Bam Nuttall begins cliff resilience project

Bam Nuttall has launched a £37.4 million cliff resilience project on behalf of Network Rail, designed to protect an iconic coastal railway line for future generations. Following BAM’s successful delivery of Dawlish sea wall, the team’s focus will move to cliffs between Dawlish and Holcombe, further increasing the resilience of this vital rail link to the South West. The project will involve the installation of a series of protection measures, including netting designed to retain the cliffs in some high-risk locations, as well as catch fences, which will stop any cliff material before it reaches the railway. The £34.7m government-funded project involves installing coir matting on the cliff face, followed by 19,700 square metres of stainless steel netting, secured by more than 6,000 soil nails drilled to depths of up to 13m into the face of the cliff. In an innovative move to deliver best value, the nails are part stainless and part galvanised steel. The galvanised part of the nails will be deeper in the cliff, so will be protected from corrosion. In the areas that fall within the Dawlish Cliffs Site of Special Scientific Interest (SSSI), temporary grey/blue matting will be installed over the cliff face for the safety of workers, which will be removed once the netting is installed. Coir matting won’t be installed in this area, so that as much of the cliff face as possible can still be seen. The work is expected to take until spring 2024. Alan Cox, BAM managing director of regions and transport, said: “BAM is delighted to be continuing to increase the resilience of this vital rail link to the South West. Ever since the original emergency repair work in 2014, we have established strong connections with both local supply chains and local businesses to ensure maximum benefit is derived from the scheme in the local area. “The wide variety of engineering solutions needed to achieve this resilience in a very challenging environment plays to our strengths. Together with Network Rail and the local stakeholders we aim to continue to deliver best value whilst minimising disruption to passengers and public alike. “The people of Dawlish have been incredibly supportive of our work to date, something that makes our work even more rewarding.” Network Rail senior programme manager Ewen Morrison said: “The work is part of the wider South West Rail Resilience Programme, which was set up following the storm of 2014 to help protect the railway between Dawlish and Teignmouth from the effects of extreme weather. It follows on from the construction of the new sea wall at Dawlish and the rockfall shelter just north of Parson’s Tunnel, which is nearing completion. “Most of the work will take place during the day but some activity can only be safely done on Saturday nights when trains aren’t running and we’d like to thank the community for their patience as we continue our work to protect this vital rail artery. “We are conscious of how special the red cliffs are for residents and visitors, and we are working with Natural England on the areas that fall within the Dawlish Cliffs SSSI.” Transport Secretary Mark Harper said: “After officially opening the new sea wall in Dawlish earlier this month, I’m delighted the next phase of this vital project is now ready to begin. “Backed by Government funding, the resilience programme is protecting this crucial route from extreme weather resulting in more reliable train journeys for passengers while boosting connectivity and growing the economy across the South West.” Building, Design & Construction Magazine | The Choice of Industry Professionals

VolkerFitzpatrick wins Surrey bridge contract

VolkerFitzpatrick has been awarded a £19 million contract by Guildford Borough Council to design and build a much-needed highway crossing over a rail line in Surrey. The Ash Road Bridge project will allow the closure of a level crossing on the A323 Guildford Road that has been assessed by Network Rail as posing a safety risk. Construction of the new bridge and retiring of the level crossing is in preparation for ‘enhanced rail use on the North Downs line’. The new bridge will also reduce congestion in the area and unlock housing development outlined in the local plan. The scheme has therefore been able to benefit from a substantial Housing Infrastructure Fund grant secured from the government. Currently, the Ash Level Crossing is closed for up to 25 minutes out of every hour, leading to significant traffic delays which are likely to get worse once more frequent services are introduced along the train line. Other stated benefits to the bridge include safer crossings for pedestrians and cyclists. As well as the construction of a new bridge, VolkerFitzpatrick will be delivering new approach roads, new junctions and altering existing roads to connect to the bridge. The installation of street lighting, landscaping, fencing, drainage and ponds will also be included in the project. Deon Scholtz, Divisional Director – Infrastructure, VolkerFitzpatrick, said: “We are delighted to have been appointed by Guildford Borough Council to deliver the Ash Road Bridge project. Our regional approach will allow us to deliver our in-house bridge and highways expertise in a way which most benefits the communities in which we work.” Deputy Leader and Lead Councillor for Regeneration, Cllr Tom Hunt, added: “I am pleased to say that work on the Ash Road Bridge project started on site in late July and will take approximately 75 weeks. “The Ash Road Bridge project will support new housing in the area and improve safety for road and rail users. It will also significantly reduce traffic congestion on the A323, help to improve air quality and rat-running.” VolkerFitzpatrick will provide employment opportunities over the course of the project. As well as working with supply chain contractors from the surrounding area, they will engage with local educational establishments and provide a number of apprenticeship placements. To help meet sustainability targets and contribute significantly to the care and recovery environment, energy efficient LED lighting will be installed, with appropriate dimming and automatic switching. Building temperature control and heat emitters will be enhanced and the design incorporates the most recent standards in insulation, lighting, low-carbon heating. The Bristol Hospital is for people experiencing serious mental health conditions. Working on behalf of the Avon and Wiltshire Mental Health Partnership NHS Trust, the project forms part of the successful Healthier Together bid to NHS England for the consolidation of inpatient services. North Somerset Council has allocated an additional £11.9 million of funding for the Banwell bypass. Despite setting aside £7.6m in scheme’s original budget to protect the bypass from changing construction costs, the four years since funding was initially secured from Homes England have seen unprecedented price increases caused by the Covid-19 pandemic and the war in Ukraine. The agreed £11.9m funding, which comes from Community Infrastructure Levy, Section 106 monies and reallocated capital reserves, will help tackle these inflationary pressures and meet globally increased costs of fuel, construction material and labour. Councillor Mike Bell, Leader of North Somerset Council, said: “Banwell bypass is a landmark project for us, one that will cut congestion through Banwell, making it a safer, cleaner place, as well as delivering a range of other local improvements such as miles of new walking, cycling and horse-riding routes. “In agreeing additional funding, we are demonstrating our continued commitment to delivering the project and the benefits it is set to bring to North Somerset. For every pound we spend, the completed scheme is expected to return £2.27 in value, making it a vital component in unlocking regional growth for our communities. “We are also continuing positive conversations with Homes England and are seeking further financial contribution from them, as well as working with contractors to ensure we are getting the best value for money before we begin construction.” The additional £11.9m is subject the remainder of the additional costs being met by Homes England and the outcome of the public inquiry into Compulsory Purchase Orders (CPOs) needed to build the bypass. Donating a total of £30,000 to the St. Helens-based Martin Murray Academy, McLaren Construction (Midlands and North) and Miller Developments have joined forces to help hard-to-reach young people with high quality social support and development through the academy’s ThinkFAST programme. The six-week programme, which is supported by schools and parents, involves offering guidance to students of the academy through the teaching of coping mechanisms, keep fit and boxing. The ThinkFAST student benefits include working alongside boxing coaches as strong and inspiring role models, where they are taught fitness, teamwork, anger management and discipline skills, alongside how to improve concentration and confidence through positive engagement and empowerment. McLaren Construction Midlands and North has a long-standing relationship with Martin Murray and he has supported the contractor with past charitable events such as the Broughton project, which in partnership with British Land, engaged in a successful initiative to help ex-offenders back into employment. Miller Developments and McLaren have collaborated previously to deliver a joint venture project at OMEGA Warrington and through introductions, the partnership and opportunity to support the Martin Murray academy was formed. Works carried out included the creation of new platforms, the initiation of old platform demolition, a full signalling recontrol to Network Rail’s York Rail Operating Centre and the installation of a brand-new footbridge. The railway was closed for the duration of the scheme, this allowed further work to be carried out in Batley where a new footbridge was completed and opened to the public. It replaces the existing Lady Anne level crossing. The works at Morley station are part of a wider project by Network Rail to fully electrify train routes across the North of England as well as improving stations along the way. Commenting on the works, Sarah Thompson, Sponsor for Transpennine Route Upgrade said, “I want to say a big thank you to passengers for bearing with us over the last nine days as our engineers completed these major upgrades at Morley station. “We understand that there is no right time to complete work that impacts rail travel, so really appreciate the patience and support of passengers while it has taken place. “Despite the very warm weather, our engineers have made great progress and we’re really excited to officially open the station later this year.” Reflecting on the impact of the project, Tony Baxter, Regional Director for the East at Northern, said: “We’re really grateful for the patience of all of our customers over the past nine days whilst work has been taking place to rebuild Morley station. The council had been seeking funds to develop the site, but was unable to secure funding through the UK Government’s levelling up scheme. The council has now launched a search for a suitable developer to work alongside them to provide funding, planning, construction and marketing of the project. The site already holds planning permission and the council remains confident in its ability to develop the site. Members within the council feel the site’s proximity to the M62 as well as the nearby town of Brighouse would make it an attractive prospect for developers. Additionally, they believe there are a sufficient amount of businesses that would be willing to move to the site once work is complete. The tender process is expected to take place throughout the remainder of this year with reports about the next steps for the scheme set to be discussed by the council in early 2024. Commenting on the plans, Cllr Jane Scullion, Calderdale Council’s Leader, said: “We want people to feel pride in the place where they live and do business, and a key part of this is the Council’s commitment to support all parts of Calderdale to thrive. This will include work to build two additional platforms at the site. The scheme is set to be complete by 2025 in time for the Stockton and Darlington Railway bicentennial celebrations. Commenting on the project, Nick Corrigan, North East director for Willmott Dixon, said: “We’re proud to say that, as well as creating a vibrant and transformative new gateway into Darlington, the station development really will be changing lives and creating opportunities for local people. Contractor Bowmer + Kirkland has begun construction work has begun on a new £45.8 million performance venue in Derby. The 3,500 capacity entertainment centre will be built on the site of the former Pennine Hotel, Laurie House offices, multi-storey car park, Pink Coconut nightclub in Colyear Street and Padley House in Becket Street. It will be owned by Derby City Council and leased to and operated by ASM Global. Bowmer + Kirkland took over the site on 5 June and the project is expected to be complete by January 2025 after which it will be handed over to ASM Global. When complete the space will be capable of holding events such as stand-up comedy and concerts. It is hoped to bring an additional 250,000 visitors a year to Derby as well as creating over 200 jobs.
