company’s complete end to end capabilities. It has worked closely as a partner alongside its client to take the project from the initial conceptual stage to define the problem and develop a robust solution, which ENGIE Fabricom will now see through to managing the implementation and commissioning stages.

Built on behalf of Burley Place Ltd (BPL), the seven storey building used 5,700 tonnes of concrete and over 55,000 bricks to create its structure.  John Currie, regional director for Tolent, said: “Union has been a fantastic project to work on and our teams can be really proud of what they have achieved. A long term retrofit strategy is needed over the next two decades to make all our existing homes more energy-efficient. “Such a strategy has the potential to create hundreds of thousands of new jobs and save the NHS as much as £2 billion because of the cost of people living in poor housing conditions.” The Royal Institution of Chartered Surveyors, RICS, has said the grants are not enough to help with the costs of home insulation, heat pumps, or solar thermal heating systems. Government vouchers of up to £5,000, and £10,000 for those on benefits, is insufficient, it claims. “Only a small proportion of properties can be renovated within the scope of current incentives made available by the UK government,” said RICS data analyst Jon Querejeta. Existing building stock with poor energy ratings is massive More than half of the UK’s 29 million houses and more than a third of its one million commercial properties were built before 1970 and as a result, have low energy performance ratings. “In our opinion focusing on renovations and retrofitting should be central to the green recovery. The green homes grant scheme is a good start and we recommend that the government should consider using the scheme as a pilot project to roll out more energy renovation measures and incentives,” said Mr Querejeta. RICS would like all properties to be brought up to a minimum energy performance certificate rating of C by 2035. New build housing generally has an energy performance rating of at least B, however, it makes up just one to two per cent of current housing stock. The professional body argues if VAT on repairs and maintenance was cut from 20 to five per cent this would be a motivator for homeowners hiring traders to do energy performance work. Brokers Hank Zarihs Associates said development and refurbishment finance lenders were keen to support builders in embracing the business opportunities green retrofits presented.
