When many of us in the electrical contracting industry think of temporary electrical installations, we tend to think of the wide range of short-term installations such as public or private exhibitions or events, parties or events associated with the entertainment industry like touring shows, theatrical, radio, TV or film productions. But in fact, temporary electrical installations are usually required at some stage for a range of new building projects, large and small, and even existing buildings can be subject to temporary installations. A temporary supply may also be required where a building is to be demolished or even needed due to unforeseen circumstances, such as failure of critical supplies. In short, temporary supplies are an integral part of the electrical installation industry. This article will address the topic of temporary electrical installations. We’ll discuss two specific scenarios, each requiring temporary supplies for different reasons and each having very different loads. We’ll then review some issues to consider when installing temporary power supplies. Scenario 1 – a data centre In a large data centre, a rising busbar with a source from an air circuit-breaker (ACB) rated at 3,200 A, supplies main switch panels each of which, in turn, supplies critical IT loads and their associated supporting infrastructure, such as cooling equipment. Due to recent flooding, the main busbar has shorted out, resulting in a loss of supply. An uninterruptible power supply (UPS) had been installed. The UPS system is comprised of a battery system to supply IT equipment during short-term outages, backed up by diesel generators. When the supply failed, the UPS system took over and performed as intended. However, a replacement busbar had a six-week delivery time and there would be a further delay to allow for its installation due to business critical issues. A realistic estimate was that it could take two to three months to replace the busbar. The manufacturer of the generators advised that the generators couldn’t be relied upon to maintain the supply adequately for that amount of time. To ensure resilience of supply for the critical system, a decision was taken for the temporary installation of cables to replace the rising busbar to power the critical loads until the replacement busbar could be installed. The cables could then be run from the original ACB to the main switch panels supplying the critical loads. Scenario 2 – a construction site                                                                             In a large construction site, the site project manager had underestimated the power requirements for the site and separate generators had to be installed to provide temporary supplies to the tower crane, hoist and maintained lighting for flats under construction. A document of interest is BS 7375:2010, Code of practice for distribution of electricity on construction and building sites. BS 7375 is referred to in two notes in Section 704 of BS 7671 with regard to PME earthing facilities and Regulation 704.411.3.1 places restrictions on the use of PME earthing for an installation falling within the scope of Section 704. Most construction sites are provided with a TT supply which requires an RCD to provide automatic disconnection in case of a fault. Regulation 704.411.3.2.1 states that an RCD with a rated residual operating current not exceeding 500mA must be used (consult this Regulation for the complete requirements). Guidance on earthing is contained in BS 7430:2011, Code of practice for earthing. Temporary electrical installations and BS 7671                                                                 Temporary electrical installations can carry risks, even in the most benign of environments. BS 7671 applies, not only to fixed installations, but also to temporary installations. There is no relaxation of safety standards in BS 7671 for temporary installations. BS 7671 defines a temporary electrical installation as an, ‘Electrical installation erected for a particular purpose and dismantled when no longer required for that purpose’ (Part 2, Definitions). Regulation 110.1.3 states that, in some cases, BS 7671 may need to be supplemented by the requirements or recommendations of other standards and, included in a list of examples is BS 7909, Code of practice for temporary electrical systems for entertainment and related purposes (item ix). Running temporary cables The cross-sectional area (csa) of the temporary cables must be adequate for the loads to be supplied, taking voltage drop into account together with any applicable rating factors. When running temporary cables which are buried in the ground, the general requirements for buried cables given in Regulation 522.8.10 must be consulted. That is, the cable must either be run in a conduit or duct or else have an earthed armour or metal sheath, or both, suitable for use as a protective conductor incorporated. Buried cables, conduits and ducts must be buried at a sufficient depth to avoid being damaged by any reasonably foreseeable disturbance of the ground. A depth of 0.5 m is generally considered as a minimum depth. When running temporary overhead cables, the guidance contained in Appendix G of IET Guidance Note 1, Selection and Erection and also in Table D2 of the IET On-Site Guide is applicable. Generally, overhead cables must be suitable and adequately supported with a maximum length of span of 30 m and a minimum height above ground of 5.8 m where vehicles may run underneath and 3.5 m in areas inaccessible to vehicles. Guidance for running underground and overhead cables in specific circumstances are given in Sections 708, 709, 730 of BS 7671. Conclusion     There is no limit to how long a temporary electrical installation may remain in operation and the designer must consider the possibility that it might remain in operation for longer than anticipated and design the system accordingly. When designing temporary installations, the risks must be assessed, and certification must be provided in accordance with BS 7671. Table 3.2 of IET Guidance Note 3 Inspection and Testing contains recommended initial frequencies of inspection of electrical installations. Temporary installations are not mentioned specifically but the recommendation that construction site installations should be inspected and tested every three months seems reasonable to apply to temporary installations. IT is vital the construction industry educates itself on competition law – according to East Midlands-based law firm Nelsons. The warning comes after two of the UK’s largest rolled lead sheet suppliers – Associated Leads Mills and BLM British Lead – admitted to taking part in anti-competitive arrangements between October 2015 and March 2017 following an investigation by the Competition and Markets Authority (CMA). As part of an agreement reached with the CMA, the two firms could face fines of more than £11 million. Following the investigation, which started in July 2017, the CMA has issued revised provisional findings indicating that Associated Lead Mills and BLM British Lead were part of anti-competitive arrangements that included: Sharing the market, including by arranging not to target certain customers; Colluding on prices; Exchanging commercially sensitive information on prices; and Arranging not to supply a new business that risked disrupting the firms’ existing customer relationships and which was a potential competitor in the market. Emma Ward, partner in Nelsons’ dispute resolution department, who is Midland Lead’s solicitor, said: “The admissions and the CMA’s provisional findings are strong reminders that companies need to understand the obligations imposed upon them by competition law. “An infringement of competition law can occur at any level in a supply chain, with anti-competitive practices ultimately depriving customers of the efficiency, innovation and fair pricing that fair competition encourages. In addition, such practices can make it extremely difficult for other businesses that aren’t part of the arrangement to survive and grow. “If you believe that your business has suffered a loss as a result of anti-competitive practices, then you could have a right to claim compensation.” Midland Lead – a family-owned company that has been manufacturing machine cast lead for the past 37 years – is actively against cartels, stating that they not only tarnish the reputation of the industry, but also cheat customers. Boudewijn Tuinenburg, managing director at Midland Lead, said: “We hope that the outcome of CMA’s investigation and provisional findings send a warning to the construction industry of the importance of understanding competition law. “We have never been a part of the arrangements between Associated Leads Mills and BLM British Lead or arrangements with any other rolled lead sheet manufacturer and we pride ourselves on operating with integrity. We work independently and welcome competition as we know it encourages innovation and pushes for excellence in customer service.” Lynn Street, marketing and sales manager at Midland Lead, added: “We have successfully grown our business in the UK and overseas by being innovative, customer-focused and providing high quality products in an ethical manner. “Together as one industry sector, we can promote lead, share innovative ideas and fund research. However, the fact of the investigation and the provisional findings mean that as an industry, we will never be able to sit down in one room without suspicion – and that is unfortunate for the entire industry.” According to research commissioned by the CMA in 2018, 77% of UK businesses admit to not understanding competition law, with 79% of respondents stating that they regularly meet with rivals in social situations. Emma said: “It’s important that businesses understand the rules. An anti-competitive arrangement can be reached informally over a beer – it doesn’t need to be documented by a formal, written agreement. The informal nature of some business deals, coupled with the lack of knowledge, means that there is a real risk of crossing the line. “The CMA can investigate if it has reasonable grounds to suspect there has been anti-competitive behaviour. The investigation itself can be stressful as the CMA can demand information (backed by sanctions of a fine if the request is not complied with), attend premises unannounced and require that questions are answered by any person connection with the business – from temporary staff, through to the MD. “If competition law is found to have been infringed, the consequences are serious and can damage a business as well as an individual’s career. Companies can be fined up 10% of their annual worldwide turnover, individuals can face prosecution, and directors can be disqualified. Businesses can also suffer reputational damage. “Proactive compliance is essential. It’s important to make sure that your business has a written competition law compliance policy and detailed staff training programme in place. A major risk factor is a lack of internal competition law awareness within a business, so these are vital to avoiding serious penalties. “If you think you or your company might have been involved in cartel activity, seek legal advice on how best to minimise liability. The CMA has a leniency programme – this allows a party to anti-competitive conduct to avoid fines and prosecution in exchange for reporting the arrangement and cooperating with the investigation.” Another firm, Calder Industrial Matters, remains under investigation in relation to one of the arrangements and continues to strongly deny the allegation. In its provisional findings, the CMA alleged that Associated Lead Mills, BLM British Lead and Calder Industrial Materials – which together account for about 90% of the rolled lead market and were former members of the Lead Sheet Association – entered into a cartel to share the market among themselves. However, the CMA has now revised its provisional findings stating that there was not a single overall cartel arrangement but four individual arrangements that broke competition law. Lee Marley, 46, is the founder of multi-million-pound nationwide enterprise Lee Marley Brickwork Limited, which he formed in 1997 at just 24 years old. Lee’s business is now one of the UK’s leading integrated brickwork, scaffolding and stone subcontractors, the company turned over £47.1million in 2019. Lee was born in Wembley, London, his grandfather was a bricklayer and by the age of 7 Lee knew this was a trade he too wanted to follow. The family moved to Devon when Lee was as a child and it was here that he got his foot on the construction ladder and completed a bricklaying apprenticeship at North Devon College. By the age of 19 he had two employees, one of whom still works for Lee today as a Project Manager! The team kept on growing and in 1995 Lee moved back to London with his family. The firm he was working for went bust but the customer took him on to finish the job, his small business went from virtually nothing to a million-pound turnover in 6 months. By the time he’d hit 25, the business was creating an annual turnover of five million. The company has continued to grow year on year and in 2001 Lee spotted a gap in the market and acquired a failing scaffolding business providing his clients with a one stop shop. The business has survived two recessions and Lee has learned valuable lessons along the way, looking ahead at forward workloads, splitting jobs across the sectors and how not to put all your eggs in one basket! Over the years they have worked on some exciting and high-profile projects and some of Lee’s major achievements in the industry include the Olympic athletes’ village, Eton College, Belmarsh Prison, Reading Station and The Defence and National Rehabilitation Centre in Nottinghamshire. However, Lee is very much a believer that you shouldn’t forget about the “bread and butter” residential building work and the more sectors the business has, the more outlets you have got to keep the business going. Lee’s righthand man Dan Clarkson partnered in the business in 2011 and has helped drive the company forward creating a new client base and developing customer relationships. Since Dan joined, the company have worked for more tier 1 contractors and the business has flourished. They have grown the scaffolding business from £1m a year to £10m a year turnover and the business as a whole from £14m to £47m a year. The company operate nationwide with clients across residential, commercial and public sector (MoD, MoJ, rail, and education etc.) Services include masonry, scaffolding and stonework. In 2015 and in order to meet the nationwide demand of their key blue-chip clients, the business expanded to Scotland and now works on projects across the Central Belt, between Glasgow and Edinburgh. In Lee’s driven style the company went from doing no business in Scotland, to securing the largest masonry package in the country within 4 years. Having trained as an apprentice bricklayer himself, Lee strongly supports the need to develop the next generation of bricklayers, scaffolders, stone masons and steel fixers. In 2016 he formed a partnership with Brooklands College in Surrey and now runs an Apprentice Programme at the College; 30 young people have been through this scheme so far. The apprenticeship teaches them what is relevant to the market such as modern methods of construction, fire barriers, insulation, IT, signing work off; all the aspects that are often hidden and could go wrong on a job meaning that  when they end up on site they are extremely valuable early on. In 2018 one of the apprentices, Tyler Pearce, was awarded Apprentice of the Year at the Construction News Specialist Awards. The Lee Marley Apprentice programme was awarded Apprentice Initiative of the Year at the 2019 Constructing Excellence SECBE Award 2019. The company also brings on apprentice and trainee scaffolders. Other accolades include the company being featured in the Sunday Times Profit Track 100, which ranks Britain’s private companies with the fastest-growing profits in 2019. They were also awarded Specialist Brickwork Contractor of the Year at the 2019 Brick Awards. This is their third win in six years having won in 2014 and 2017 also. Lee is proud to be investing in not only his company but in the future of the industry as a whole and the company also run a graduate programme at Reading University which they set up a few years ago, supporting young quantity surveyors and construction managers  on their journey to gain RICS or CIOB memberships. With Lee at the helm, the company continues to grow nationally on its journey as the first-choice brickwork, stonework and scaffolding supplier to many of the UK’s leading property developers and construction contractors. The distinctive, semi-elliptical shape of the new 90m high glass and steel office building at 70 St Mary Axe in London required proven passive fire protection and acoustic solutions that could fit with the unique curved frame. Leading manufacturer of fire, acoustic and thermal insulation products, SIDERISE, met the challenge.  Built by Mace, 70 St Mary Axe is another example of architects pushing the envelope when it comes to daring and striking design.  The curvaceous form of the 24 storey structure presented a number of challenges for façade contractor, Focchi, including the creation of a cold-curved glass panel. In addition, the building’s unusual shape meant each floor was slightly different from the ones above and below, therefore requiring a high level of accuracy and detail to meet the sound barrier and fire stop requirements. The collaboration with Focchi saw SIDERISE recommend the CW-FS 120 fire stop to seal the gap between the curved walling system and the slabs of this tapered building and also as a vertical barrier for each internal steel column. As well as being an effective seal against the passage of fire and smoke, the CW-FS 120 will also function as an effective acoustic barrier and plenum lining. SIDERISE also provided the BM/P acoustic barrier mat to assist in reducing flanking transmission between adjacent internal areas and further improve the room-to-room acoustic performance. Commenting on the project, Matteo Bugané, Project Manager at Focchi said: “The technical assistance and advice from SIDERISE was invaluable to ensure compatibility between the fire stops and our curtain walling system.  We also developed the vertical acoustic barrier with the SIDERISE team to reach the required 45dB performance requirements on the project. The experience working with SIDERISE on this project was excellent and we look forward to working with them on the next project.” Whilst specifying the correct product is vital, the quality of installation of a life-safety critical product is equally as important. Throughout the application, the SIDERISE Inspection and Reporting App provided Focchi with an efficient way to effectively inspect, record and seamlessly audit the quality of the installation of the fire stops. By capturing the relevant information on a tablet device, the contractor was able to highlight any issues in need of a resolution. The App allows the user to easily update data input fields, capture multiple photos for each area or element inspected, and then record as in accordance with recommendations, or otherwise. New Stage V Telehandlers and Track Loaders from Bobcat

Bobcat is launching new Stage V compliant telehandlers alongside Stage V versions of the company’s M-Series T450 and T590 compact track loaders. In both the new telehandlers and compact track loaders, the changes include several new features and options. The new machines are powered by proven Bobcat D34 and D24 Stage V high torque diesel engines, designed specifically for Bobcat compact equipment. Both of the new Stage V engines are based on well proven designs installed in thousands of Bobcat machines worldwide. New Stage V Telehandlers Offer Better Ease of Use and Efficiency The new D34 Stage V engine allows customers to operate their telehandlers in emission-regulated zones, thanks to the new DPF after-treatment system. In addition, the engine does not use Selective Catalytic Reduction (SCR), so there is no need for AdBlue®. A key aspect of the D34 Stage V engine is the new autonomous after-treatment system – DPF regeneration is performed automatically, with no impact on performance – this ensures peace of mind for the operator, allowing them to concentrate solely on the work at hand. “The 75 HP engine is mainly used by construction and rental companies in the United Kingdom, Italy and Benelux owing to its competitive price and simplicity, whilst still providing plenty of power to tackle all applications on the jobsite,” says Quentin D’Hérouël, Product Manager Telehandlers at Doosan Bobcat. The D34 Stage V 56 kW (75 HP) engine in the new telehandlers provides an average 7% lower fuel consumption and offers a 14% higher torque than the previous Stage IV engine, for more power at lower RPM and faster recovery. There is a choice of 11 different Bobcat telehandler models with the 56 kW (75 HP) Stage V engine, covering maximum lifting capacities between 2.6 and 4.1 tonne with lifting heights from 6 to 18 m.  The Stage V telehandlers feature a new engine hood with a steeper profile that increases visibility and reduces blind spots by 15% on the right hand side of the machines. Access to the engine compartment has also been improved, enabling easier maintenance.
 “The new 56 kW (75 HP) telehandlers will be followed by further Stage V models powered by 74.5 kW (100 HP) and 97 kW (130 HP) versions of the D34 Stage V engine, which will be launched in 2021. This will be a completely new generation of telescopics with dramatic user experience and low cost of ownership improvement,” adds Quentin D’Hérouël. All Bobcat telehandlers are covered by a three year/3000 hour warranty as standard from the factory, with the option of extending the warranty to five years/6000 hours. The entire Bobcat range of telehandlers is designed and produced at the company’s plant in Pontchâteau in France. New M-Series Stage V Compact Track Loaders The new T450 and T590 Stage V compact track loaders follow on from the recently launched Bobcat M-Series S450, S510 and S530 Stage V skid-steer loaders. All new M-Series loaders provide operators with increased performance, enhanced comfort and optimised maintenance requirements. These M-Series loaders are among the first models in the Bobcat compact equipment range in Europe to have the company’s new machine styling scheme, which includes 3D decals for the first time. “Like the S450, S510 and S530 models, skilful design work by our engineering team has ensured that even with the Bobcat Stage V engine incorporated, the same small dimensions and lift arm patterns are maintained on the new versions of the T450 and T590 compact track loaders. This ensures a truly compact size and low weight, so they can work and manoeuvre easily in tight spaces and can be easily transported,” says Jiri Karmazin, Product Manager Loaders at Doosan Bobcat. Thanks to the new Bobcat Stage V engine, noise levels have been reduced for both bystanders and operators and the vibrations lowered significantly as well to further increase operator comfort. The first engine oil service interval has also been extended to 500 hours, and improved fuel filtration means less frequent filter replacements and reduced running costs. Additionally, new DPF after-treatment technology works automatically without any interaction during normal operation. Improved Performance and Comfort The new Bobcat D24 Engine – with Bosch Fuel Injection System – improves overall machine performance, while meeting the strictest Stage V emissions regulations. Moreover, the engine power to weight ratio has been optimized in both of the T450 and T590 loaders. The new Stage V loaders now feature the previously optional Deluxe control panel as standard, offering a choice of different languages and telematics to protect the machines and to monitor their performance.
