City of Westminster approval to start 1,120-home regeneration scheme

Planning permission was granted on Tuesday 28th March for the major regeneration of three key sites in the Church Street neighbourhood. This followed a recent positive resident ballot result which saw the community support the revised proposals. The Church Street Regeneration Programme will deliver up to 1,120 new homes and will ensure the re-provision of all existing council homes with new higher quality council homes for social rent with affordable homes making up over 50% of the homes delivered in the scheme. The approved plans will enable the council to: The plans will transform the three key sites in the Church Street neighbourhood re-providing 228 council homes at a better quality, allowing council tenants the right to return, and delivering at least 156 additional council homes for social rent.  A further 169 intermediate rent homes bring the total provision of affordable homes across all three sites to over 50%. Local residents have voted in favour of the Council’s two major regeneration schemes at Church Street and Ebury Bridge.  This has unlocked £60m in additional funding from the GLA which has enabled delivery of higher levels of truly affordable housing. Along with the delivery of new homes, the regeneration will also deliver enhanced infrastructure and improvements to Church Street Market (such as increased storage and van parking for market traders) allowing it to continue to flourish and to provide opportunities for increased vibrancy and footfall. Cllr Matt Noble, Cabinet Member for Regeneration, Renters and Climate Action at Westminster City Council said: Now planning permission has been granted for Church Street, enabling work at Site A will begin later this year. The planning application submitted was a ‘hybrid’ application that consists of two parts: This means there will be further consultation and design development with the local community for Sites B, C and Church Street market, which will be done in due course. The council launched its new Fairer Westminster strategy in October 2022, which sets out how the council will work with the local community to support them and tackle inequality. The introduction of resident ballots aims to give residents a say on the future of their area and to deliver more council homes for social rent, building a fairer city for people to live in. As part of the new Fairer Westminster strategy, the target is for approximately 70% of affordable homes on council-owned developments to be Council homes for social rent. Bargate Homes Commences Construction at £13m Norton Chase Scheme in Lovedean, Hampshire

Bargate Homes has started construction at its latest development; Norton Chase, located in the East Hampshire village of Lovedean. The 2.61 Ha (6.45-acre) site straddles the boundary of East Hampshire and Havant, and will provide 43 much-needed homes for the area. Located off Lovedean Lane the scheme will provide a mix of one-, two-, three- and four-bedroom apartments and houses, set amongst 0.81Ha of public open space. Bargate Homes has provisioned 40% of the housing on the development as affordable. The design of the spacious site is highly considerate of the local area and vernacular and includes a number of sustainable initiatives. The £13m Norton Chase scheme is expected to take approximately 22 months to complete. 180 construction jobs will be created during the course of the project, providing a boost to the local economy. The new development is the sister project to Norton Heights, which Bargate Homes completed during 2018. Situated close to Lovedean village centre, the new homes will be built to a high EPC – B rating and designed to include a number of sustainable features. Each house will have a mixed recycling point, with external and internal storage, and an improved air tightness specification to ensure the energy saving performance of the homes is above current Building Regulations. The first tranche of homes will be available for occupation before the end of 2023. Green buffer zones will provide a valuable amenity function and retain and enhance local wildlife corridors. There will also be native tree and shrub planting to benefit local bird populations. A combination of both private and public open spaces will be created across the site, which will include a variety of enclosures to define the spaces. The new development is only 1.4 miles away from the town of Horndean, which has a local primary school, an array of shops, restaurants, and supermarkets. Horndean is also home to the Hazelton Common Nature Reserve, which is popular with locals. Rowlands Castle is the closest train station, which is two miles from the site, with trains running to London Waterloo in just under an hour and a half. The line also runs through Guildford as well as providing regular 21-minute services to Portsmouth & Southsea station. There is easy access to the A3 via the B1249, which leads onto the M25 and the wider motorway network. The design for the range of dwellings is in keeping with the local topology of the area. The site will utilise a single facing brick, with an alternative brick to add contrast where the house designs have traditional detailing elements. Key and corner homes will benefit from flint elevations to add variety and legibility to the street scene. Roofs will be simple in form with extensive use of reduced eaves and dormers in the principal elevations. Gables will be used occasionally on the larger dwellings, providing contrast and interest to the street scene, which is in keeping with the predominant architectural style found on the highly regarded neighbouring Norton Heights development. The proposals include 117 new homes for private sale and 63 affordable properties available for local people through low-cost rent or shared ownership, with a mix of one and two-bedroom apartments and two, three, four and five-bedroom houses. The project would also include allotments, a sports pavilion, two sports pitches – an artificial turf Multi-Use Games Area and a natural turf pitch – and retained woodland. Following public consultation, a planning application has been submitted to Horsham District Council. Daniel Bradbury, Managing Director of Bellway South London, said: “This site is allocated for housing in the Ashington Neighbourhood Plan and would deliver 180 much-needed new homes to the area. The Manton Development will comprise of a mix of two, three and four-bedroom houses, built over two and three-storeys, as well as two-bedroom bungalows. The site will also include green and open spaces, cycle routes and places for play and social interaction. All homes will benefit from energy efficient air source heat pumps, solar panels, highly insulated walls, floors, and roofs, and in addition – electrical vehicle charging points will be installed for residents, contributing to the reduction of fossil fuel usage. Planning permission was originally granted in spring 2019 for the site, with future plans for the project to seek further permission for a scheme of one and two-bedroom apartments – taking the final development up to approximately 120 homes. The first phase of the build will see the council deliver its very first low-carbon modular homes which form a key part of its vision to increase housing stock, contribute to net zero ambitions, and encourage growth and investment within the local economy. Telford Homes and Notting Hill Genesis have reached the latest milestone in the development of 267 new homes, more than half of which will be affordable housing, at the joint venture’s site in Royal Albert Wharf, east London. Phase 2b of the Gallions Quarter scheme, located on Atlantis Avenue in Beckton, part of the Royal Docks regeneration area, has now reached its full structural height. Telford Homes and Notting Hill Genesis celebrated the topping out of the two new buildings, which reach 11 storeys at their highest point. 132 of the homes will be for market rent, with a further 135 affordable rent and shared ownership homes. 40% of the total are 3 bedroom family homes. With completion expected in early 2024, residents will have access to communal landscaped podium gardens, secure parking, new public amenities provided across Royal Albert Wharf and benefit from a concierge for their security and convenience. The ‘topping out’ was marked by a ceremony attended by Telford Homes, Notting Hill Genesis, the Greater London Authority (GLA), Hunters, and the sub-contracting team. It closely follows a visit by Mayor of London, Sadiq Khan, in an endorsement of the scheme’s role in the multi-billion pound regeneration of the Royal Docks, which will transform the area into a new creative hub with thousands of new homes. With more than half of homes on the joint venture’s site classed as affordable, the scheme is also ahead of the Greater London Authority’s and London Borough of Newham’s 50% target. Gallions 2b is the penultimate phase of the wider Royal Albert Wharf masterplan. The regeneration is the first to be delivered under the New London Plan, addressing London’s need for new homes. Community and placemaking are at the heart of Gallions 2b, with buildings that respond to and reinforce the character of the public space and green infrastructure. 81% of the homes are dual or triple aspect, designed to improve wellbeing. 614m2 of separate play space has been designed for under five years olds, youth and neighbours. Over the lifecycle of the development 450 construction jobs have been supported.
