Steve Muncaster and Rob Armstrong were appointed as Joint Administrators of Hounslow Property Development Limited on 28 September 2023. Alongside Steven and Rob, Kroll’s Real Estate Advisory Group will be supporting the insolvency process. Hounslow Property Development Company recently acquired an old Ministry of Defence site, Cavalry Barracks, near Heathrow with the view to build over 1,600 homes and 2,673 square meters of non-residential floorspace for community and commercial use. At nearly 37 acres, the former Ministry of Defence site is one of the largest remaining undeveloped brownfield sites in London. The original development plan was to refurbish in total 14 Grade II listed buildings and nine locally listed buildings were to be refurbished. Rob Armstrong, Joint Administrator, said “It is clearly a challenging time for companies operating in the real estate sector. Firethorn Trust Marks First Anniversary of Charity Partnership with Groundwork UK

Real estate investor and developer, Firethorn Trust, has revealed the level of community impact created as it reaches the first anniversary of its charity partnership with Groundwork UK. As part of Firethorn’s commitment to ESG, a grant of more than £310,000 was issued to Groundwork in 2022, establishing a charitable programme of activity that focused on tackling some of the most pressing issues facing the local communities Firethorn builds within – from food security, to unemployment, education and access to green space. In the first 12 months, the project has engaged with more than 500 school children and 450 families, provided 293 meals and recorded 168 volunteer hours across the country, as part of regionally-led initiatives in Leighton Buzzard, Peterborough, Ellesmere Port, Sherburn-in-Elmet, Barnsley, Northampton and London. Each of the seven bespoke projects have been designed to address issues specifically within the area of development, ensuring Firethorn’s investment is making a real and long-lasting impact to communities and individuals across the UK. Leo Quinn, Balfour Beatty Group Chief Executive, reflects on National Inclusion Week 2023

What you don’t change, you choose: Leo Quinn discusses the importance of listening and understanding different perspectives during National Inclusion Week Last week, I met with some of the co-chairs from Balfour Beatty’s five employee-led Affinity Networks – Ability, Gender, LGBTQ+, Multicultural and Neurodiversity – in advance of National Inclusion Week. It was an enlightening and engaging session, which brought home to me the importance of taking the time to listen and understand different perspectives. The co-chairs shared their own personal stories and experience of working at Balfour Beatty and naturally – and rightly – took the opportunity to tell it like it is. Their suggestions were practical and thoughtful, and off the back of the session, I will be taking firm action to ensure that we embed new initiatives and promote practices that will support us on our journey to becoming a truly diverse and inclusive business. I wanted to share some of the key outputs and highlights from the session. In terms of Ability, our Viking Link project – where we’re connecting the British and Danish power grids – is leading the way in providing accessible desks, automated doors, and level access for our employees. I will personally be looking at how we roll this out more widely, to ensure that we have accessible and inclusive workplaces across all our offices and sites. We’ll also be looking at how we can improve our welfare facilities to ensure that our sites have access to period products and sanitary bins. This follows the success of our partnership with Hey Girls, an organisation which aims to eradicate period poverty in the UK, which has seen us introduce sanitary products for employees and visitors, free of charge. The co-chairs of our LGBTQ+ Affinity Network described the importance of showing visible leadership, drawing the link between the small but important actions I can take as a leader to help our colleagues feel psychologically safe at work. Off the back of our conversation, I will now be wearing a rainbow lanyard with pride and will be encouraging others to do the same. At Balfour Beatty, we strive to create a workplace which is reflective of the communities we serve. Of course, every site is different and not one size fits all, but I will be working closely with the Multicultural Affinity Network, to understand how we can improve our approach across all of our operations, such as establishing multifaith rooms where colleagues can go to pray during the day. And finally. Did you know that one in seven people are neurodiverse? I didn’t until last week. These statistics demonstrate the importance of introducing small changes that can make all the difference to our neurodiverse colleagues from reading pens through to noise cancelling headphones. While the help is already there, there is without doubt more we should and could be doing to make these tools more accessible and we’ll be looking at this as a priority. The power of our Affinity Networks is the opportunity they create for our colleagues to lean in and make our company an even better place to work. That is why during National Inclusion Week, I’ll be encouraging everyone at Balfour Beatty to take action and make an impact. At the end of the day, what you don’t change, you choose. The Equipment Theft (Prevention) Act: will this new law help protect the livelihood of tradespeople?

The Equipment Theft (Prevention) Act bill received Royal Assent on 20 July 2023, meaning it is now an Act of Parliament (law). Tool theft is a persistent issue faced by tradespeople, both those employed within a company and sole-traders. According to a recent survey by Markel Direct, who offer specialist insurance for tradespeople, 57% of those that had their tools stolen suffered a loss of earnings as a result, with 41% of those reporting a loss of over £2500, a significant amount in the current cost of living crisis. This new law could help to reduce the number of these incidents. Rob Rees, Divisional Director of Markel Direct, explains the new law and gives advice on how tradespeople can protect their tools and livelihood from theft. What is the Equipment Theft (Prevention) Act? The law states that it is “An Act to make provision to prevent the theft and re-sale of equipment and tools used by tradespeople and agricultural and other businesses; and for connected purposes.” The primary aim of tool theft is the resale value, whether that is through places like social network marketplaces, buy and sell groups, online auction sites or even at car boot sales. This law allows the government to create rules that limit the sale of certain equipment. The equipment in question includes vehicles meant for off-road use (such as quad bikes and ATVs) or equipment primarily used in agriculture or business (such as tools). These rules could require the equipment to have security features like anti-theft devices and markings with a unique identifier. The law also allows the government to introduce requirements for sellers of such equipment to record specific information about the sale, such as the name and address of the buyer, the make and model of the equipment, date of sale and the unique identifier. However, according to subsection (4)(b), the law doesn’t restrict the sale of equipment that has been previously used for its intended purpose. This implies that if the equipment was stolen after its primary intended use and then sold, it might not fall under the scope of this law’s restrictions, and therefore second-hand sales of stolen tools will still be an issue. So, how can tradespeople protect their tools? As a specialist insurer of tradespeople, we know first-hand the devastating impact tool theft can have on a sole trader or small business. In a survey we conducted earlier this year, more than half of respondents reported losing more than 3 days of work due to tool theft; an unwelcome cost to absorb at a time when the trades sector is already facing price inflation in materials, fuel and skilled labour. The act has the potential to deter would-be thieves by introducing forensic marking of equipment, and recording of the owner’s details, at the point of sale by retailers – but it’s important to note, however, the regulations cannot be imposed on the sale of second-hand equipment. As such, the existence of a stolen tool resale market is likely to continue in the short term. Enhanced safety measures on storage/vehicles According to our survey, the majority of tools stolen are taken from vans of tradespeople: 41% from vans parked at home and 27% from their vans while “on-site” – so upgrading security on work vehicles should be a priority. Our research shows that out of the tradespeople that had tools stolen, only 16% have invested in additional locks for their van in addition to the ones already on the vehicle. Installing alarms, immobilisers, and tracking devices in work vehicles can help to deter thieves. They should also ensure that the area the van is parked in is well-lit, or possibly secured. Consider fencing private drives and using motion lighting to increase security. Remove valuable tools when unattended Our study also revealed that just over a third (35%) of tradespeople go to the trouble to remove their tools from their vans overnight. However, only 2% of victims of tool theft reported that the tools were stolen from their home, compared to those who had tools stolen from their van while parked at home. For some tradespeople, removing all tools and equipment from a work van each night is an inconvenient and timely task. Ultimately, however, it is one of the most effective ways of preventing your tools being stolen. If removing all tools isn’t possible, prioritise moving the most valuable items (by cost and day-to-day use) to a secure location inside the property. Make sure they are insured Despite the risk of loss of earnings, the same study found that 58% of the tradespeople questioned didn’t have insurance for their tools, and of those 25% cited their reason for not doing so as “Didn’t know tools insurance was available”. Tools insurance is there to cover the cost of replacing or repairing your equipment if it is damaged or lost, for example due to theft, but also in cases of flooding or fire. This coverage typically extends to power tools (sanders, drills, nail guns, etc.) and handheld tools (saws, chisels, etc). Be sure to check your policy to ensure that where your tools are stored meets the criteria for claims against theft. This usually includes ensuring they are not left unattended, or in an unlocked van. It’s also worth keeping a record of the tools you own – including receipts, serial numbers, and photographs – as this can help insurers pay your claim as quickly as possible. Additionally, forensically marking your tools can help the police return them to you if they are recovered. Use visible deterrents Targets for theft are usually determined by opportunity and ease. If visible deterrents are used, such as a sticker warning of GPS tracking, an alarm that blinks to show it is activated, and CCTV on your property pointing at the van, the van is going to be less of a target due to the potential hassle and increased likelihood of being caught. Multi-million pound Extra Care scheme gets the green light from planning

Plans to deliver a cutting-edge Extra Care scheme in Hebburn Town Centre has been given the go ahead this week by South Tyneside Council’s planning committee. The £26million development from Karbon Homes will see 95 affordable homes developed on the site behind Hebburn Central, consisting of 20 two-bed and 75 one-bed apartments, 17 of which will be the specialist dementia apartments. Zoey Hawthorne, Assistant Director of Development Delivery at Karbon Homes welcomed the planning decision. “We’re pleased to hear the news that our Hebburn Gardens Extra Care development has been given the planning go ahead, providing modern, high-quality homes that will help meet the demand for specialist housing in the South Tyneside area. “This is the start of an exciting partnership with South Tyneside Council, to help ensure local residents have access to affordable housing that provides them with the levels of care and support they need to continue living independently.” Following the Hebburn scheme, there is the potential for the development of two more extra schemes, delivered as a partnership project between Karbon Homes and South Tyneside Council. Combined, the three schemes could deliver up to 300 new homes, helping address the lack of specialist affordable accommodation options in the borough, that help people of varying ages over 18, with differing levels of care and support needs, to live well and independently. Bringing more housing of this type to the local authority area forms part of the Council’s wider Adult Social Care Accommodation Strategy, aimed at supporting people who may need care and support to live independently in the community. Cllr Tracey Dixon, Leader of South Tyneside Council, said: “This is excellent news and means we can now start putting these exciting plans into action. “One of our key ambitions is for people to stay healthy and well throughout their lives. Residents have told us that they would prefer to live independently in the community for as long as possible, rather than going into residential care, and it is this kind of affordable, specialist accommodation that will enable people to do that. “This scheme will allow not just older people, but younger adults with care needs to live in their local community with support.” The delivery of the Hebburn scheme is expected to be part-funded by Homes England, through Karbon Homes’ Strategic Partnership with the Government’s housing delivery agency. The strategic partnership has provided Karbon with funding to deliver 2,200 new affordable homes across the North East and Yorkshire over the next few years, 10% of which has been dedicated to the development of new homes for people requiring additional support needs. McLaren Construction (Midlands and North) has been appointed to two of the four lots awarded to McLaren nationally on the £8bn Procure Partnerships Framework. Procure Partnerships Framework has operated a national contractor framework for the last four years across 11 regions, and this second iteration covers four disciplines; construction, decarbonisation and retrofit, demolition and site preparation and infrastructure. Under the construction discipline, the McLaren Construction (Midlands and North) division has been appointed to deliver public sector projects from £15m-£30m in the East Midlands and £30m+ in the West Midlands. The contractor is one of 87 appointed to the second-generation Framework which will run from 1 November 2023 for four years. McLaren Construction (Midlands & North) secured its place on the Framework through a rigorous selection process encompassing several critical assessments, including: PAS91 Selection Questionnaire, Financial Standing Checks, Relevant Experience, and Commercial Assessments, alongside Quality Assessments – covering aspects such as cost management, health and safety, sustainability, social value, and performance management. Knight Property Group appoints Clark Contracts as main contractor on the 25,000 sq ft development Works have started on a brand new £10 million Aberdeen store for national improvements giant Wickes. Knight Property Group has commenced on site with the construction of the store, to be based at Phase 3 of Kingshill Park, at Westhill in Aberdeen. Planning consent was granted on the three-acre site by Aberdeenshire Council in March this year. When complete, the new store will bring around 25 new jobs to the local economy and will see Wickes make a welcome return to the Granite City. Knight has agreed a 20-year lease with Wickes and has appointed Clark Contracts as the main contractor to deliver the 25,000 sq ft bespoke store, which will also include 79 parking spaces and an outdoor projects centre for landscape and garden projects to the rear of the store. The construction process will take around six months, with completion scheduled for Q2 2024. The new building has a steel frame design to a high specification and will be constructed of high-performance composite wall and roof cladding. All internal fit-out will be handled directly by Wickes. Sarah Taitt, Property Director of Wickes said: “We were keen to establish a presence in Aberdeen once more. With work now in progress, we are excited to watch the construction process take shape and look forward to opening next year. This will not only offer a wider range of options for consumers but also generate new employment opportunities for the local community.” Howard Crawshaw, Managing Director of Knight Property Group added: “The new Wickes store will be a welcome addition to the local area. Ebury Bridge regeneration scheme reaches milestone as Westminster City Council delivers on social housing pledge

One of Westminster City Council’s flagship regeneration projects, which delivers on the authority’s commitment to increasing the availability of social housing, has reached a major milestone. Councillor Adam Hug, Leader of the Council, this week performed the ‘topping out’ of Phase 1 of the Ebury Bridge regeneration in Knightsbridge and Belgravia – the symbolic stage when construction reaches its highest point of the building – by laying the final piece of the construction frame alongside lead contractor Bouygues UK.  Once complete, the Ebury Bridge scheme will deliver the highest number of new socially rented properties in the borough for 50 years, fulfilling a pledge of the current administration and at a time of acute need for affordable housing in central London. Westminster has increased the number of new socially rented properties at the scheme from 41 to 171, bringing the number of new or replacement council homes for social rent to 370. Following a resident ballot earlier this year, where 91% of residents voted in favour of the scheme, the council has been able to gain £41m in funding support from the Mayor of London. Cllr Hug said: “This is an exciting moment in the delivery of the Ebury Bridge regeneration scheme. Residents who have had to move away, to enable the new homes to be built, will know their moves back are not far away. “Since introducing our ‘truly affordable’ housing strategy at the end of last year, we’ve increased the number of council homes for social rent across our pipeline. Ebury is one of the largest schemes that will see this increase come to fruition. “The building we are stood on today gives all existing Ebury families the chance to come back to a new home. This is part of our commitment to keeping the community together for generations to come.” The first residents will start moving in next autumn as the 226-home phase one, across a range of tenures, completes. Some 781 homes are being delivered across all three phases at Ebury, which will also deliver important facilities and spaces to support the health and wellbeing of residents including a new community hub, nursery, play facilities, fitness centre and four high-quality public squares and pocket parks. As housing demand rises, maximising the number and quality of affordable homes is a key pledge in the Fair Westminster strategy and includes new social housing, new intermediate rent homes and homes for sale and rent with plans for more than 2,000 new homes by 2027. As well as the Ebury scheme, Westminster’s other key regeneration project is at Church Street in the north of the borough, with plans to build 1,120 high quality new homes, with over 50 per cent affordable housing. The Ebury scheme is being built by Bouygues UK, which has donated £74,000 to community projects and given 35 hours a week to volunteering at projects including the Abbey Centre, Construction Youth Trust, Women into Construction, and Social Bite. Bouygues UK has supported career sessions, work experience placements and educational support for residents and schools, and has taken on five apprentices from surrounding London boroughs.
