Could healthcare save our high streets? New think tank behind Dame Kate Barker’s Housing Commission launches at UKREiiF

Neighbourhood Health Hubs and a range of other public and private health services could prove to be the keys to high street and town centre regeneration, according to Radix Big Tent. The influential think tank behind the Kate Barker-led Housing Commission – which helped shape many of the DHCLG’s housing delivery policies – will launch a new project to bring community health on to the UK’s high streets, both to improve public health and act as a catalyst for regeneration. Sponsored by engineering, architecture, planning and environmental consulting group Sidara, independent national law firm Stevens & Bolton, and architects James Totty Partnership, the Health on the High Street Commission will launch on the 19th May to coincide with this year’s UKREiiF. The cross-sector Commission is setting out to identify practical steps to unblock the planning, financial and cultural obstacles to high street regeneration through health; not to produce another glossy vision document. The commission will be chaired by author, designer and place-strategist, Professor Ibrahim Ibrahim of Sidara’s Portland Design, with the independent commission comprising experts from investment, planning, place-making, national and local government, and public and private health care.  Commissioners include crossbench peer, Lord (Andrew) Mawson, the driver behind the trail-blazing Bromley-by-Bow Health Partnership, and Michael Brown, the chief architect of the ground-breaking Barnsley Health Hub, which has seen outpatient services relocated to the town centre Alhambra shopping centre. The Commission plans to report within twelve months. In addition to conducting desk research and commissioning original research, the commissioners are eager to hear evidence from and learn from successful examples of delivering health on the high street across the country. Announcing the Commission’s launch, Radix Big Tent Chief Executive, Ben Rich, says: “There is widespread political agreement that putting health services at the heart of communities is a good idea. And yet, despite this consensus, progress is glacial. “Why? Because the system designed to deliver this is stuck in neutral. Speaking with senior leaders from the NHS and private health providers, local government, private investment and regeneration, what becomes clear is that there is not a lack of ambition, but a wall of institutional and systemic inertia that prevents change.  The purpose of this commission is to identify and produce policies to remove the friction points that stall delivery.” Professor Ibrahim Ibrahim added: “The focus of the commission is less about the details of the healthcare provision and more about its halo effect, and how it can drive social and commercial value in our high streets and shopping centres.” Andrew Steele, Partner at Stevens & Bolton, said: “Healthcare is increasingly recognised as a powerful anchor for town centre regeneration and is a great opportunity to repurpose existing retail space as well as diversify our high streets with long-term, resilient assets. As the New Hospital Programme moves into its delivery phase, the programme’s leaders will be hosting a dedicated morning at UKREiiF this May, digging into detail on future ambitions for the programme and how delivery for the first wave of schemes is being implemented. Taking place in the Pagabo Local Growth Pavilion, the sessions will be hosted by Sypro, a contract management solutions provider for construction and infrastructure projects. The day will kick off with an introduction from Chief Programme Officer Natalie Forrest, who will outline the ambition, scale and long-term delivery of the NHP, setting the scene for the following panel sessions. Throughout the morning, three key panel sessions will roll into each other – focusing on collaboration driving the success of the Hospital 2.0 Alliance, how industrialisation is transforming hospital delivery through offsite manufacturing and Modern Methods of Construction (MMC), and the role of digital innovation in shaping future healthcare delivery. Speakers will include wide representation from the New Hospital Programme, along with contractors appointed to the Hospital 2.0 Alliance Framework, and partner NHS Trusts delivering hospital schemes on a national scale. Attendees will also be invited to actively contribute to the discussion through an open-chair opportunity on the day. Millers Quay at Wirral Waters has won the Building category award at The Pineapples, recognising the project’s contribution to community, quality of place and architectural excellence. Backed by Pension Insurance Corporation (PIC) and delivered by waterside regeneration specialist Peel Waters in partnership with Wirral Council and Homes England, the £130m project has turned a former dockland into a lively, inclusive waterfront neighbourhood. The scheme was designed by Howells and built by GRAHAM. Run by The Developer in partnership with the Design Council, The Pineapples celebrate places that combine design quality with tangible social and environmental benefits. The Building category rewards completed schemes that add meaningful value to their wider locale and the people who live and work there. The development delivers 500 highly sustainable one- and two-bedroom homes, 20% of which are affordable, reconnecting local communities with the waterfront for the first time in more than a century. Drawing on Birkenhead’s maritime heritage, the design introduces bold, colourful façades and a striking waterside profile that helps establish a new local identity. Homes are oriented for natural light and water views, while generous balconies, landscaped courtyards and dockside walkways encourage neighbourly interaction and support wellbeing. The project’s social and economic outcomes are substantial: over 1,000 jobs were supported during construction, £44m was spent with local supply chains, and 75% of the workforce came from within 30 miles. It has generated £31m in social value and provided training and employment pathways through partnerships with local colleges and universities. Sustainability measures include EPC B ratings for all homes, air source heat pumps, solar energy systems and sustainable urban drainage features, reducing environmental impact and enhancing biodiversity. The success of Millers Quay is catalysing further investment across Wirral Waters, unlocking new residential, leisure and employment schemes and accelerating the area’s evolution into a vibrant mixed-use waterside district. In their citation, the judges described Millers Quay as “a catalyst – bringing people, investment and homes to a once-desolate landscape through bold regeneration, striking architecture and extraordinary ambition.” They praised the challenges overcome in delivering the scheme, highlighted its commitment to local training and employment, and recognised the powerful signal it sends for the future of the area. What was once an empty site, they noted, is now a busy, lived-in place. Millers Quay triumphed ahead of a strong shortlist comprising Amazon Property’s Loveday Belgravia; Rollalong’s Demonstration Modular Home across Newham, Havering and Camden; Manchester Metropolitan University’s Science and Engineering building; Related Argent and L&Q’s Brent Cross Plot 12 202; and Concord London’s Marylebone Square. Lucky winners of Finning giveaway collect excavator prizes

Finning has revealed the two winners of its ‘Win Big’ competition, each receiving brand-new Cat® excavators to help power their projects forward. Finning UK & Ireland launched the free-to-enter competition, organised to mark Caterpillar’s 100th anniversary, with one winner in mind, however the high calibre of entries led to Finning naming two winners: the Colin Burt Reserve for Wildlife Conservation and Valley Veterans. Both winners were invited to Finning UK & Ireland headquarters in Cannock, Staffordshire to celebrate their win with the Finning team. During the day Finning provided training on mini excavators, as well as tutorial on how the new machine owners can get the very best from their new excavators with telematics.  The Colin Burt Reserve, in Killin in the central Highlands of Scotland, opened in 2005 in memory of keen conservationist Colin Burt who died aged 38 following a motorcycle accident. The 50 acre site was a poor-quality piece of waste wet land and is now a diverse nature reserve open to all. The project has won a Cat 301.6 excavator to continue its development. Valley Veterans, a charity based in the Rhondda Valley, was founded more than 20 years ago as an informal support group for PTSD sufferers and is now a vibrant hub with more than 140 active participants. Its Equi-Grow project includes the development of a purpose-built equine and horticultural space for activities supporting the mental and physical health and wellbeing of veterans. It has won a Cat 301.5 excavator to help get groundwork underway. To mark Caterpillar’s centenary year in 2025, Finning hosted the giveaway on its website, asking participants: ‘How would winning a Cat machine or generator help you build something that lasts?’   Gary Megarrell, Managing Director at Finning UK and Ireland, said the high quality of the entries meant it was impossible to select just one winner. He said: “The 100th anniversary of Caterpillar provided the perfect opportunity to gift our winners with the equipment they need to take their projects forward. “The answers from the Colin Burt Reserve and Valley Veterans truly embodied the values we share at Finning around safety and inclusivity. Caterpillar’s centenary and Finning’s desire to have a positive impact within the community “We are delighted both organisations are now the owners of mini excavators, and that this will make a real, tangible difference to their projects and to their visitors. This prize-giving has been a fantastic way to mark what has been a very memorable year celebrating the Finning partnerships.” The winners were given the choice between a Cat 301.6 excavator or a Cat DE110E2 genset as their prize. They were also automatically enrolled in a set of monthly prize draws – with rewards up for grabs including a trip to Malaga. Ashley Pearson of the Colin Burt Reserve, said: “We encourage participation in practical conservation tasks and wildlife habitat improvements, and our work includes carrying out regular maintenance and projects to promote increased biodiversity. “Winning this Cat excavator means we can progress our development plans so that even more visitors can experience being in the outdoors.” Valley Veterans was last year honoured with the King’s Award for Voluntary Service. Winvic Construction is proud to announce that it has been shortlisted for the prestigious Contractor of the Year (turnover over £500M) category at the Construction News Awards 2026 as it celebrates its 25th year in business. Recognised as one of the construction industry’s most respected and competitive accolades, the Construction News Awards celebrate the organisations, projects and people that are driving excellence, innovation and impact across the built environment. Also marking the 30th anniversary of the awards – a rigorous judging process is led by an independent panel of over 100 senior industry figures, being shortlisted is a significant achievement and testament to Winvic’s Doing It Right ethos and values-led approach, The Winvic Way, delivering outstanding results for clients and the communities in which it operates. The Contractor of the Year category highlights organisations that demonstrate exceptional performance across a range of criteria, including project delivery, sustainability, innovation and workforce development. Winvic’s shortlisting, on the 25th year anniversary of the business, reflects the strength of its diverse portfolio and its ability to deliver complex, high-quality projects across multiple sectors, alongside recognising the company’s ongoing investment in its people and innovative construction methods, such as the use of a unitised brick façade system enabling the rapid installation of 2,768 prefabricated panels without scaffolding, HP SitePrint Robot and the UK’s first deployment of Skyline Cockpit for remote tower crane operation at Crown Place, Birmingham. Operationally, Winvic expanded delivery and community outcomes across its three core sectors in 2025, completing 20 Industrial & Logistics, 34 Civils & Infrastructure, and five Multi-Room projects, while launching a fourth sector, Data Centres in 2026. It also announced the early completion of a £14m infrastructure scheme in Milton Keynes, delivered three months ahead of programme, helping to minimise disruption and improve efficiency. The contractor showcased its leading ESG credentials achieving Achilles Net CarbonZero Certification, reducing overall carbon footprint by 71% in compliance with the Achilles Climate Impact Programme Part 3 requirements, and innovated an industry-first water pollution solution at SEGRO Park, Coventry. During the year, Winvic completed its 91st Net Zero/ Low Carbon facility and hosted its 10th workshop with 80 partners from its Green Supply Chain to collaboratively embed best practice and accelerate progress towards a Net Zero future. One Big Idea shortlist revealed as sector’s boldest thinkers spotlighted ahead of UKREIIF 2026

The three shortlisted ideas include focuses on the reduction of carbon, supporting the next generation and solving viability gaps for projects WORKING together to uncover the sector’s brightest and boldest ideas, UKREiiF and strategic marketing agency Cartwright have revealed the shortlist for the ‘One Big Idea’ initiative. Nearly 100 entries were received from across the built environment, with submissions showcasing exciting new ideas, concepts and ways of thinking. The ‘One Big Idea’ initiative aims to give property and construction specialists the opportunity to make their mark and push the sector forward. It was open to entries from any level of seniority or experience. Making the final shortlist are ideas from Kuram Gwakyaa, head of sustainability for Home Office and MOJ accounts at Mitie; Sally Grindrod-Smith, director of planning regeneration and communities at West Lindsey District Council and Matt Drewitt, architect at the Government Property Agency. The three shortlisted ideas include focuses on the reduction of carbon, supporting the next generation and solving viability gaps for projects. Further insight into the ideas will be shared at the Big Idea Breakfast at UKREiiF on Wednesday 20 May Liz Cartwright, managing director at Cartwright and shortlist judge, said: “Our One Big Idea initiative was created to champion new and purposeful thinking from those in the industry. Across all submissions received there is no doubt that this kind of thinking was showcased in abundance. “Our shortlisted ideas demonstrate not only originality but a true potential to move the industry forward. Each one is not a concept for its own sake but is grounded in real challenges and real opportunities. Offering space for these ideas to flourish is exactly what we here at Cartwright, in partnership with UKREiiF, have set out to do.” The wider judging panel that took on the task of reviewing the ideas submitted and creating a shortlist, included James Bywood, marketing director at UKREiiF; Renee Preston, chief executive officer at Gallaway Construction; Shahi Islam, director of affordable housing at Homes England; and Rory Bates, built environment sector lead at SLR Consulting. The judging criteria was chosen to help highlight the most powerful submissions. This included marking ideas on their creativity and originality, impact and value, and clarity of the idea. Following the Big Idea Breakfast event, Cartwright will also be releasing a ‘One Big Idea’ report for the wider market, telling the stories of the winning entrants and sharing a wider selection of One Big Idea suggestions – including additional insights gathered from its on-site presence at the event.
