A property maintenance company has had an ISO certificate reconfirmed after a recent audit.  Platform Property Care – a subsidiary of Platform Housing Group – has passed an external audit for ISO 45001 by Direct Assessment Services – or DAS – a UKAS accredited certification body for international ISO standards.  The company was originally awarded the certification in November 2019; this latest review means the certificate is now valid for the next three years.  The audit – which took place between 23 and 26 September this year – covered a vast geographical area in Lincolnshire, from Grimsby to Skegness and beyond.  ISO 45001 is the world’s international standard for occupational health and safety, issued to protect employees and visitors from work related accidents and diseases.  Mark Lane, QESH Manager at Platform Property Care said : “It’s a true measure of a great team effort to achieve recertification of this internationally recognised standard; it demonstrates our ongoing commitment to all stakeholders and external regulators in relation to health and safety.  For our many customers, it also gives reassurance that all our work will be undertaken safely with attention to detail.  It places the customer at the very heart of what we do.  We are justifiably proud to have been awarded this certification again.”  The audit – which took place over a six day period – involved interviews with senior managers, lead engineers, service managers and trades people with 19 key people involved; nine workplace site inspections to observe safety working practices also took place.  Preparation for the audit began in May 2022 and involved compiling appropriate policies, procedures and systems; the process looked at how Platform Property Care demonstrates compliance with the clauses of the ISO45001 standard and related evidence.  Mark concluded : “This standards give assurance to the Board and the wider Platform Housing Group business, that Property Platform Care is a sector leading organisation.  External audits give a completely impartial measure of a business and we are proud of our achievements.  Our thanks and congratulations go to all those involved.”  For further information please contact Mark Lane, QESH Manager at Platform Property Care on 01684 579398 or email him at mark.lane@platformhg.com.  Building, Design and Construction Magazine | The Choice of Industry Professionals

Leading property maintenance and decarbonisation specialist Novus Property Solutions is celebrating a series of wins for its dedicated Sustain service, having been named as an approved supplier for several prestigious frameworks and organisations. The two-year framework involves a range of decarbonisation retrofit works on domestic and public buildings across all regions of England and Wales. Property management industry worth £30bn+

Research by Warwick Estates reveals that the UK’s property management services industry is on track to have a market value of more than £30 billion by 2025 as a pandemic slump makes way for consecutive years of steady growth.  The property management services industry covers all businesses that provide third-party or outsourced services to oversee the management and maintenance of property, as well as tenant relations, on behalf of owners or landlords. Today, the industry is made up of 22,245 businesses employing 309,172 members of staff, combining to generate a market value of £27.7 billion. This value represents an increase of 5.3% since last year but still isn’t enough to bring market value back to where it was prior to the pandemic. The current market remains -4.9% down on 2019 when its value peaked at £29.1 billion, but there needn’t be too much cause for concern because today’s value is still 26.8% higher than it was a decade ago.  Furthermore, projected figures suggest that 2022’s start towards post-pandemic recovery is paving the way for at least three years of continuous market growth culminating in 2025 when the property management services industry is expected to be worth £30.4 billion; a 9.8% increase on today’s value.  If this comes to fruition, it will mean that the market reaches a higher value that at any other point in the past decade, including its pre-pandemic peak of 2019.  Data tables Data tables and sources can be viewed online, here.

RDM awarded MOD contract with VINCI Facilities

RDM Electrical & Mechanical Services has commenced a new working partnership with VINCI Facilities on a substantial Ministry of Defence (MOD) Future Defence Infrastructure (FDIS) contract with the Defence Infrastructure Organisation (DIO). Works complete on new £2m waste and recycling centre at Tattershall

Construction work at Tattershall’s new household waste and recycling centre has now completed. The project was procured through public sector procurement authority, SCAPE and its Regional Construction framework, with main contractor G F Tomlinson beginning work on site in December 2021. Following a £2m investment from Lincolnshire County Council, the new facility has replaced an existing, privately-owned centre at Kirkby on Bain, which is now set to be decommissioned. The new site, which has a larger capacity, will handle, sort and dispose of materials more efficiently than the previous centre. The facility accommodates four state-of-the-art waste compactors, which feed ten containers. These are able to hold three times the amount of waste than a standard open top compactor, helping to reduce haulage costs and make for a more sustainable transfer to the waste station, by transporting more waste per journey. The facility will serve Horncastle and the surrounding area. The project utilised local labour through G F Tomlinson’s supply chain including Newark-based D J Swallow Construction, who worked closely with G F Tomlinson to complete the ground works and concrete slabs, as well as Lincoln-based electrical contractor, Brooke & Mayo. This helped ensure that 78% of the spend on the project was with suppliers based within 40 miles of the site. An official opening of the facility took place last month, with invited guests including Lincolnshire County Councillor, Daniel McNally, and counterparts from East Lindsey District Council, including Cllr Martin Foster and Cllr Craig Leyland. Lincolnshire County Council’s Head of Waste, Mike Reed, and East Lindsey District Council’s Assistant Director of Neighborhoods, Victoria Burgess, along with G F Tomlinson’s Senior Contractors Manager, Andy Boam, and Head of Business Development, Les Needham, were also in attendance. Craig Stopper, SCAPE Regional Construction framework Manager at G F Tomlinson, said: “We were delighted to be appointed as main contractor partner on this development. In addition to providing the residents of Lincolnshire with quick and convenient access to a new recycling centre, the facility ensures materials are being disposed of correctly, reducing harmful impacts on the environment. “We are very pleased to have completed this project working alongside Lincolnshire County Council under the SCAPE Regional Construction framework – it marks the fifth household waste recycling centre we have delivered for the Council to date, with others located in Boston, Gainsborough, Bourne and Sleaford. This scheme is another important public facility in the Lincolnshire area which will provide upgraded recycling services and reduce the impact on the environment within the wider community.” Mark Robinson, Group Chief Executive at SCAPE, added: “The new centre is an excellent example of how a scheme can deliver social and economic value and provide long-term benefits for the wider community. SOCOTEC provides consultancy, inspection and analytical services at UK’s largest army storage and maintenance depot

SOCOTEC’s Asbestos team recently supportedinfrastructure service support provider, Amey, with the asbestos decontamination of vehicles and assets at MOD Ashchurch, a primary vehicle storage and distribution site for armoured vehicles and the main Stored Equipment Fleet (SEF) storage and maintenance depot for the army in the UK. MOD Ashchurch was shut down by the HSE due to asbestos-related concerns, with a programme (known as Operation Windfirm) specifically developed to allow re-entry to the site through the decontamination of buildings, vehicles and assets and the safe return of occupants. As part of the programme, asbestos control measures under CAR 2012 needed to be agreed with the HSE and implemented throughout the site. Alongside another third party, SOCOTEC supported Amey with the decontamination work and conducted the subsequent inspection and issuing of certification in line with government guidelines. Deterioration of asbestos Ashchurch comprises a 178-acre site with numerous large asbestos cement clad and roofed sheds. Over the years, these asbestos storage sheds have decayed, leading to the contamination of vehicles and the assets stored within them. The asbestos cement rooves have also deteriorated due to a combination of weather conditions and a lack of repair. This has resulted in pieces of asbestos cement being visibly strewn across floor areas. As is common with asbestos cement rooves, an abundant coverage of moss and lichens exist. When these grow on cement sheeting, their roots will penetrate beneath the upper layers of the cement and remove moisture. This plant growth will eventually cause damage, erosion and weakness to the roof surface which, in conjunction with the weather conditions, will eventually result in moss/lichens being displaced onto adjacent surfaces such as roads, walkways and grassed areas. The plant growth activity causes the cement matrix (essential for binding and holding the asbestos fibres in place) to break down and no longer be present, with the fibres loosely adhered to the roots of the moss/lichens. When these roots fall off the rooves, they leave behind an unsealed surface with loose asbestos fibres that can easily be displaced and moved across the site. Moreover, severe weather conditions meant that contamination was being walked across the site or tracked on vehicles due to the large gull colony of birds using the material for nesting. Identifying locations SOCOTEC’s Asbestos team carried out a targeted survey over a three-month period to determine the extent of the contamination at MOD Ashchurch. Over 6,000 samples were taken, 75% of which returned positive results for asbestos. Key areas where asbestos was found included: Loose debris to rooves/guttering/downpipes A contaminated drainage system Debris to grassed areas (in some cases, legacy contamination from when rooves had been replaced historically) Extensive debris and contamination to vehicles, bridging and associated equipment Contamination within the ground. Control measures Working collaboratively alongside third parties, SOCOTEC contributed to a programme involving site asbestos maintenance and designated decontamination hubs. Controls to ensure the safe, continued operation of the site included: HEPA adapted road sweepers to carry out scheduled housekeeping, protecting assets and personnel in the occupied buildings. Sweeper waste sampling results were reported back to the army, Amey and other site stakeholders on a weekly basis to act as early warnings for spikes, general high readings and seasonal/annual variations. All personnel were given asbestos awareness training, which was maintained annually Fencing to the entire perimeter of the site was covered with fine netting, preventing the spread of any asbestos from site A controlled wheel wash was installed at the exit to the site during the early phase of the work until contamination issues were brought under control Routine housekeeping within occupied buildings was carried out using type H vacuum cleaners to capture any cross contamination from external areas Control of site maintenance activities, such as grass cutting and disposal of waste Alongside site maintenance, high and low volume air monitoring took place on the site perimeter, in occupied buildings, around the site, on personnel and when project activities were undertaken To determine if airborne asbestos was present, conventional analytical methods were complemented by the use of Scanning Electron Microscopy (SEM) with fibre identification by Energy Dispersive X-ray Spectroscopy (EDXS) Enhanced safe systems of work and associated training for all staff and visitors to site. Two hubs were specifically set up in order to decontaminate vehicles, bridging and equipment. All vehicles and assets underwent a proof of concept to determine the safest decontamination method, ascertain the appropriately sized team for the asset and the average time taken. This process formed part of the risk assessment and method statements, which were signed by all stakeholders and used for personnel to sign onto, demonstrating a full understanding of the agreed processes. Air monitoring and inspection Of the 50,000 air tests carried out, 45,000 were static samples and 5,000 were personal air tests. All but a handful were less than the clearance limit, demonstrating tight controls and compliance with working practices throughout the duration of the project. SOCOTEC’s Asbestos team supported the Operation Windfirm programme, with all decontaminated items inspected and a certification of cleanliness produced. This included issue, TacCIS, EBS and ES Mat items, vehicles, bridging assets, as well as workshop equipment and tools. After decontamination, the vehicles and assets either went for external storage, return to unit, disposal, destruction, or remained on site. Innovation and collaboration Due to the critical nature and size of the project at Ashchurch, bespoke innovations were required to control the spread of asbestos and keep all personnel and the community safe. The two road sweepers were customised with HEPA filters to prevent the spread of airborne asbestos fibres, as a traditional filter would not have controlled the fibres. Specialist modified air monitoring pumps were commissioned, and long-life batteries were fitted to allow over eight hours of continuous monitoring at 16 litres/minute. This allowed levels of down to 0.0002 fibres/ml to be detected, well below regular monitoring levels and aligned with HSE research. Devon County Council and Norse Group are to launch a new joint venture. South West Norse will bring together Devon Norse’s facilities management, cleaning and catering operations with NPS South West’s multidisciplinary property consultancy services. The existing joint ventures between the Norse Group and Devon County Council have separately secured a number of exciting contracts, which will continue under the new combined joint venture Working together from 1 May 2022 will allow expertise across both joint ventures to be combined and services to be extended, said Matt Wilby, newly appointed Operations Director for South West Norse.   “South West Norse will not only provide greater efficiencies but will also allow us to work closer together as a team and develop new commercial opportunities,” he said. CLEANING UP PROCUREMENT: PAGABO LAUNCHES NEW FACILITIES MANAGEMENT FRAMEWORK OPTIONS

NATIONAL framework provider Pagabo has today gone live with its latest procurement offering – its Soft Facilities Management Dynamic Purchasing System (DPS) – which has an anticipated full-term value of £100m. Pagabo’s Dynamic Purchasing System (DPS) provides a compliant procurement system for a wide range of facilities management works, including cleaning, catering, washroom and hygiene services, pest control, security, and waste management and recycling. The DPS is now live and will run until May 2027, with the option of a one-year extension, and will connect public sector organisations with pre-approved businesses of all sizes across the UK. At the same time, it has also issued a prior information notice (PIN) for its latest framework – its brand-new, £100m Total Facilities Management Solutions framework. Jason Stapley, managing director at Pagabo, said: “We’re really pleased to be bringing forward these new options for clients to access the facilities management services they need, no matter their project size, type or location. “Our DPS cuts timescales, streamlines the process and simplifies the tender process for clients and suppliers alike. It provides an ‘open market’ solution, being designed to give clients access to a pool of pre-qualified suppliers, which can be constantly updated with new suppliers. This differs to the more traditional framework agreements, to which suppliers are locked in for the full term. “With no limits on the amount of suppliers, the DPS provides any client with a wide range of options when it comes to suppliers, which will go through the further competition process to ensure the best supplier is appointed to the job.” The Soft Facilities Management DPS will allow the procurement of services for projects of unlimited value, covering three value bands: £0 – £250k £250k – £1m £1m and above The DPS will be able to cater for an unlimited number of national and regional suppliers, which will cover 174 geographical regions. Clients will be able to appoint suppliers for works via further competition. Meanwhile, the Total Facilities Management Solutions framework will be split into three lots, covering soft, hard, and total facilities management. The contracting authority for both procurement routes will be Red Kite Learning Trust. Jason said: “Clients will be able to benefit from super streamlined processes, which are backed up with full compliance. The pre-qualification process gives confidence that all our suppliers have the skills, governance and business viability for any project – as well as providing quality and value services. “The flexibility of a DPS being open to new suppliers throughout its term also means that clients are able to engage with potential suppliers on a more localised basis, supporting wider government aims of economic growth, levelling up and creating social value.” Suppliers interested in applying to be on the Soft Facilities Management DPS will be able to submit via MyPagabo.
