Pilbeam expands team to support talent development

Contractor Pilbeam Construction has strengthened its team with three new hires, boosting its ability to deliver high-quality construction projects across Sussex and the South East. Joining Pilbeam, based in Southwick, West Sussex, are Rob Lyons as assistant quantity surveyor, Benjamin Williams as assistant site manager and Sam Burchett as a carpentry apprentice. Pilbeam Construction managing director Alan Corbett said: “This expansion demonstrates our commitment to providing opportunities for young people and quality craftsmanship. “We’re very happy to welcome Rob, Benjamin and Sam to the Pilbeam family. The skills they acquire with us will strengthen our ability to deliver excellent service across major heritage, healthcare and educational projects in the South East.” Rob Lyons, with a BSc (Hons) in Quantity Surveying and experience in managing large-scale projects across Dubai and Oman, joins as assistant quantity surveyor. His responsibilities include procurement, contract management and cost control. Rob said: “It was Pilbeam’s reputation for quality and collaboration that initially attracted me. “The company is large enough to manage substantial, exciting projects, yet retains a close-knit culture that encourages teamwork.” Rob’s career began in council housing maintenance, later evolving into international project management – and he’s now eager to bring his expertise to Pilbeam’s diverse portfolio. Benjamin Williams brings a dynamic approach to site management, with expertise in health and safety, resource organisation and quality-focused project delivery. With a technology-driven perspective, Benjamin has already contributed to Pilbeam’s notable regional projects, including the restoration of Newhaven Fort. Currently working towards a Level 6 BSc (Hons) in Construction Management, Benjamin said: “Pilbeam’s values align with my own. It’s a supportive environment where the company really invests in your professional growth. It took me a while to find my place in construction, but I believe I’ve landed on my feet at Pilbeam.” Sam Burchett, a carpentry and joinery apprentice studying at Brighton Met, has joined Pilbeam after a successful work experience placement. Succession planning for FUTURE Designs began five years ago with the creation of the Employee Ownership Trust. This was initiated for the long-term benefit of all employees and the continued legacy of the organisation. Since then, there has been a focused strategy to develop and strengthen the senior management team, alongside a significant investment to increase the expertise and skill sets within the business. After nine years in Farringdon the business has relocated the design and technology centre to Soho. Russ MacMillan Appointed to Lead Restoration and Renewal Delivery Authority

Russ MacMillan was announced this week as the new Chief Executive of the Delivery Authority, which helps design and deliver the Restoration and Renewal Programme for the Palace of Westminster restoration and related works on behalf of both Houses of Parliament.  He will lead the team of architects, engineers, project managers and specialist contractors who will help shape the future direction of the restoration work for the Houses of Parliament.  Russ has a successful track record leading major programmes in the defence, transport and early-stage technology sectors.  Russ is currently Director for Rail Infrastructure North and West at the Department for Transport where he is responsible for a £20bn portfolio of capital investment across Wales and the North and West of England.  Russ has many years of experience across a range of product related, commercial, and business transformation programmes in both the public and private sectors.  The appointment was made by the Delivery Authority Chair Mike Brown CBE MVO after a competitive recruitment process.  Mike Brown CBE MVO, Chair of the Delivery Authority, said: “Following a competitive recruitment process I am delighted that Russ will be joining the Delivery Authority as our new Chief Executive.  “As we move into the next year, the Delivery Authority has important work to deliver. We will continue to work closely with Parliament to further develop two of the three options outlined in the Strategic Case for the Restoration and Renewal (R&R) Programme.  “Our focus is also on progressing plans for early works to ensure that the benefits from R&R can be delivered as quickly as possible, and continuing building surveys and investigations to increase further our understanding of the Palace.  “Russ brings a wealth of experience in managing major programmes and will ensure the Delivery Authority continues to build on the progress made so far.”  The Clerk of the House of Commons Tom Goldsmith, and Clerk of the Parliaments Simon Burton, who are members of the R&R Client Board and Programme Board, said: “We are delighted that Russ is bringing his many years of experience to this important role as we move towards costed proposals for R&R coming to both Houses next year for a decision.”  Russ MacMillan, said of his appointment: “I am delighted to be joining the Restoration and Renewal Delivery Authority at such a crucial time as it further develops two of the three proposals for restoration of the Palace in a way which will benefit the whole of the UK.   “I am excited to be working with talented colleagues from across the Delivery Authority and Parliament to build on their significant progress and to support decision making on how best to renew this unique and internationally recognised building.”  Tanya Coff, Chief Financial Officer, is acting as interim CEO until Russ takes up the post in mid-February 2025. The Insulated Render and Cladding Association (INCA) has named Alsecco’s Northern Regional Manager Mark Weaver as its new chairperson. Having previously served as vice chair, Mark was officially voted in as chair at the association’s Annual General Meeting. Mark Weaver brings a wealth of experience to the role of INCA chair having worked across the industry for three decades. Caddick appoints new head of SHEQ

Caddick has appointed James Eastham as Head of Safety, Health, Environment and Quality (SHEQ) in a role that will boost the business’ investment in safety, environmental performance and employee wellbeing. James joins Caddick from Sir Robert McAlpine where he headed up health, safety and wellbeing in the North for three years, becoming Head of Health, Safety and Wellbeing in May 2023. James will be based from Caddick’s North West premises in Warrington with a remit across Caddick Construction Group’s North and Midlands regions as well as the health and safety performance of Caddick Civil Engineering and the Group’s facade specialist, CCL Facades.  With 17 years in the construction industry, James began his career as an apprentice joiner for Eric Wright Construction, where he spent 10 years, initially as a joiner and moving over to health and safety in 2013.  James later moved to Mace in 2018, becoming Health, Safety and Wellbeing Manager in London, working for the major projects division overseeing developments that included Tottenham Hotspur Stadium. As Head of SHEQ for Caddick, James will be responsible for all health and safety functions and taking them forward as the business continues to grow across the North West, North East, Yorkshire and Midlands. The role will see James prioritise the business’ environmental performance as part of its commitment to reduce carbon usage by 5% year-on-year and achieve Net Zero Carbon by 2050. James’ role will also include an emphasis on wellbeing, and will see Caddick work proactively to address the challenges around mental health in construction and increase support for employees and those working in the supply chain. Of his appointment, James commented: “Caddick is really bucking the trend as a strong, stable and growing contractor, sitting on the fence between tier 1 and tier 2. What this means is the business can be agile as it grows, but also operate with the strength and capability of tier 1.  “As we grow, our work will become bigger and more exciting, and as we deliver this we need to focus on retaining quality as the business scales. Housing association believe housing has appointed a new chair of its board. The not-for-profit landlord, which manages more than 18,000 homes across County Durham and beyond, has appointed John Marshall as its new chair. A board member since 2019, he takes over the post from Hazel Dale, who came to the end of her term in September after serving nine years as a board member and one as chair. John’s background is as a solicitor, and he holds a broad range of high-profile roles across the northeast of England. They include chairing the North East Chamber of Commerce, Newcastle Gateshead Initiative (NGI), Newcastle United Foundation, as well as being Vice Chair of the North East Ambulance Service NHS Foundation Trust and incoming Chair of Governors at St Chad’s College, Durham. “I first joined believe housing’s board because the importance of housing was very obvious to me, from the other roles I hold and some of the work I’ve done in the charity and health sectors.
