United Trust Bank Property Development Appoints Andy Porter as Senior Director

United Trust Bank (UTB) is continuing to enhance its support of housebuilders and developers operating in the South of England with the appointment of Andy Porter as Senior Director in its business development team. The appointment follows a busy start to 2025 for the specialist lender and a successful 2024 when it sanctioned over £1bn of funding for a variety of residential and mixed-use schemes across England and Wales. Andy Porter is an experienced career banker having worked in real estate finance for around 25 years with lenders including RBS and Barclays. Most recently Andy was Business Development Director at Close Brothers. In his role at UTB, Andy will predominantly be assisting housebuilders and developers operating across the South of England in securing flexible and competitive funding for a wide variety of residential and resi-led mixed use developments for both build to sell and build to rent sectors. Building a bright future in a male-dominated industry

In celebration of National Careers Week (3-8 March) and International Women’s Day (8 March), Coventry native Izzy Ward, 19, is paving the way for young women in construction as she excels in her degree apprenticeship at Mace. Now in her second year of studying Construction Management at the University College of Estate Management (UCEM), Izzy is proving that hands-on experience combined with academic learning is a powerful formula for success. Izzy began her apprenticeship in September 2023, drawn to the opportunity to gain both practical experience and currently works as an Assistant Project Manager on a major strategic project, known as The Connect Programme at The University of Warwick. The unprecedented investment by the University will focus on the Social Sciences and STEM (science, technology, engineering and mathematics), the latter of which will form the first phase of the programme. In this role, Izzy is deeply involved in the enabling works as part of the STEM Connect project which will see new state-of-the art facilities delivered on campus. She will soon be engaged in the technical design activities. Her responsibilities include stakeholder and client management, contract reviews, procurement, tendering and planning workshops. Explaining her decision to undertake an apprenticeship and reflecting on her experience so far, Izzy said: “I didn’t want to move away from home but also gaining experience and a degree together seemed like the best and most valuable route for me. Being in meetings and absorbing conversations has been invaluable. I’m constantly learning by doing. “The construction degree provides a strong foundation in the legal and regulatory aspects of the industry, which is essential for planning and ensuring safety on-site and I know the skills I’m building are transferable and will serve me well throughout my career.” Despite entering a field where women traditionally remain underrepresented, Izzy has found support and encouragement, including through Mace’s ‘Women at Mace’ network and her team. She said: “It’s not unusual to see women on construction sites nowadays, and I’ve never been treated differently. It’s great to see more women in larger projects like this, and the network makes me feel supported.” Balancing her apprenticeship is no small feat. Izzy spends four days on-site and dedicates Fridays to her degree work, but she sees this as a tremendous advantage. Looking to the future, Izzy’s goal is to become a project manager and eventually gain chartered status. Speaking on apprenticeships in construction, she encourages others to explore them as a viable and rewarding pathway. She added: “There’s so much work going on in construction, and it’s a great industry to be part of. My advice is to get involved – there are no barriers. Speak to people in the industry, build your network and don’t be afraid to take the apprenticeship route.” Izzy’s story aligns with the themes of National Careers Week and International Women’s Day, demonstrating the power of apprenticeships to foster diverse talent and create opportunities for women in traditionally male-dominated fields. She hopes her journey will inspire others to consider construction and apprenticeships as a springboard for success. A degree of this increased activity in recent months has, of course, been spurred by the impending stamp duty deadline at the end of March, with those making their move keen to reach completion and avoid any increased cost when buying. However, we’ve seen the vast majority of buyers take the potential stamp duty cost increase into consideration before submitting their offers, so whilst there may be a momentary market correction, we expect momentum to continue building beyond 1st April.” Director of Benham and Reeves, Marc von Grundherr, commented: “A consistently positive performance has been the theme for the UK property market over much of the last year and this theme has so far continued in 2025. Restoring History: £84m Twyford Abbey Redevelopment Moves Forward

Latimer has appointed JJ Rhatigan as the principal contractor for the much-anticipated Twyford Abbey redevelopment in west London, marking a major step forward in transforming the historic site. Twyford Abbey, a derelict Grade II-listed manor house in Ealing, has long been on Historic England’s ‘at risk’ register. After acquiring the site in 2023, Latimer – the development arm of Clarion Housing Group – is working with Redington Capital to restore and repurpose the landmark. JJ Rhatigan will lead the construction of 296 homes across a series of five-storey residential blocks within the abbey grounds. Alongside this, the project will see the restoration of the Grade II-listed walled garden for community use, while the main building will be carefully refurbished in collaboration with Picture Property Developments to create 30 unique apartments. Designed by renowned architects Allford Hall Monaghan Morris (AHMM), the scheme blends sustainability with heritage preservation. The development will feature renewable energy solutions, including rooftop photovoltaic panels for electricity generation, as well as air source heat pumps to provide heating and hot water. For the first time in decades, the Abbey’s 1.2-acre South Lawn will also be reopened for public enjoyment. Clarion Housing Group’s chief development officer, Richard Cook, highlighted JJ Rhatigan’s strong track record and commitment to safety, while Tom Neylon, UK managing director at JJ Rhatigan, emphasised the opportunity to “blend contemporary housing solutions with the careful restoration of an important heritage site.” With the contract now signed, construction is scheduled to commence in March, with the first homes expected to be completed by 2027. King Charles Celebrates JCB’s 80th Anniversary and Hydrogen Innovation

His Majesty The King visited JCB’s World Headquarters today as part of the company’s 80th anniversary celebrations, getting a first-hand look at the future of hydrogen-powered machinery. During his tour of JCB’s Innovation Centre in Rocester, The King was introduced to the company’s latest breakthrough – a hydrogen-powered internal combustion engine. Chairman Anthony Bamford showcased one of the first JCB diggers to run on hydrogen, demonstrating how the machine can be refuelled in just minutes. The visit also marked another milestone for JCB – the production of its one-millionth backhoe loader. This iconic machine revolutionised construction worldwide by replacing manual labour with mechanised earthmoving. Lord Bamford expressed his gratitude for the royal visit, stating: “It is a real honour for us all that The King has visited JCB to help us celebrate 80 years in business. It was also a great pleasure to show The King the progress we are making with hydrogen-powered machines. Today was an occasion that will live long in the memories of everyone who was present.” The King was welcomed by Lord and Lady Bamford, George Bamford, and JCB CEO Graeme Macdonald before touring the backhoe loader production line, where he even helped fit a wheel to a JCB digger. During the tour, His Majesty met several JCB apprentices, including Eleanor Pitt, only the second female welding apprentice at the company. He also spoke with long-serving employees, including Richard Williams, who has worked at JCB for 38 years, following in his father’s footsteps. Richard’s wife Sarah, son Josh, and daughter Kaitlan – all JCB employees – were also introduced to The King. The visit concluded in JCB’s main reception, where His Majesty was shown the one-millionth backhoe loader and greeted by over 60 guests. Among them were members of two families with nearly 1,000 years of combined service to JCB. Bill Boot, who started working at JCB in 1949, was joined by nine current Boot family employees, including his great-grandson Leigh. Ken Harrison, aged 100, one of the last surviving members of the 1953 team that built the first backhoe loader, was also in attendance with his family. Former JCB Academy student Rhys Bradbury, now JCB’s Regional Sales Manager for Central Europe, Austria, and Switzerland, reflected on the visit: “It was fantastic to be involved in today’s visit and a great start to JCB’s 80th anniversary year.” Olympic silver medallist Adam Burgess, a JCB-sponsored athlete, also attended the event. Galliford Try Secures £44.5m Contract for Fire Safety Upgrades at HMP Wakefield

Galliford Try has been awarded a £44.5m contract to carry out essential fire safety improvements at HMP Wakefield, one of the UK’s highest-security prisons. The project, delivered by Galliford Try’s Building North East and Yorkshire team on behalf of the Ministry of Justice, will involve major upgrades across the entire facility. Given the prison’s operational needs, the team will work closely with staff to minimise disruption while carrying out the improvements. A 2023 report from HM Inspectorate of Prisons highlighted concerns over the ageing infrastructure at HMP Wakefield and noted that fire safety upgrades were scheduled to begin in September 2023. However, work has only now commenced, with Galliford Try installing fire compartmentalisation, emergency lighting, smoke extraction systems, fire alarms, and misting reels to enhance safety throughout the prison. Government Proposes Overhaul of Construction Product Regulations

The Ministry of Housing, Communities & Local Government has launched a green paper outlining significant reforms to the regulation of construction products, aiming to prevent future tragedies like the Grenfell Tower fire. The Construction Products Reform Green Paper 2025 marks the beginning of a 12-week consultation period to shape a new, more robust regulatory framework. A key focus of the proposals is closing gaps in the current system, ensuring greater accountability for manufacturers and distributors, and strengthening enforcement powers. Changes being considered include new licensing requirements for conformity assessment bodies, mandatory data reporting, the creation of a centralised construction product library, and enhanced surveillance powers for regulators. The government is particularly concerned about the widespread lack of regulatory coverage for construction products. A review conducted last year estimated that nearly two-thirds of products on the UK market fall outside the current regulatory regime. To address this, manufacturers will be required to assess and document the safety risks associated with their products before they go to market. Stronger penalties are also on the table, with civil and criminal sanctions proposed for companies found to be misleading or failing in their safety responsibilities. Evidence from both the Grenfell Tower Inquiry and the Morrell-Day Review suggests that some manufacturers have been able to exploit loopholes in the system without fear of repercussions. The National Regulator for Construction Products (NRCP) and the Building Safety Regulator, both established in 2021, are set to receive greater enforcement powers. The green paper suggests measures such as fines based on company revenue, restrictions on individuals working in the industry, and proactive market inspections to detect unsafe products before they reach the public. The government is also proposing reforms to the testing and certification process to restore confidence in product safety assessments. These include mandatory minimum standards for third-party certification schemes, increased oversight of conformity assessment bodies, and whistleblowing protections to expose unethical practices. Transparency is another key area of reform. The Construction Products Association previously introduced a voluntary code of practice for honest marketing following concerns raised after Grenfell. The government now wants to formalise these principles by requiring all construction products to carry clear and accessible safety labelling. Plans are also in place to develop a centralised construction product library, providing easy access to test results, compliance certificates, and industry research. The proposed changes will apply across England, Scotland, and Wales. However, Northern Ireland will continue to follow European Union regulations under the Windsor Framework. With the consultation period now open, the government is seeking industry feedback on how best to implement these reforms to ensure a safer, more transparent construction sector.
