Apartment Development in Derby Approved

Plans for a prominent apartment development in Derby have been voted through despite council officers recommending it for refusal. Derby City Council’s planning committee met virtually and approved the proposals for The Landmark which will include more than 200 flats. Applicant Godwin Developments had previously warned that the city would lost out on £68 million in investment if the apartment plans were turned down. In February 2019, in a close-run vote, the council’s planning committee gave The Landmark outline planning approval. But final approval for the apartment development is still pending because of a report submitted on behalf of UNESCO which stated potential effects on Derby’s heritage. The decision, which was supported by the majority of councillors, will also see the creation of 900 temporary construction jobs over a two-year period and around 10 to15 permanent roles once complete. Stephen Pratt, group land director at Godwin Developments, said: “We are absolutely delighted that Derby City Council approved once again our proposals for The Landmark – in a huge vote of confidence for the city and its ambition for the future. “We are passionate promoters of Derby and its potential to reinvent itself through attracting additional employment and strengthening its city centre. Our scheme – The Landmark – will be a fantastic extension to Derby’s Future High Street bid and will bring additional investment, jobs and desirable city living into the heart of Derby, while also improving the public realm and flood defences. “We would like to thank the members of the planning committee for recognising and affirming once again the substantial economic, social and environmental benefits this scheme will bring to the city. “We are also extremely grateful to the support and encouragement we received in the planning process by a number of local stakeholders – businesses, the local community, local heritage experts Lathams, and many more.” John Forkin, managing director of Marketing Derby, added: “Marketing Derby is delighted that councillors have voted to support the development of The Landmark in Derby. “As an organisation, we have supported the developer and their plans every step of the way. Derby will now get the investment and profile it deserves with this ambitious and high-quality development.” A document published ahead of the meeting by a council officer said: “I believe that there would be a negative visual impact and consequently harm. “Assessment of potential impacts of the development is…incomplete, its methodology inconsistent, it does not address the magnitude of impact, fails to contribute to a holistic assessment of impact and does not provide a solid verifiable base for assessment of the impact of the proposal on the Outstanding Universal Value (OUV) of the World Heritage Site (WHS).”

Service Pays Cash for Unpaid Invoices

Property Management firms with more than £50,000 of unpaid invoices could benefit from a new scheme that buys those invoices for cash, turning a potential bad debt write off into positive cashflow. New finance provider Azzurro Associates is looking to provide cash against at least £1 billion of UK businesses’ unpaid invoices to help provide much needed liquidity during and beyond the current Covid-19 crisis.   It is especially targeting property management firms with between £50,000 and £10 million in unpaid bills for which it will not only provide upfront cash, but also share in the collections it achieves on any outstanding debts. Azzurro Associates’ new commercial debt solution differs from ‘traditional’ invoice finance in that the former advances cash against invoices that are still within term (i.e 30 days), whereas Azzurro provides cash for debts that are overdue or delinquent, and that a business is struggling or has failed to collect. Andrew Birkwood, CEO of Azzurro Associates, believes this is the first time that companies in the B2B sector have been able to benefit in this way: “As Covid-19 leads to more empty commercial properties and serviced office spaces with businesses failing to pay their rents and fees, businesses need to make sure they don’t run out of cash,” he says. “When collections activities are exhausted, the only option left is the Courts, but this costs money, takes time, and there is still no guarantee you’ll get any money at the end. Now Financial Directors have a better option – a way of generating immediate cash from bad debts to avoid an inevitable coronavirus cashflow crunch.” Azzurro purchases invoices up to a maximum of six years from the due date, paying anything up to 30% of the original invoice value depending on the age of the debt and the credit profile of the debtor. In addition, it shares a proportion of the collections it achieves, which can be as much as 50%. It buys portfolios of all sizes from £50,000 and above, which may comprise a small number of large invoices or a large number of small invoices, provided the smallest invoice value is greater than £100. Authorised and regulated by the Financial Conduct Authority (FCA), Azzurro adopts a fair and balanced recoveries process, with a creditor’s brand reputation being of upmost importance. This is achieved by utilising credit reference agency data to determine the appropriate servicing strategy, allowing forbearance and breathing space where required. Where customers do not engage in the amicable contact strategy, Azzurro uses a combination of bureau data and the expertise of a panel of preferred collections partners to ensure only the right cases are selected for litigation. Interim Small Business Commissioner Philip King, whose office champions fair payment practices and supports businesses looking to resolve payment disputes, says that cashflow is critical: “At times like these we need creative ideas and I’m delighted to see organisations like Azzurro introduce different and innovative solutions.”

Funds advised by Hilltop Credit Partners, a specialist funding partner for SME residential developers, has completed an £8.6 million loan to 196 Willesden Lane Limited, an SPV controlled by Gage Properties Limited.  The project is being led by Gavin Essex, a 20-year veteran of UK residential property development with an enviable track record of high-quality housing delivery across London. Finance will be used for the site acquisition / demolition and ground-up development of 16 residential units, comprised of one, two, and three-bed flats spread across three low-rise blocks. There will be parking spaces for 14 cars and 24 bicycles. The site is located in a rapidly gentrifying area of North West London, with strong demand for high-quality newbuild stock.  The development will be a c. 20-minute commute to Central London, and a number of the planned units will qualify for the Help to Buy scheme. Sales are targeted for late 2021 / early 2022. The loan announcement comes at a time when the property market is rife with uncertainty and fears around the pandemic, but Hilltop remains focused on funding high-quality assets and developers. Stonewater and Kensa Pilot Smart City Scheme

A local energy system demonstrator project aiming to evidence how ground source heat pumps with smart heating controls can reduce heating costs for residents, whilst also lowering carbon emissions, is officially underway in Oxford. Leading housing provider Stonewater has partnered with Kensa Contracting to have 60 of its homes at Blackbird Leys installed with Kensa’s innovative low carbon heating solution. Individual Kensa Shoebox ground source heat pumps in each property, connected to a communal ground array, will integrate with smart controls and time-of-use tariffs to optimise heat production for cost and carbon savings. The heat pump installations form part of Energy Superhub Oxford (ESO), a a world-first project showcasing an integrated approach to decarbonising power, heat and transport across Oxford. Supported by Innovate UK, ESO is led by consortium partners Oxford City Council, Pivot Power, Habitat Energy, Kensa Contracting, Invinity Energy Systems and the University of Oxford. The renewable heating scheme with Stonewater is the first phase of Kensa Contracting’s aim to pilot the smart technology in 300 homes around Oxford over the next two years under the ESO project. ESO aims to demonstrate how ground source heat pumps with smart controls can help balance the electricity grid as part of an integrated local energy solution that also includes grid connected batteries and smart electric vehicle charging. Leon Storer, Assistant Director – Capital Investment at Stonewater, said: “We’re delighted to be a part of this innovative and forward-thinking project, supporting the local authority in achieving a net zero carbon future. “By replacing our residents’ current high carbon night storage heaters with Kensa’s ground source heat pump systems, we’re able to not only work towards a more sustainable future, but an economical one too. This is because a benefit of transitioning to this type of heat pump system is the significant cost savings it provides for residents.” Dr Matthew Trewhella, Managing Director of Kensa Contracting, said: “Kensa is delighted to partner with Stonewater for the first phase in this 300 property pilot ground source heat pump project. The residents will benefit from clean, renewable heat with savings of up to 25% compared to a standard ground source heating system. Smart meters enable residents to switch to Octopus’s unique Agile Tariff, which varies the electricity price every half hour and optimises energy use when renewable power is prevalent on the grid, and together with Switchee internet connected smart heating controls will automatically run resident’s heating systems at the lowest cost times to reduce their bills while maintaining their comfort levels, and caring for the environment.” Despite delays to commence as a result of coronavirus, Kensa expects to complete the installations across the Stonewater homes before winter 2020.

The £60m scheme will be built on an under-used brownfield site at KAP Motor Group’s former Peugeot garage. This development comes in the wake of other Yelo Architects award winning housing schemes at nearby One Hove Park and New Wave. Newtown Road includes rooftop allotments and green spaces to encourage wildlife, while landscaping was designed by award-winning landscaper Nicholas Dexter. Andy Parsons, Managing Director, Yelo Architects, said: “This is our third major planning approval in the Hove Station area and we think this attractive and sustainable scheme will build on the character of the area as it transitions from industrial to mixed use. ”This is a high quality and well-designed scheme boasting big balconies with room for a table to seat four and space to grow food on every balcony. We also used perforated metal instead of glass on the balconies because it helps them feel more private. ”Newtown Road will be a catalyst for the area as it begins a transition phase where it moves from industrial to mixed use. Change is always challenging for residents, but it’s not ideal to have lots of industrial use next to residential either. There’s a masterplan for the whole area and it’s important for developers to follow this closely.” The three blocks range in height from 4 to 11 storeys and include a mix of one, two and three bedroom homes. There are 104 car parking spaces in a basement car park and there is also covered ground-level cycle parking. Parsons continued: ”We secured planning consent at the first virtual meeting of Brighton and Hove City Council’s planning committee, so it’s encouraging to see that even during a pandemic, it is still possible to move these major projects along. To stand the best chance of success of securing approval during lockdown, it’s crucial for architects to provide exceptional imagery, 3D visuals and clear annotated drawings.” The firm worked in partnership with Savills, Ardent Consulting Engineers, BECG, NuPlanet Sustain and Nick Dexter on the scheme. There will be a New Homes Bonus contribution of approximately £991,000 for Brighton and Hove City Council as well as Section 106 contributions. Around 110 jobs will be created during construction. Yelo Architects worked closely with Brighton and Hove City Council planning officers, local residents and community groups throughout the process. This included considering Hove Station Forum’s illustrative masterplan for the future of the Hove Station area.

Engineering Expert Warns Against Machinery Inspection Complacency

As work resumes on many shut-down construction sites, an engineering expert is urging plant hire companies and site managers to check that their onsite machinery’s health and safety certifications are up-to-date and valid.   In his address to the nation yesterday, Prime Minister Boris Johnson urged construction workers to go back to work from today (Monday). Keith Short, machinery inspection engineer at UK Risk Management & Engineering Services (UKRMES), is issuing a warning that certificates on lifting machinery may have expired on many sites during the lockdown. Although emergency extensions have been granted during the COVID-19 pandemic, such as MOTs and first aid certificates, the law for Lifting Operations and Lifting Equipment Regulations (LOLER) requirements remains in place.  Keith said that engineering inspections should remain a top priority for fully operational, reopening and closed sites.   “The construction industry is essential for both growing the economy and catering for the country’s growing population but, like other industries, it has been forced to pause many projects due the pandemic,” he said.     “Whilst some sites have stayed opened during the coronavirus shutdown, many are just starting to resume operations, and many more will follow, after the Prime Minister’s address.    “During this period of readjustment, it can be difficult to grasp what is ‘essential’ and what is ‘non-essential’ but when it comes to thorough examination and testing (TE&T) of plant and equipment, the law is clear.   “In order for sites to hit the ground running when they reopen, dutyholders need to have met their statutory obligation to ensure that work plant and equipment is maintained and is safe to use.  “TE&T is critical to ensure the safe operation of equipment and continues to be a fundamental part of the management process. Failure of machinery through deterioration can create dangerous situations, physical harm and business disruption – which is the last thing that businesses want or need when they are trying to get back on their feet.” PUWER and LOLER regulations require equipment used at work to be suitable and safe for use, correctly installed, maintained and used, and to have suitable health and safety controls and markings. PUWER applies to all machinery, whilst LOLER only applies to lifting equipment, including 360 excavators, backhoe loaders, foreloaders, fork-lift trucks and telescopic handlers to hoists, cranes on machines, and lifting attachments. With LOLER, some extra requirements apply. Dutyholders must have PUWER and LOLER inspections on machinery and equipment to comply with HSE Regulations, which are legal requirements. If through an inspection or incident investigation, HSE finds that the regulations were breached or there was negligence, the dutyholder faces prosecution or significant fines.   PUWER and LOLER inspections should be undertaken by an inspector with the relevant engineering experience and knowledge.   “Construction is Britain’s second most dangerous industry to work in, with 30 people killed in 2018/19 – taking unnecessary risks is simply not an option,” said Keith.   “During the period of lockdown, HSE has said that dutyholders should ensure inspectors have access to equipment in a timely manner, that they should consider allowing inspectors access to closed sites so that equipment is ready for when the business reopens, and to make reasonable attempts to source engineers from another provider if their usual provider cannot provide the service.      “HSE also said that dutyholders must be able to demonstrate that they have made all reasonable attempts to have the thorough examination and testing (TE&T) carried out within the required timescales.  “However, if equipment is to continue in use without TE&T, then dutyholders must assess the increased risk and take appropriate action to manage it. “Construction workers face potentially fatal risks on a daily basis, and that is only magnified during times of upheaval, such as this. Now is certainly not the time for complacency and protecting employee safety should remain top priority.”         Keith highlighted that social distancing measures should not be a barrier to inspectors visiting sites and carrying out examinations.   “In this climate, it is understandable that other health and safety concerns are at the forefront of dutyholders’ and site managers’ minds and that they are reluctant to welcome visitors onsite,” said Keith.    “But our engineers remain committed to their duties and will be taking every care and precaution so that they can continue to carry these out.   “The health and safety of our engineers and our clients is paramount and enhanced protective measures will be taken during inspections, including the use of suitable personal protective equipment (PPE), robust cleaning procedures and social distancing.   “Managing risk is an integral part of this industry and keeping construction workers safe during this pandemic is our prime concern.”
