Mark Robinson, group chief executive at SCAPE, one of the UK’s leading public sector procurement authorities, said:    “Limitations to public sector spending from the Chancellor were to be expected, with local authorities being told to strengthen their existing budgets and, in some cases, manage real-term cuts. “Public sector investment in infrastructure has been a major driver of growth and community change post-Covid, and the concern is that any long-term reduction in local spending has the potential to limit the positive effects of ongoing regeneration plans. “To this end, the further devolution of powers to the combined authorities in Greater Manchester and the West Midlands is a significant takeaway for the construction industry. Having greater say over local transport, skills and housing will ultimately lead to more focused spending, which can only benefit investment in local communities – be that infrastructure-led or otherwise. We hope this sets a precedent to be swiftly followed in future Budgets.” Building, Design & Construction Magazine | The Choice of Industry Professionals

This year’s construction benchmarking report finds industry delivered over £1bn in social and local economic value

The second annual social value benchmarking report has revealed that over £1bn of economic, social and environmental improvements were made by the UK construction industry last year.   The Social Value in Construction Benchmarking Report was compiled jointly by social value measurement consultancy, Social Value Portal and SCAPE, one of the UK’s leading public sector procurement authorities. Released annually, the report sets a precedent for how the construction industry should be tackling social and economic value on its projects.   This year’s report found that the construction industry achieved £1.08bn of social and local economic value in 2021, through significant investment in local communities. In comparison, last year’s report found that the delivery of social and local economic value was £949m for 2020, highlighting a 14 per cent increase in 12 months.  Almost 20 per cent of total spend on projects was invested in social value initiatives, valuing £1.8bn. The North West far outperformed other regions in terms of social value delivery and was second highest after Scotland on local economic delivery. The South West had the lowest social and local economic value investment. However, geographical location and total number of projects will have impacted these figures.   The report includes three case study examples from SCAPE framework partners delivering a variety of social value activities ranging from employing ex-offenders, and delivering a 100% spend with SMEs, to donating staff hours to local charities. All activities have been measured using the National TOMs standardised framework.  Social Value and Performance Manager Alison Ramsey at SCAPE, said: “For publicly funded projects, improvement of the economic, social, and environmental wellbeing of the relevant area is an important procurement consideration. We undertake this benchmarking report as a vital investment in measuring success, helping organisations to understand what is being achieved today and what can be achieved in the future.  “It is encouraging to see that the delivery of social value across the construction industry continues to improve and that contractors are supporting local communities for clients investing in the built environment. Not only does this report highlight what excellent work has been achieved so far, but it demonstrates how we can all build on these foundations to further improve performance in this area.”   Nathan Goode, Chief Strategy Officer at Social Value Portal, added; “It may be a little early to talk about trends as such, but seeing year on year progress in social and local economic value delivered by the construction industry is a great start.   “As the largest industry in the UK, employing over three million people and responsible for a large proportion of the UK’s carbon emissions, it is imperative that the sector leads the way in improving society, both in terms of tackling the climate emergency as well as improving the lives of the people who reside in the communities in which they operate.  “The strongest argument for committing to social value generation could be financial: we all want a better world and a better future and delivering more social and local economic value will lead to a more prosperous future. I look forward to seeing further improvement in next year’s report.”  Download the report.

LOCAL CONTRACTORS SECURE PLACE ON £750MILLION CONSTRUCTION FRAMEWORK

Framework to deliver up to £750million of new investment in construction projects across Midlands and East of England. Eight contractors appointed to deliver community-focused public sector projects with value of up to £7.5million. Next generation framework promises to support public sector’s net zero ambitions with innovative ‘net zero ready’ feature. SCAPE, one of the UK’s leading public sector procurement authorities, has announced the eight contractors that will deliver up to £750million of new investment in the public sector across the Midlands and East of England via its Regional Construction framework. Jeakins Weir, Stepnell, GF Tomlinson, Lindum Group, Ashe Construction, Conamar, Clegg Construction and R G Carter have been appointed to help local authorities and public sector organisations deliver ambitious, community-focused construction projects up to a value of £7.5million from 26 August 2022. Public sector organisations using the direct award framework will gain instant access to high quality construction contractors and an extensive local supply chain, supporting the delivery of projects that will generate social value, training, apprenticeships and leave a positive legacy for local communities whilst helping them to achieve their net zero ambitions. The new four-year framework will build on the positive impact of SCAPE’s existing Regional Construction framework which has successfully delivered 400 projects over the past four years. During this period, local spend and labour within 20 miles of each project accounted for 62% and 60% respectively of the framework’s output, with waste reduction from landfill achieving more than 96%. With an increased value banding of up to £7.5million, the next generation framework will operate under a parallel lotting structure to provide public sector clients with a greater contractor choice before commissioning a project.  This is alongside a new ‘net zero-ready’ lifecycle agreement feature, which will support the public sector’s ambitious sustainability goals and provide an effective response to the climate emergency. The results of the procurement are as follows:   The new £750million framework will be structured into four regions: John Simons, group procurement director at SCAPE, said: “The next four years represent a pivotal time for public sector construction across the Midlands and East of England to deliver infrastructure that empowers local communities and generates regional economic growth. “After receiving positive feedback from clients, we’ve enhanced the framework to provide our public sector colleagues with the tools to not only deliver value-driven infrastructure in their areas but support their journey toward a net zero built environment. “Aligned with SCAPE’s 15-year heritage of empowering local authorities to achieve their infrastructure objectives, the direct award framework is designed to achieve value for money, drive sustainability and deliver a local economic impact on every project.” Mark Robinson, group chief executive at SCAPE, said: “As we continue to play our part in delivering infrastructure projects across the region that are more sustainable and strengthen local communities, our new framework will help our clients meet their goals and allow local contractors to build long-term relationships to grow their business. “The addition of a new lifecycle contract form as part of the framework’s ‘net zero ready’ offering is testament to SCAPE’s commitment to supporting clients with energy conservation and the operational efficiency and performance of their assets. “The new framework will act as a vehicle for contractors to champion greener infrastructure and upskill their teams to be able to deliver on the sustainability ambitions across the Midlands and East of England.” For full details on SCAPE’s Regional Construction framework, please visit www.scape.co.uk.

Morgan Sindall Construction and SCAPE achieve CHAMPION level compliance to the Carbon Reduction Code

Morgan Sindall Construction and public sector procurement authority SCAPE have achieved CHAMPION level of the Carbon Reduction Code for the Built Environment, joining HS2 (the project)and Skanska UK in this highest category level. The Code, which is a commitment scheme designed to facilitate action and collaboration in the built environment towards reducing carbon emissions (CO2eq) related to design, construction, maintenance, operation and decommissioning of built assets, forms part of the Construction Leadership Council’s Construct Zero initiative. The Code is structured around commitments that stimulate action in different aspects of carbon reduction. All organisations who comply to the Code must set out and publish plans to meet Net Zero by 2045, including annual targets, recognising that the majority of cuts need to be made by 2030, and publish progress against it annually. This is the minimum commitment for achieving PLEDGER status. There are three levels of compliance to the Code, PLEDGER, SIGNATORY, and CHAMPION. To comply with the criteria required to achieve CHAMPION level, an organisation must sign up to all of the Further Commitments of the Code in addition to the core commitments. “We are delighted that Morgan Sindall Construction and SCAPE have achieved CHAMPON level of the Code. They join fellow CHAMPION organisations HS2 and Skanska UK, and PLEDGER level organisations – the National Association of Construction Frameworks (NACF), City Building Engineering Services (CBES), Interclass and SCF Construct,” said Dr Jennifer Schooling OBE, Director of CSIC which hosts the Code. “There are already a number of additional organisations in the Code pipeline which is promising because carbon reduction is more likely to happen when all organisations within a value chain are committed to reducing their footprint and saving costs. The Code provides a framework for organisations to make a public commitment to and report on progress towards achieving Net Zero.” Pat Boyle, Managing Director of Morgan Sindall Construction said: “We are delighted to have been recognised as a Champion according to the Carbon Reduction Code, which raises the bar for organisational carbon management standards. Our commitment to be a Champion of the Code highlights the relevance of our Decarbonising Communities approach, and underlines our ongoing efforts to work openly and collaboratively with stakeholders across the value chain to deeply decarbonise our own operations and the assets we deliver for our customers.” Mark Robinson, chief executive of SCAPE commented, “Addressing the climate emergency with practical action is a national imperative, and it is one we take very seriously at SCAPE. The Carbon Code is a hugely important initiative, and so I am absolutely thrilled that our team has achieved Champion status. The code is vital to driving the systemic and behavioural change needed within construction and will serve as a barometer against our ambitious plans to enable a direct response to the climate challenge through procurement, design and delivery innovation.  With the support of our passionate delivery partners, our talented teams and the robust governance that has been laid out in the Carbon Code, we are committed to working hand in glove with industry to chart a course that will improve the environmental performance of the public estate. PRE-QUALIFICATION WINDOW OPENS FOR EXPANDED £4BN NATIONAL CIVIL ENGINEERING FRAMEWORKS

Total value of the SCAPE Civil Engineering frameworks to increase from £2.1bn to £4bn The re-procurement includes a £3.25bn framework for England, Wales and Northern Ireland and a separate £750m framework for Scotland, managed and operated by SCAPE Scotland. SCAPE frameworks provide organisations access to net-zero ready specialist contractors to help them achieve their aims around climate change. SCAPE, one of the UK’s leading public sector procurement authorities, has outlined the timetable for its £4bn civil engineering frameworks, with contractors from across the UK now able to respond to a Pre-Qualification Questionnaire (PQQ) to submit their interest to bid. Following a period of extensive market engagement, involving more than 170 contractors, firms will have until 25th March to answer the PQQ following the contract notice being submitted on 15th February. The third-generation frameworks will enable local authorities and public sector organisations to accelerate the delivery of sustainably designed major infrastructure projects – including roads, rail, flood and coastal, broadband and electric vehicle infrastructure – with no defined upper limit for project value. Running for a period of four years from 2023, with an option to be extended for a further two years until 2029, the new generation follows the success of the existing frameworks which have commissioned more than 250 projects to date for public sector clients across the UK. The fully-managed frameworks include a £3.25bn framework for England, Wales and Northern Ireland and a separate £750m framework for Scotland, managed and operated by SCAPE Scotland. SMEs will sit at the heart of the new frameworks, with the successful principal contractor expected to engage with an extensive supply chain of local businesses. The framework has been designed to facilitate better access for small companies to major public sector contracts they might otherwise not have been able to bid for, while also allowing public organisations to procure local specialists. Part of SCAPE’s suite of direct award frameworks, the new civil engineering frameworks have been developed following engagement with local authorities and other public sector bodies across the country, as well as industry body the Civil Engineering Contractors Association (CECA). SCAPE, which is currently accelerating the delivery of more than 1,800 publicly funded projects across the UK, intends to issue invitations to tender (ITT) in June 2022 before the successful contractors are named in November 2022. Bidders are invited to register their interest for either one or both frameworks. The fully-managed frameworks will more than double the capacity of infrastructure focused activity procured through SCAPE. The current civil engineering frameworks are due to expire in January 2023.  John Simons, group procurement director at SCAPE, added: “As we emerge into a post-pandemic world, the delivery of infrastructure with a clear focus on community value – whether social, environmental or economic – has never been more important. “The successful market engagement has given us great confidence that we can help local communities receive much-needed infrastructure by providing fully-compliant, direct award frameworks. “Ultimately, the expansion of our civil engineering frameworks has been designed to offer greater certainty for contractors and to drive better outcomes for communities across the UK. This includes our termed service agreement option, which places a stronger emphasis on the long-term relationship between clients and supply chain partners allowing them to forge successful partnerships that will see them shine in years to come.” For full details of timescales and information on the SCAPE Civil Engineering frameworks re-procurement, visit www.scape.co.uk/liveprocurement.

SCAPE APPOINTS R&D LEAD TO BOOST INNOVATION IN PUBLIC SECTOR CONSTRUCTION

SCAPE, one of the UK’s leading public sector procurement authorities, has appointed Rachel Sudlow as its R&D Lead in a newly created role designed to increase digital innovation across public sector construction. Rachel joins SCAPE following more than 10 years at Balfour Beatty, where she started as a quantity surveyor but was most recently focused on innovation and research, working with bodies such as Innovate UK to drive improved digital standards in the construction industry. The new role will see Rachel work closely with SCAPE’s clients and delivery partners to develop, encourage and apply new technologies and building methods to create more innovative, sustainable buildings. Rachel will also collaborate with various private and public sector partners outside of the construction industry, including funding bodies, research institutions and academia, as it continues to help shape the public sector’s response to the climate emergency. This includes a significant focus on BIM modelling utilised by SCAPE projects across the UK, ensuring that data from partners and clients is collected and used effectively to enhance strategic decision-making, improve efficiency and environmental performance at every stage, from procurement through the full life cycle of the building. Her appointment follows the launches of SCAPE’s latest suite of net-zero-ready construction and consultancy frameworks – SCAPE Construction, SCAPE Scotland Construction, SCAPE Consultancy and SCAPE Scotland Consultancy – which incorporate dedicated tools to help public sector organisations procure projects in a way that meets their sustainability and climate ambitions. SCAPE’s suite of construction and consultancy frameworks is used by more than 1,200 public bodies across the UK. The framework provider currently operates with a buying power of £18bn.  Rachel Sudlow, R&D Lead at SCAPE, said: “At a time of significant regeneration across the public estate, it’s critical that the next generation of public sector buildings and infrastructure sets new standards for construction. Innovation will play a critical role and ultimately be supported by continually striving for better outcomes through the application of R&D. “Working with our clients and partners, and the wealth of data their projects produce, we have an outstanding opportunity to stimulate truly impactful innovation and ensure that the UK continues to be seen as a centre of excellence for construction.” Rachel will report directly to Chris Clarke, Director of Performance and Improvement at SCAPE. He said: “There’s little doubt that a combination of ingenuity and resource is needed to help address the complex needs of the public sector, including the climate emergency that has been declared by organisations across the UK and the world. Rachel’s addition to the team signals our commitment to both and will further set our clients’ projects apart in terms of adopting market-leading R&D in addition to best-in-class procurement. Through digital innovation, we can ensure an even greater legacy for the wave of public sector regeneration that is currently driving the UK’s economic recovery.”
